Another open webinar for road workers from all over the country was held on the educational portal.
This time, the specialists of the scientific Institute have chosen a particularly relevant topic – a review of a new methodology for determining the estimated cost. Two reports were presented, the rest of the webinar was devoted to a detailed discussion of the issue with the audience. As part of the webinar, the speakers were able to compare the outdated and new methods of calculating the cost of work, describing in detail the advantages of the latter. Now this topic is especially important, because it determines the order of interaction between contractors and customers in terms of payment for work.
The first speaker was Ruslan Ismagulov, Deputy Head of the Data processing and Analysis Department of the FAA "ROSDORNII". The speaker spoke about pricing, the system of estimated rationing, and how it has been carried out over the past decades on the basis of various regulatory documents. It was also about the basic terms: major repairs, reconstruction, technical re-equipment, etc., about what documents their concept is fixed in. This is important because a clear the definition of the type of work also affects the subsequent pricing and position in the life cycle. "How these concepts interact with each other can be seen in the life cycle diagram.
Any object of capital construction begins with the pre-project stage: economic surveys take place, goals are determined, the purpose of the object, its further use. At this stage, a design assignment is formed. Then the design stage begins, followed by the transition to construction with connection to the networks of engineering and technical support and commissioning of the facility. After the operational stage, a major repair or reconstruction can be carried out at the facility, giving it new properties. The same diagram clearly shows the difference between capital repairs and the current one," Ruslan Ismagulov explained.
The speaker also presented an up-to-date (as of 11/13/2020) list of basic methodological documents for determining the estimated cost based on the Federal Register of Estimated Standards.
Performance continuedIldar Abdrakhmanov, Chief Expert of the Data processing and analysis Department of the FAA "ROSDORNIA". He has already described in more detail the new technology for determining the estimated cost, comparing it with the obsolete "Methodology for determining the cost of construction products in the territory of the Russian Federation." It served the industry for 16 years and was canceled because it ceased to meet modern pricing requirements in construction. A new document was issued to replace it, which entered into force on October 5, 2020. Its content is developed on the basis of research and analysis of retrospective, current and prospective regulatory support of the pricing system and estimated rationing in construction. The new rules do not contradict either the Urban Planning Code of the Russian Federation or other federal legislative and regulatory acts.
The 2020 methodology reflects the new provisions of the pricing system and estimated rationing in construction. It is fundamentally important that the cost is now determined by resource, base-index and resource-index methods. In addition, the requirements for documents justifying the cost of construction resources have been updated, the terms of their validity are specified, the list of the given information is defined.
"The new methodology also provides for the procedure for determining estimated prices for individually manufactured materials, products and structures that are not produced as an independent type of product on the territory of the price zone. The document also permits the use of increasing coefficients to the estimated standards in the development of local estimates, which take into account complicating factors and working conditions. Moreover, the list has been finalized, compared with the canceled methodology, the number of these coefficients has decreased, and their sizes too. At the same time, the coefficients of 1.15 to the norms of labor costs and 1.25 to the norms of the operating time of construction machines used for the repair and reconstruction of buildings and structures are preserved," Ildar Abdrakhmanov compared.
Among other things, the methodology allows taking into account additional costs for the transportation of goods for construction, relocation of equipment, electricity. The order of registration of the estimated cost of construction has also changed. New forms of local estimates are given, which are more adapted to digital economy. A more detailed idea of the changes can be obtained by studying the text of the document. Necessary additions and changes will also be made to it as it is used.
After the speeches, the speakers of the FAA "ROSDORNIA" answered the questions of the audience. Industry representatives expressed gratitude for the detailed consideration of the topic and expert advice. The next webinar, organized by the scientific institute on the site of the educational portal, will be held on December 11 and will be devoted to the issue of cold regeneration of road clothes and soil stabilization.
