"During the work carried out on the federal, regional and local road network, Russian-made materials are used, including sand, crushed stone, asphalt concrete and bitumen, so there is no shortage of resources. As for the share of imported materials used in the construction and repair of highways, it is, according to experts, extremely small. "Only certain brands of additives and modifiers are imported, some of which can be replaced by domestic analogues. So, inVolgograd region the facilities of the national project use crushed stone from the Volgograd, Rostov andVoronezh region. Sand is also harvested in local quarries, bitumen – local and Saratov production. Composite materials used in the production of works, metal structures (fences, culverts, supports for the installation of lighting and technical means of traffic management), reinforced concrete products (drainage trays, culverts, slabs of fortifications), as well as technical means of traffic management (road signs, signal poles, traffic lights, paint for marking) are all Russian–made.
InIn the Kostroma region, more than half of all volumes of crushed stone of different fractions, sand, crushing screening are imported from local quarries by the contractor organization OGBU "Kostromaavtodor". The largest of them are located in Sudislavsky, Chukhlomsky and Nerekhtsky districts. The contractor acquires more durable granite rubble used in road repairs inKarelia and the Urals. In Yaroslavl andNizhny Novgorod regions road builders buy bitumen and fuel oil. The geogrid and geotextile used in the device of road clothing are also of domestic production.

The effectiveness of the implementation of the national project directly depends on the quality of work, and a big role in this issue is played by the rejection of outdated materials and the transition to modern solutions. For this purpose, a Register of new and best technologies, materials and technological solutions for reuse was created in 2019. To date, it contains 792 names of materials, 256 design solutions, 364 technologies.
"In order to implement the activities of the national project, the FAA ROSDORNII is working on the analysis of the register to identify information about the share of the imported component in technologies, materials and structures and the presence of their domestic analogues. Based on the results, reasonable proposals for operational updating will be prepared the registry information system in terms of import substitution," the institution noted.
