As part of the implementation of the national project "Safe and High–quality Highways", a Register of new and best technologies, materials and technological solutions for reuse has been created (hereinafter referred to as the Register).
The register is an information resource with a web interface that includes a complete list of information necessary for inclusion in the design and estimate documentation of a specific design (technology, material), located in open access on the Internet at https://rnnt.ru .
One of the goals of creating the Register is to ensure an increase in the use of new and best technologies, materials and technological solutions for reuse in the implementation of road activities by interested organizations.
The national project "Safe and high-quality highways" has defined a target indicator "The share of contracts for the implementation of road activities with the use of new and best technologies and materials included in the Register", which by 2024 should amount to 80% of the total number contracts.
The register is a tool for the implementation of this item of the national project, and will allow organizations at the regional and municipal level to apply the best technologies, materials and technological solutions already used on federal highways on their roads.
The main users of the Registry:
- Manufacturers and suppliers of materials and equipment;
- Regional road departments and their subordinate organizations;
- Ministry of Transport of the Russian Federation;
- Contracting road construction organizations;
- Expert community;
- Design organizations.
Ensuring the formation and maintenance of the Register is carried out by the FAA "ROSDORNII". This is one of the main components of the complex of measures provided for by the Federal Project "System-wide measures for the development of road facilities" NP "BCAD", and the use of technologies, materials and technological solutions included in the Register is one of the mandatory conditions when implementing road activity programs for all participants of the national project "Safe and high-quality highways".

The basic principles of the Register formation are:
- Openness and accessibility of information,
- Complex information processing,
- Monitoring and evaluation of the effect of the use of technologies, materials and technological solutions included in the Register.
Currently, a set of measures is being carried out to update the Register, including in terms of analyzing and supplementing the included information on technologies and materials, as well as a number of other priority works identified following the results of its operation.
By introducing the best solutions from the Register in the constituent entities of the Russian Federation as part of the implementation of the activities of the national project "Safe and high-quality highways" it is planned to achieve a socio-economic effect, which is associated with increasing the strength of road coverings, the use of new energy and resource-saving technologies, the use of materials reuse technologies, as well as improving road safety, including the use of digital technologies.
The Register of new and best technologies, materials and technological solutions for reuse as a whole is an integral part of innovative development and digital transformation in the field of road management, therefore, in the future the possibilities of the Register will be expanded. The register, already in the status of one of the digital platforms, will be integrated into the processes of innovation activity.
