On March 2-3, the XIV All-Russian Conference "Actual problems of designing highways and artificial structures" was held in St. Petersburg. The event was organized by the non-profit partnership Alliance of Builders and Suppliers of the Road Complex (ASDOR).

The conference participants discussed new legislative and regulatory features, financing and technologies in the implementation of the program for the repair of pre-emergency and emergency bridges on roads of regional and local significance, the implementation of FIDIC contracts in Russian practice in accordance with the action plan for the implementation of the target model of the work market, improving efficiency and increasing the volume of road construction in rural areas. The issues of attracting small and medium - sized businesses in the field of transport to the development and implementation of the state policy of the Ministry of Transport of Russia were considered .

Pavel Sychev, Deputy Head of the Project Office for Science of ROSDORNIA, made a report during the event on the purpose, procedures and stages of forming a Register of new and best technologies, materials and technological solutions for reuse for road activities.

The register is formed to provide subjects of road activity with reasonable recommendations on the use of new and best technologies, materials and technological solutions for reuse; increasing the use of new and best technologies, materials and technological solutions for reuse in the field of design; collecting documentation regarding design, construction, reconstruction, overhaul, repair and maintenance of roads; providing access to information about monitoring the condition of roads.

Pavel Anatolyevich noted that by now more than 2,200 sites of application of new and best technologies, materials and technological solutions for reuse have already been entered into the RNNT, more than 790 materials, over 360 technologies and more than 250 structures have been loaded.

The ROSDORNIA expert also explained the procedure, timing of inclusion and finding innovations in the Register.

The main users of the RNNT are the Ministry of Transport of the Russian Federation, manufacturers and suppliers of materials and equipment, regional road departments, road construction contractors and representatives of the expert community.

Openness and accessibility of information, complex data processing, monitoring and evaluation of the effect of the use of new and best technologies, materials and technological solutions for reuse are the main principles of the formation of RNNT.

The register of new and best technologies, materials and technological solutions for reuse (RNNT) was created by ROSDORNII and put into operation in 2019 as part of the implementation of the national project "Safe High-quality Roads". ROSDORNII implements a set of measures to update the Register, including in terms of analyzing and supplementing the included information on technologies and materials, as well as a number of other priority works. In addition to the basic functionality, additional information modules have been developed, including a module for reporting on the operation of the system in various sections.

In parallel, the development and implementation of mechanisms for updating regulatory and technical documents in the field of road management, the formation of estimated standards for new technologies and materials included in the Register, monitoring and evaluating the effectiveness of their application, as well as the transport and operational condition of highways and artificial structures on which work was carried out using innovations. All this will allow industry participants to quickly, in real time, exchange experience in the application of new technologies in terms of their efficiency, safety and payback.

FIDIC contracts are unified documents developed by the International Association of Consulting Engineers in order to regulate the relations of participants in international investment and construction activities.
