Financial Cost Justification Division develops main directions for improving pricing in construction and determining the cost of the overhaul and maintenance of federal highways; shapes the scientific and technical policy of the Institution on improving regulatory and methodological framework in the field of pricing and determining the cost of the overhaul and maintenance of federal highways; provides the informational and analytical support to the Ministry of Transport of the Russian Federation and the Federal Road Agency in the field of the pricing and determining costs of the repair and maintenance of federal highways; updates and develops finance cost standards on the repair and maintenance of federal highways.
The Division performs the following functions:

Participates in the development of main directions for improving activities of the Institution in the field of pricing and determining costs of the overhaul and maintenance of federal highways and, if necessary, interacts with branch/representative offices of the Institution;

Participates in shaping scientific and technical policy of the Institution on improving regulatory and methodological framework in the field of pricing and determining the cost of the overhaul and maintenance of federal highways;

Participates in providing informational and analytical support to the Ministry of Transport of the Russian Federation and the Federal Road Agency in the field of pricing and determining the cost of the overhaul and maintenance of federal highways;

Updates and develops financial cost standards for the overhaul and maintenance of federal highways;

Participates in examining budget standards and financial cost standards, applied for determining the cost of road construction;

At the request of the Institution's leadership, provides, information and materials on issues related to competence of the Division;

At the request of the Institution's leadership, prepares answers and conclusions on letters from legal entities and citizens on issues related to competence of the Division;

Participates in preparing tender documentation (Technical specifications and Calendar Plan) on state contracts and R&D in the field of pricing and determining the cost of the overhaul and maintenance of roads;

Develops proposals on the R&D subjects of the Ministry of Transport of the Russian Federation, the Federal Road Agency and other organizations in the field of pricing and determining the cost of the overhaul and maintenance of roads;

Prepares informational and reference materials on activities carried out by the Division.
