Regulatory documents were developed by the FAA "ROSDORNII" by order of the Federal Road Agency (contract dated 26.12.2018 N 47/152) and take into account advanced foreign and domestic experience:
- PNST 505-2022 "Public automobile roads. Rules for describing information modeling components";
- PNST 506-2022 "Public automobile roads. Rules for the formation and application of information models at various stages of the life cycle".
The documents define scenarios for using the information model of a highway for various tasks at all stages of its life cycle. They regulate the rules for the formation of engineering surveys, requirements for the creation of information models, as well as for information and delivery planning in the process of using information modeling technology. The standards set out the basic requirements for the components of information models, their geometric, attribute and functional parameters, as well as requirements for naming component metadata are defined.
In accordance with the orders of Rosstsandart, regulatory technical documents are put into effect from April 1, 2022. Preliminary standards apply to the processes of information modeling in the development of design and working documentation for the construction, overhaul and reconstruction of highways and establish requirements for the processes of formation and application of information models of highways at various stages of the life cycle, as well as for the development of their components.
The documents take into account the main provisions of the fundamental documents of the Ministry of Construction of Russia approved in 2021, which establish requirements for the formation and maintenance of an information model of a capital construction facility.
Such documents should include:
- Resolution of the Government of the Russian Federation of March 5 , 2021 N 331;
- Decree of the Government of the Russian Federation No. 1416 of September 12 , 2020;
- Order of the Ministry of Construction of Russia dated August 6, 2020 N 430/pr.
In terms of Western best practices, the set of regulatory technical documents takes into account the requirements for the exchange of data for assets, fixed in the standards of the ISO 19650 series. The provisions of the preliminary national standards were based, among other things, on the results of the European INTERLINK project, implemented by order of the European Conference of National Road Managers EU Administrations, Technical report Infrastructure Asset Managers BIM Requirements Technical Report No. TR 1010, developed by an international organization buildingSMART International, as well as the American standard NBS BIM Object Standard Version 2.1 March 2019.
