The introduction of intelligent transport systems in the regions is one of the key tasks of the national project "Safe High-quality Roads". However, the complexity of the process suggests that it should be conducted based on practical experience. This, in turn, can be shared by a subsidiary company - Shvabe Holding.
Since the appearance of the national project "Safe high-quality roads" has been accompanied by active discussions about the progress of its implementation. And a special role in these discussions is assigned to intelligent transport systems (ITS): when they are urgently needed, the volume of implementation of integrated solutions across the country remains quite low, and the experience of those already implemented is valued at its weight in gold.
Moreover, while the regions approach the task tactically and strive to achieve local KPIs, such as installing a certain number of cameras or purchasing server equipment, ITS global goals are overlooked. Today, the governing bodies in the constituent entities of the Russian Federation face a complex multi-level task: on the one hand, it is necessary to develop and optimize the road transport network here and now, and on the other - to look one or two decades ahead.
And in situations when it is necessary to take into account both the functional requirements of the Ministry of Transport for the system developed by it, and the infrastructure and organizational factors listed above, the choice of a solution should be based on existing experience.
On the roads of Moscow
The introduction of intelligent transport systems in Moscow was one of the first projects of its kind in Russia. He is accompanied by Rostec company - Shvabe - Moscow, part of the Shvabe Holding; the head of the direction is the deputy director of the company for construction, operation and development of ITS Ivan Mordanov. The organization assumed control over the operation of about 10 thousand pieces of equipment, including traffic lights, traffic sensors, surveillance cameras and fixing violations. This is a project of the highest complexity, listed at the level of the world's best systems, and its implementation has already significantly improved the situation in the capital.
Thus, thanks to an integrated approach to the implementation and maintenance of ITS, in 2021, the death rate in road accidents on Moscow roads decreased to 2.9 people per 100 thousand inhabitants. Another visual indicator is the average travel time from the MKAD to the city center by public transport during rush hours, which decreased by 18% compared to 2010, from 67 to 55 minutes. A tangible result, taking into account the 40% increase in the number of cars - from 5.5 to 7.7 million - over the same period.
However, the complexity of implementing an integrated system lies in the development of an individual project that takes into account the existing road infrastructure, transport system, budget opportunities of the region, as well as the potential need for interaction with housing and communal services facilities in combination with an architecture open for integration.
Fasting diet
Since last year, Shvabe - Moscow specialists have implemented and designed automatic weight and size control points (APVGC) in several regions of the country. The works included, among other things, the replacement of the roadway, the installation of meteorological complexes and a complete set of equipment for the weight and size control system.
In simple words, APVGC is a system that weighs passing vehicles in a matter of seconds right on the move, automatically detecting excess of the permitted mass, and transmits the parameters of cars to the center for fixing administrative offenses. In case of exceeding the permissible weight norm of the cargo, the owners receive a resolution to pay the fine. In addition, APVGCS allow you to control traffic on the roads. Thus, weight and size control points are an important element of ITS.
According to the Ministry of Transport, about 1 million cases of overload are detected annually, and the damage from the passage of trucks and vans is 2.56 trillion rubles. However, the benefits of implementing the system lie not only in road safety, but also in the safety of roads. So, carriers can use it to distribute loads in order to avoid accidents, breakdowns and rapid wear of vehicles.
According to ROSDORNIA, the leading research institute of the Russian Federation in the field of road construction, 140 such control points appeared on regional and inter-municipal networks in 2018-2020. The creation of the APVGC is provided for by the national project "Safe high-quality Roads", which assumes the appearance by 2024 of 235 control points on federal highways and 366 on regional ones.
Today, weight and size control points operate in many regions of Russia, and their number has already exceeded a hundred. By 2030, the number of APVGCS on federal and regional highways should grow to 417 and 598, respectively.
Proven IT solution for regions
There are many specialized products and solutions operating in Moscow today, including the Unified Transport System Management Platform (ENPS). It allows you to automatically find and implement optimal control scenarios for both individual vehicles or a group of them, and the transport system of the city as a whole. A separate advantage of the platform is the ability to solve problems both at individual intersections and streets, and on the scale of districts or the entire city in a complex.
How the system works. The strategic or modular level of the EPUTS platform processes information from all devices - video surveillance cameras, road detectors, on-board navigation equipment - from any vendor. The data obtained allows you to assess traffic congestion in real time, optimize the operation of public transport, as well as charge for travel and receive operational information about emergency situations. situations.
The analytical center of the platform provides visualization of key indicators of the transport situation in the form of heat maps and isochrons, forecasting and modeling of the situation for making effective management decisions in the field of route network planning and development of traffic management schemes.
In addition to the EPUT solution, Moscow has also introduced the technology of adaptive control of traffic light objects "Smart Intersection", with the help of which a so-called "green corridor" for transport is being created. The project is being implemented jointly by specialists of the companies "Shvabe - Moscow", which is part of the contour of the Holding "Megapolis IT", as well as "Special Dorproject".

The obvious expected effect of ITS implementation is to increase road safety, traffic flow speed and efficiency of public transport. Not so obvious, but no less important is the fact that for many regional entities, the right decision can become the basis for urban planning policy.
