In Rostov-on-Don, the city administration plans to introduce a new principle of interaction with carriers by switching to the "gross contracts" scheme.
"A round table was held at Transport Week to discuss the reform of the financial model of passenger transport. We were interested in the practical aspects of the introduction of "gross contracting", with the participation of entities in whose territories this system operates. Colleagues, as well as representatives of leading scientific schools in the field of transport planning, including the Federal State Educational Institution ROSDORNII, shared practical aspects and conditions for the implementation of "gross contracts," head of the city administration Alexey Logvinenko told Instagram.
The transition to a new system of "gross contracts" will encourage carriers to fulfill their duties in good faith and improve the quality of service to residents of the city."The carrier will receive funds not for the number of passengers transported, but for fulfilling the terms of the contract - the release of a set number of rolling stock to the line and compliance with the interval movement and working hours of rolling stock on the line," Alexey Logvinenko stressed.
According to the "Program of integrated development of transport infrastructure of Rostov-on-Don", a new system of work of transport companies will be implemented in 2023.
