In 2022 in Russia plans to increase the number of automatic weight control points to a thousand. This was discussed at one of the meetings of the public councils at Rosavtodor and Rostransnadzor. According to previous plans, it was planned to install 387 points on federal highways by 2027), and 366 on the regional road network in 75 constituent entities of the Russian Federation by the end of 2024.
Maxim Filippov, Chief Specialist of the FAA "ROSDORNIA" he told about the requirements for the design of an automatic weight and dimensional control system.
"The program for the creation of an automatic system of weight and dimensional control of vehicles inOf the Russian Federation until 2024, it provides for the commissioning of 387 APVGCS on federal roads, 386 points on regional and municipal roads. The practice of operating already built APVGCS shows that many problems arise during their installation and commissioning and direct operation. In particular, the normative accuracy of measurements is not ensured, sensors fail before the normative period. The main requirements for the design of the APVGC are formulated in the OrderMinistry of Transport dated 31.08.2020 No. 348, the accuracy of measurements is in the Government Decree dated 16.11.2020 No. 1847, and there are no requirements for road structures in the zone and on the approaches to the APVGC zone at all, although they are crucial for ensuring uninterrupted and accurate operation of measuring equipment. In the FAA "ROSDORNIA" on assignmentThe Ministry of Transport of the Russian Federation has carried out work on the study of the practice of weight and dimensional control in the Russian Federation and abroad. Based on the results of the work, the PNST project "Public automobile roads. Automatic weight and size control points. Design requirements. The project establishes requirements for the design of APVGCS operating in the mode of measuring the parameters of vehicles without stopping, on public roads. APVGK should be placed on stretches of highways of 1-4 categories, with a covering of capital or lightweight types at a traffic intensity of more than 200 trucks per day with an axle load of 115 kN and 100 kN, respectively. In depending on the configurations, the APVGC system should provide partial or complete data such as: vehicle identification, vehicle information, traffic data, traffic mode information, additional data. Within the framework of the draft standard, recommendations were developed on the placement of APVGCS on highways. Preferences are given to the following conditions: placement of APVGK in the longitudinal profile (descents or ascents with a slope of no more than 10%), in the transverse profile (embankments with a height of 1.5 — 3 m with guidelines on the level of groundwater occurrence and snow-bearing capacity. It is not recommended to place on high embankments, in zero marks, in recesses. Also, the APVGC zones by means of traffic management should ensure that the driver is informed about the beginning and end of the APVGC zone, ensure uniform movement, prohibition of rebuilding between lanes, prevention of bypassing the control zone by the curb, prohibition of the vehicle leaving the lane."
Recall that this week The State Duma adopted in the first reading a bill on measures to support the transport industry in the conditions of sanctions. In particular, the bill provides for the temporary abolition of weight and dimensional control of transport transporting food.
