What should modern public transport be like? What is the role of science in the implementation of the BCD national project? What are the prospects for the use of ash and other secondary resources in road construction? These and other relevant questions were answered by Stanislav Naboko, Director General of the FAA ROSDORNIA, in an interview with our correspondent.
— Stanislav Yurievich, what do you see today as the strategic objectives of the Institute, what are the goals of ROSDORNII?
— Today the Institute — It is not only a scientific center for transport development, but also, above all, an industry competence center with a professional team in all relevant areas of work in the road industry. We participate in the implementation of significant infrastructure projects of the transport complex, the State the programs "Development of the transport system", "Comprehensive plan for modernization and expansion of the trunk infrastructure", the national project "Safe high-quality roads". On the basis of strategic planning documents, decrees and instructions of the President of the Russian Federation, we have developed, approved and approved a long-term development program, which we follow. We conduct research activities, develop industry regulatory and technical documents, design and diagnose roads, interchanges and bridges. We are engaged in the development of information technologies in the road sector and introduce advanced technologies, equipment and materials into the practice of design and construction.
— In Kaluga, at the conference "ITS regions", ROSDORNIA experts talked about the renewal of passenger transport within the framework of the BCD. What is the role of ROSDORNIA in the implementation of this national project today?
— ROSDORNII has been developing competencies in the field of transport planning for several years, including in relation to public transport. The Institute's specialists played a key role in formation of the procedure for the selection of subjects of the Russian Federation to participate in the event on the renewal of rolling stock. We see our modest merit in the fact that the Ministry of Transport has successfully subsidized the supply of more than a thousand buses, trolleybuses and trams to 17 agglomerations in 2020-2021. ROSDORNII initially aimed this event at accelerating the reforms that are overdue in the field of public transport, this is our common task with the Ministry of Transport of Russia. We proceeded from the fact that most of the Russian agglomerations need to revise the public transport management system, to abandon the "route" economic model that is irrelevant today. Public transport requires priority traffic, it must be environmentally friendly, low-floor, safe. What is especially important, its development should take place in the logic laid down in the transport planning documents. These and many other issues were reflected in the system of selection of applications received from the regions for consideration in ROSDORNIA as a member of the expert commission of the Ministry of Transport Of Russia. The Ministry has entrusted us with the task of explaining to the regions not only the procedure for preparing applications, but also the general principles I am talking about. The event in Kaluga is just one of many where our specialists have done this work, but it does not stop for a day. We are open to all cities moving along the difficult path of restoring order in the field of public transport.
— The concept of the national ITS network, developed by ROSDORNIA, is awaiting approval in the near future. What are her strengths?
— The approaches that are embedded in this concept suggest that the federal and regional ITS systems will transfer to a common database the data necessary for management, monitoring and decision-making at various levels.
Let me remind you that last year Rosavtodor selected 22 regions for the pilot implementation of intelligent transport systems as part of the national project "Safe High-quality Roads". — ROSDORNII was engaged in the development of the use of waste from thermal power plants — ash and slag materials in road construction. Are they already in use?
— Our experts have come to the conclusion that the use of ash and slag in the construction of highways is one of the promising areas of road activity. Materials based on ash and slag waste can be used for the construction of the roadbed, as part of various layers of road clothing, as well as for solving a number of related tasks both in the construction of new roads and in the repair of existing ones.
At the moment, Russia has the necessary regulatory framework for the implementation of construction projects using recycled materials, but their number is still small. Our institute, using many years of research experience, is ready to assume the functions of a certification body for ash and slag waste of specific thermal power plants to assess their physical and mechanical properties and develop recommendations for use. The issue of the use of such materials has been studied in sufficient detail by us on the example of a complex of pre-design works on the Northern bypass of the city of Omsk.
To expand the area of application of ash and slag materials in road construction, we are ready to undertake a wide range of work to study the technology of their production and storage. The Institute is ready to conduct a laboratory study of their parameters for compliance with the requirements of regulatory and technical documentation, to prepare recommendations for improving the performance of ash and slag materials, to perform R&D in order to expand their use, as well as to develop documentation for the coordination of organization standards in the Federal Road Agency.
— ROSDORNII is engaged in training specialists in the road industry, are you planning to change something in this direction?
— Definitely. We are the main contractor for the creation of a professional development system for road workers within the framework of the national project "Safe high-quality roads". Our specialists have developed various training programs that we conduct in the regions and for the regions. And these programs are constantly updated, because the road industry does not stand still. Every year new technologies are being developed, services with the use of artificial intelligence are being introduced, the digitalization of the industry is gaining momentum, and it is necessary to acquaint road workers with this. It is worth noting separately that the Institute pays great attention to the development of programs training in the field of information modeling technology in road construction and operation.
— The State Duma in the first reading adopted a law on the creation of a system of control of road funds (SKDF), ROSDORNII is engaged in the development of this system. What is it for?
— SKDF — this is an information system that contains an up-to-date database of highways, summarizes data on the planning and actual performance of road works, the formation and expenditure of road funds. The system implements functionality for maintaining plans of road activity of subjects, including measures for the development of the backbone network. In the future, this system should become a single universal tool for planning road works.
Regular updating of information will automatically generate reports on the state of the country's road network. In turn, this will ensure the unconditional fulfillment of the tasks of the BCD national project related to maintaining the highways of the Russian Federation in a normative state, increasing the efficiency of road activities and the level of interaction of its participants.
Now The issue of giving SKDF the status of a state information system (GIS) is being considered. Providing information about roads for inclusion in the system will be one of the main legally established obligations of road owners, for violation of which administrative responsibility is provided.
