The organizer of the XII International Conference "Development of innovative technologies and materials for road management" was the Association "ASDOR". The event was attended by representatives of the Committee for the Development of Transport Infrastructure of St. Petersburg, the State Company "Russian Highways", scientific institutes, contractors, manufacturers of road materials.
The conference participants discussed 4 major topics: new legislative and regulatory features, the work done in accordance with the instructions of the President of the Russian Federation (following the meeting of the State Council of 26.06.2019), the use of secondary resources in the road industry, as well as the use of geosynthetic materials.
Head of the Department of Design Methods of the FAA "ROSDORNII"Marina Mikhailenko presented a report on changes in legislation on the reconstruction of engineering communications.
The speaker told about which regulatory legal acts were adopted, and in which it is necessary to make changes to regulate the relationship between the owners of highways and the owners of engineering communications – in accordance with the instructions of the President of the Russian Federation.
In particular, the draft federal law "On Amendments to the Federal Law "On Highways and on Road Activities in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation", the chronology of its consideration, unresolved issues, as well as changes made in the current version of the draft were considered.
Marina Mikhailenko elaborated on the important points that appeared in the bill. Thus, significant changes were made to Article 19 on the construction, reconstruction and overhaul of engineering structures within the boundaries of the right-of-way and roadside lanes of highways on the initiative of network owners. Among other things, a number of concepts were replaced, the validity period of technical requirements and conditions was established.
There are articles about the order of interaction between owners of highways and owners of engineering structures, if required reconstruction of communications at the initiative of the owners of the highway, when performing maintenance and repair of highways, maintenance and maintenance of engineering structures.
Marina Mikhailenko stressed that it is advisable to consider changes to the document in conjunction with other documents, including making appropriate changes to the Urban Planning, Land Codes of the Russian Federation and a number of federal laws.
The provisions of the Order of the Ministry of Construction of the Russian Federation dated 10/30/2020 "On the establishment of requirements for the composition and content of technical requirements and conditions subject to mandatory execution in the preparation of project documentation for the reconstruction, overhaul of existing linear facilities or linear facilities, as well as in the implementation of such reconstruction, overhaul" were also considered.
The second speaker from ROSDORNIA was the Deputy Director for ScienceVitaly Mironyuk, who reported on the possibilities of using new technologies and materials in the construction, overhaul and repair of highways and artificial facilities within the framework of the national project "Safe and high-quality highways" (NP "BCAD").
As the speaker stressed, the implementation of the target indicator of the national project is inextricably linked with the use of innovative technologies included in the Register of New and Best Technologies, Materials and Technological Solutions for Reuse (RNNT) subjects of the Russian Federation, as well as municipalities. Due to the introduction of the best solutions from the Register in the subjects of the Russian Federation within the framework of NP "BCAD", it is planned to achieve a socio-economic effect, which is associated with increasing the strength and durability of road clothes, the use of new energy and resource-saving technologies, as well as improving road safety.
Recall that at the end of 2019, the RNNT was put into operation as an information system. Ensuring the formation and maintenance of the Register is carried out by the Federal Autonomous Institution "Russian Road Research Institute". In accordance with the passport of NP "BCAD" in 2024, the use of solutions from RNNT should reach 80%.
