The Industry Excellence Center (IEC) on new materials and technologies for construction, repair and maintenance of highways was established within FAI “ROSDORNII” in summer 2019. Within 5 years, the IEC will monitor a large-scale reform of the road sector in order to achieve main indicators of the National Project “Safe High-Quality Roads”. New functionality was introduced into the Institution's Charter on the basis of the Order of the Minister of Transport of the Russian Federation from 20.02.2020.
The Industry Excellence Center unites state, business and expert communities to deploy the latest technologies, consolidate information on the effectiveness of applied materials, develop scientific and technological foundation and a system of national standards and also to improve training programs for specialists.
The IEC is a platform for broad dialogue between all stakeholders of the road sector at federal and regional levels, public, commercial, scientific and regulatory organizations.
IEC Expert Council
The IEC Expert Council is a collegial body created within the framework of the National Project “Safe High-Quality Roads”. It is a tool for providing the road sector with necessary information and methodological support.
The IEC Expert Council was established to provide expert support for activities of the IEC and for implementing the independent public examination of regulatory decisions taken within the framework of the National Project “Safe High-Quality Roads” and to develop the road sector in general.
The IEC Expert Council, which has been successfully functioning at FAI “ROSDORNII” since the summer of 2020, has since become a platform for a broad dialogue between all industry entities at the federal and regional levels, public, commercial, scientific and regulatory organizations, one of the tools for informational and methodological support for road specialists and for implementing independent public expertise.
IEC Expert Council:

Participates in shaping the Register of New and Best Technologies, Materials and Technological Solutions of Secondary Use;

Examines and gives conclusions on draft regulatory acts in the field of road management on request of the Ministry of Transport of the Russian Federation;

Examines and prepares proposals on pricing in the road sector within the framework of the National Project “Safe High-Quality Roads”;

Examines and prepares proposals for R&D, development and innovation activities in the field of road sector;

Examines and prepares proposals on developing the scientific and technical potential of the road sector, as well as improving the efficiency of the National Project “Safe and High-Quality Roads” implementation in regions of the Russian Federation;

Examines and develops recommendations for methodological documents developed by FAI “ROSDORNII”;

Reviews and develops recommendations on plans and reports on the IEC activities, if applicable;

Examines other issues of the road sector by a decision the Presidium of the Expert Council of the IEC.
