Moscow hosted the annual VIII International Forum "Intelligent Transportation Systems in Russia. Digital Era of Transportation".
The event brought together representatives of federal authorities, constituent entities of the Russian Federation, technology solution providers, expert and analytical community in the field of digital technologies in transportation.
ROSDORNII experts spoke in the business program of the Forum.
At the plenary session "Digital Ecosystem of Transportation Complex in the Russian Federation", Anton Zhuravlev, Deputy Director General, spoke about the key areas of the Institution's activities in the field of digital transformation of the road sector.
"The introduction of intelligent transportation systems has been underway for many years. Nowadays it is necessary to address their functioning in a practical way, to make sure that the Systems work and provide the greatest positive effect. Today our objective is to develop a number of methodological recommendations that would confirm the efficiency of ITS functioning in real time," the expert noted.
Anton Zhuravlev said that the Institute aims to complete the development of about 15 standards on ITS in 2023, the work on which has been carried out over the past two years.
As part of the open dialog, ROSDORNII specialists answered questions from representatives of the constituent entities of the Russian Federation. The questions mainly concerned the implementation of ITS in the regions and the problems faced by contractors. For example, at what distance to an intersection tactical detector should be installed, how to separate the municipal and regional level on segmentation and identification of critical infrastructure objects, who finances the maintenance of regional ITS systems.
On the second day of the Forum, Roman Samusev, Director of the Creation and Operation of Information Systems Department of ROSDORNII, told about the plans for the development of FGIS SKDF: "This year we will complete the development of the road works planning module in the System, allowing to digitize the full life cycle of highways. The module will be able to process information online based on the data entered by road owners and suggest areas where road works should be carried out to achieve the target normative condition. In addition, the module will allow to form, coordinate and approve the work plan for the next 3-5 years".
The expert reminded that from September 1, 2023 FGIS SKDF performs the functions of the Unified State Register of Highways. At the same time, the public service itself, previously provided on a commercial basis, has been abolished and users of the System can receive an extract within the current functionality of the platform.
Alexander Konorev, Head of the Advanced Research and Testing Methods Department, spoke at the session "Automatic Weight and Dimension Control Stations for Vehicles (APVGK) in Russia - Ways of Development, Problems, Prospects". The session was moderated by Anton Zhuravlev, Deputy General Director.
Alexander Konorev spoke about ensuring the functioning of automatic weight and dimension control stations for vehicles.
"Currently, in terms of automatic weight and dimension control stations for vehicles it is planned to change the result of the passport of the Federal Project "System-Wide Measures for Road Industry Development " from "placement" to "placement and ensuring functioning". The criterion of functioning will be the sending of at least one Act of measurement to the software of the control and supervisory authority with the date and time of violation for the specified day", - said Alexander Konorev. He also added that the calculation of indicators is made on the basis of the values of functioning of the APVGK for a year with interruptions of no more than 90 days.
At the Forum ROSDORNII presented a prospective program of standardization in the field of intelligent transport systems for the period up to 2027, which will allow to form a national system of regulatory and technical documentation for ITS.
"Many parameters that we would like to standardize are not sufficiently supported by field tests. The Institute's experiments on Russia's first ITS pilot zone on the territory of the Alabuga Special Economic Zone will help to show what parameters are important, necessary and should be included in the standards," said Nikolay Toropov, Head of the Intelligent Transportation Systems Department.
"Now we face the problem of regulating the process of conducting the national standard from public discussion of the project to approval. The timing of this stage depends on the activity of specialized, related technical committees on standardization and the expert community at the time of discussion of the first edition. If we do not pay due attention to the discussion, then at the next stages we have to return to the original issues, which significantly increases the time of approval of the document," added Elena Fedoseenkova, Head of the Methodology for the Development of Intelligent Transportation Systems Department.
