On April 2, 2021 at the FAU "ROSDORNIA" under the chairmanship of the Director General of the InstituteStanislav Naboko held a meeting on the use of ash and slag materials in road construction. The event was attended by Sergey Shkurkin, Head of the Department for the Development of the Real Sector of the Executive Committee of the Interregional Association for Economic Cooperation of the Subjects of the Russian Federation "Siberian Agreement" (AMIS), as well as Ivan Syreyshchikov, General Director of TEFRA LLC. The possibilities of using ash and slag materials in the construction of the Northern Bypass of Omsk were considered.
The meeting was openedSergey Shkurkin with his report on the activities of the MASSES in terms of increasing the use of ash and slag in road construction. The Executive Committee of the Association has been carrying out systematic work in this direction since 2018. In particular, at the initiative of the MASSES, the issue of using ash and slag mixtures of local thermal power plants during the construction of the Northern Bypass of Omsk was worked out. The research was carried out with the direct participation of ROSDORNIA.
Among among other things, constructive and technological solutions were developed for the use of solid fuel combustion products in the lower part (below the working layer) of the roadbed and in the construction of the bearing layers of the foundations of road clothes, technological schemes for the use of these materials were developed, transport and logistics schemes for their transportation to the construction site were proposed. The estimated total use of ash and slag in the construction of the road is about 5.9 million cubic meters (7.6 million tons). In order to further expand the use of ash and slag materials in road construction, the FAA ROSDORNII is ready to undertake a wide range of work on the study of technology for obtaining and storing such materials. The Institute is ready to conduct a laboratory study of their parameters for compliance with the requirements of regulatory and technical documentation, prepare recommendations for improving the performance of ash and slag materials, perform R&D in order to to expand their application, as well as to develop documentation for the approval of the service station in the Federal Road Agency.
As the participants of the meeting noted, to date, the institute has accumulated considerable experience in the implementation of such projects. For example, in 2020, work was carried out on the study of ash and slag materials of the Reftinskaya GRES (Sverdlovsk region) and Kashirskaya GRES (Moscow Region), studies of waste from the Biysk CHP (Altai Territory) were started to determine the possibility of their use as part of the material for strengthening the foundations of road surfaces by cold regeneration. In December 2020, an agreement was signed between the Institute and the Head of the Republic of Buryatia on the use of ash and slag materials in road construction of Ulan-Ude CHP-1, CHP-2 and Gusinoozerskaya GRES.
The meeting ended with the report of the General Director of LLC "TEFRA"Ivan Syreyshchikov, who shared his experience in testing materials for road construction using fly ash. The company is a subsidiary of JSC Rusatom Infrastructure Solutions and specializes in processing ash from coal-fired thermal power plants in the Tomsk region.
The meeting participants also discussed the existing problems in the use of ash and slag materials in road construction. One of them is the technology of removing solid fuel combustion products at thermal power plants using a hydraulic system. This worsens the properties of ash and slag materials and makes them unstable. In Europe, dry ash removal technology is used, which allows you to preserve all the necessary properties of the material.
The widespread use of ash and slag mixtures is complicated due to the current legislation. According to the editions of the federal law "On Production and Consumption Waste" and the order of the Ministry of Natural Resources "On approval of the Federal Classification Catalog of Waste", ash and slag mixtures from coal combustion belong to hazard classes IV and V. In this case, the manufacturer and the consumer need to develop and agree on a package of environmental documents, including obtaining a license to transport and work with such material.
