A number of full-scale experiments on testing elements and subsystems of the intelligent transport systems (ITS) were conducted at the ITS pilot zone in the Republic of Tatarstan in 2024. The tests took place in the framework of the research on ITS technologies that provide safe and efficient circulation of highly automated vehicles (HAV) at traffic environment of public roads. Relevant programs and methods were developed prior to the tests, they defined the subject, goals, content, and environment of the experiments.
The work was carried out by FAI “ROSDORNII’ specialists on ITS testing, jointly with experts of scientific & manufacturing companies, hardware and software developers.
Four ITS subsystems were tested, in particular the systems of traffic flow parameter monitoring, traffic surveillance, video-analytics, and weather monitoring.
The key objective of the experiments was to evaluate the performance of the subsystems and ITS elements as well as to confirm that their basic parameters and features correspond to regulations of the road sector and to the documentation of manufacturers.
The testing results determined actual values of the regulated parameters, features of physical principles of field equipment operation and the software logic. The data acquired will create the basis for the development and updating of regulatory documents.
At the same time the R&D in progress is aimed at creating the system of determinative tests, allowing to evaluate serviceability and efficiency of ITS subsystems and elements. This information facilitates the shaping of the list of technical and technological solutions in the field of ITS, including those that provide safe traffic of HAVs on public roads.

FAI “ROSDORNII”, SEZ “Alabuga”, State Owned Agency “Glavavtodortrans” State Owned Agency “Traffic Safety” and the Ministry of Transport and Road Industry of the Republic of Tatarstan signed an agreement within Kazan Digital Week forum in 2023.
The document determined cooperation of the parties in creating “Alabuga” pilot zone for conducting experiments and tests of ITS technologies at public roads.
The Agreement envisions a set of tasks for ROSDORNII on pilot zone management, development and operation of ITS technical elements as well as a dynamic digital map of road traffic.
