Road construction is a priority

RADOR Association held the 18th annual conference "New progressive technologies of repair and maintenance of highways" in Chelyabinsk

The conference was held with the support of the Ministry of Transport of the Russian Federation, the Federal Road Agency, the Government of the Chelyabinsk Region, the Ministry of Road Management and Transport of the Chelyabinsk region.

The event was attended by representatives of territorial highway management bodies, contractors, design, scientific and educational organizations in the field of road management, manufacturers of machinery, equipment and materials for the road industry.

The conference was led by the General Director of the Association "RADOR" Igor Starygin. He made a report on the main results of the development of road infrastructure in the subjects of the Russian Federation in 2021 and tasks for 2022-2030. Igor Starygin recalled the changes that were made to the national project "Safe High-quality Roads" last year, and also spoke about those that are planned to be adopted at the government level in 2022.

The head of the association said that since the beginning of the implementation of the national project "BCD" annually about 17 thousand km of roads of regional and inter-municipal significance are being repaired. Last year, compared to 2020, the length of repaired roads increased by another 1.2% and amounted to 17.9 thousand km, and the increase in the share of roads in the standard was 2.4%. However, at the same time, he noted, the estimated inter-repair period is 28 years.

A significant amount of work was carried out in 2021 on artificial structures: more than 28.5 thousand cubic meters were put into operation on the regional road network. Meanwhile, the general situation with bridges in the regions remains quite difficult: out of 35,149 structures, 1,265 (4%) are in disrepair and 2,903 (9.2%) are in pre–emergency condition. In the Ural Federal District, the indicators are better than in other districts: only 10 bridges are in emergency and 35 are in pre-emergency condition.

"The volume of work performed is directly related to the amount of funding," Igor Starygin said. – The sums allocated are very serious: last year more than 1.4 trillion rubles were allocated to the industry, including 306 billion rubles of federal support. The share of road funds in the total budgets of the constituent entities of the Russian Federation reached the maximum for all previous years – 10.1%. The volume of assistance to municipalities amounted to 26% of the volume of regional road funds, which exceeds 290 billion rubles." At the same time, the estimated availability of financial resources for the maintenance of roads of regional and inter–municipal significance was 44%, for repairs – 59%, for major repairs – 6%, and in general in three directions - only 27%.

Igor Starygin also said that according to the results of last year, the collection indicators of the main sources of road funds formation were met and even exceeded: excise taxes on fuels and lubricants and transport tax – the volume of receipts amounted to 586.6 billion rubles (101.9% of the plan) and 195.9 billion rubles (100%), respectively. "At the same time, today there is a risk of cancellation of the transport tax," the speaker noted. – Many road users and some politicians have once again made such a proposal and submitted a bill for consideration to the State Duma of the Russian Federation. Our task is to defend the interests of the road industry and carefully work out this issue with the legislative and executive authorities of the subjects, submit our reasoned feedback to the State Duma."

Among the risks hindering the achievement of the indicators set by the national project, Igor Starygin also mentioned the continuing practice in many regions of paying property tax on public roads of regional significance from the funds of regional road funds. "Since 2019, the situation has somewhat stabilized: 24 entities have been granted tax exemption," he said, "however, many entities continue to pay, including from road funds. As a result, almost 14 billion rubles are leaving the industry. I consider it expedient to continue work on preventing the allocation of road funds for these purposes."

Igor Starygin also touched upon the issue of the construction of highways in rural areas, which is currently regulated by the Ministry of Agriculture of Russia within the framework of the state program "Integrated Development of rural Areas".

"On April 5, Russian President Vladimir Putin, during a meeting on the development of agro–industrial and fisheries complexes and related industries, noted that comprehensive development of rural areas, construction of highways and other infrastructure remains an absolute priority," the speaker said. – Support for this is being provided from the federal level However, for many years we have been recording that the allocated funds are not being fully mastered, and last year the situation worsened. The problems are known and understandable: difficulties in passing interdepartmental coordination procedures, priority inclusion of agricultural facilities in the work programs in relation to objects of social significance, the inability to use savings when conducting public procurement for the construction of roads, the ranking of objects and efficiency assessment is aimed at objects of one year."

The RADOR Association, together with the Ministry of Transport of Russia and Rosavtodor, proposes to leave the issues of rural development in terms of the development of agriculture to the Ministry of Agriculture of Russia, and to carry out the construction of roads to socially significant objects and settlements within the framework of the national project "BCD", possibly with the allocation of a separate target indicator in this direction.

Igor Starygin recalled that on May 30, 2017, by Decree of the Government of the Russian Federation No. 658, new standards of financial costs for major repairs, repairs and maintenance of federal highways were approved and new inter-repair deadlines were established. Similar standards It is necessary to adopt it at the regional level, but only 32 subjects have done it in 5 years. "It is important to carry out this work in all regions," the speaker stressed, "in order, on the one hand, to know the financing needs, and on the other hand, to assess the possibilities of budgets and determine the transition period to regulatory financing."

The speaker reported on new solutions regarding the passage of large and/or heavy vehicles on public roads. In accordance with the instruction of Deputy Prime Minister of the Russian Federation Andrey Belousov dated March 5, for the purpose of sustainable economic development in the conditions of sanctions restrictions, vehicles carrying food and basic necessities are allowed to travel without special passes. Due to the fact that automatic weight and size control points are not able to identify the transported goods, they are switched to monitoring mode for this period. "It is not necessary to perceive this as a work stoppage," Igor Starygin noted. – We must assess the compliance of carriers with the rules of movement of heavy and oversized vehicles, identify in as part of the traffic flow, heavy trucks moving with critical parameters, and assess the damage they cause, as well as continue to inform the public about activities in terms of ensuring the safety of the road network. It is planned to submit monthly monitoring results to the Ministry of Transport of Russia and the Government of the Russian Federation."

Igor Starygin also drew attention to the draft laws on empowering the FAA "ROSDORNIA" with the authority of the sole supplier in terms of performing work on assessing the technical condition of highways, activities on which are carried out using federal budget funds; on empowering Rostransnadzor to consider cases of administrative offenses in the field of weight and size control.

The issues of the implementation of the federal project "Regional and local road Network" were highlighted by the Deputy head of Rosavtodor Igor Kostyuchenko. He said that in 2022, within the framework of the project, it is planned to bring about 4.7 thousand objects with a total length of more than 15 thousand km in 84 subjects of the Russian Federation into a normative state. The consolidated budget for these purposes will amount to over 340 billion rubles.

Among the specific goals and objectives Igor Kostyuchenko highlighted the contracting of objects of the current year: "Today the level of contracting is 87.2%," he said. – This is a good indicator. Chelyabinsk Region is one of 27 entities that already have contracts for all facilities this year. Nevertheless, 700 regional facilities have not yet been contracted." The speaker recalled that by December 1, the cash execution in terms of federal support funds should be 100%.

"Improving the quality of life of the population is at the forefront," Igor Kostyuchenko stressed. – During the three years of implementation of the national project "BKD", more than 2 thousand sections of roads to schools and kindergartens were built, more than 1.2 thousand – to medical institutions, tourist routes were not left without attention. The assessment of our work is the opinion of the residents. According to the results of a VTSIOM survey conducted in December last year, 49% of the population noted the improvement of transport infrastructure."

Igor Kostyuchenko called on the territorial highway authorities to prepare and detail in advance all the necessary work programs for the current financial period and for the future and to be ready "to shift to the left" in order to advance development road management.

Deputy Director of the Federal State Budgetary Institution "Rosdortechnology" Yuri Borisov reported on the results of monitoring road activity on the regional highway network in 2021. He said that during the past year, during on-site inspections of the targeted use of funds and the achievement of set results under agreements between Rosavtodor and the subjects of the Russian Federation, the institution's specialists checked 160 repair facilities in the regions and made over 1200 comments on them. The main comments relate to violations in contracts, the organization of customer control, the quality of executive documentation, compliance with regulatory requirements and work production technology, fencing of work sites and traffic management, defects in construction and installation work performed, violations of acceptance requirements.

Vladimir Martinson, Chief Adviser to the Director General of the Federal State Enterprise "ROSDORNIA", spoke about the integrated approach in the planning and implementation of facilities within the framework of the national project "BCD". He named the following main objectives of the implementation of the national project in the context of quality issues: high-quality and timely formation of road work programs, improvement of quality planning and ensuring timely conclusion of state contracts, improving the quality of work performed and the level of road safety at the sites of their production, as well as ensuring the necessary level of further operation of facilities in order to maintain the achieved regulatory status.

Viktor Ushakov, Head of the Department of "Road Construction and Operation" of MADI, President of the Association of Concrete Roads, made a presentation on ways to increase the service life of road clothes. He noted that a number of problems remain in the road industry at present: in particular, the lack of high–quality natural materials in many regions, the high cost of road construction materials and their delivery, a significant increase in prices, long-term under-repair of many road sections, their low load-bearing capacity and actual service life.

The conference included a round table "Maintenance of highways: new tasks – new approaches".
