FAA "ROSDORNII" implements projects of international integration with European road builders

On March 19, 2021, a scientific and practical webinar was held, organized by the FAA "ROSDORNII", which was dedicated to the application of international best practices and modern technologies in the road sector. The event was attended by leading experts of the Institute and their colleagues from the Research Institute of Roads and Bridges of Poland (IBDiM). The webinar was timed to coincide with the signing of an agreement between the two institutions on cooperation and exchange of experience in the field of road construction. Experts from both sides spoke about their developments and exchanged practical experience.

The Deputy Director General of the FAA "ROSDORNII", academician of the International Academy of Transport addressed the participants of the online event with a greetingUlugbek Kassymov and CEO of IBDiMLeszek Rafalski. They stressed the importance of international cooperation and spoke about their intention to put on a regular basis the exchange of experience between the institutions of the two countries, including the issues of testing, implementation and state regulation of the development of innovative technologies in the road industry, as well as the publication of scientific articles by FAA employees "ROSDORNII" in the publications of IBDiM and other European research institutes.

A report on the structure, tasks and progress of the implementation of the national project "Safe and High-quality Highways" in Russia (NP "BCAD") was delivered to the participants of the webinar by the Deputy head of the Department for Improving the efficiency of road Activities of the FAA "ROSDORNII"Alexander Perfilov. The expert spoke about the tasks and targets of the federal projects that are part of the NP "BCAD", as well as about the results achieved by Russian road workers two years after its launch.

To implement such large-scale transformations, continuous professional development of industry specialists is necessary. As noted in her speech by the Deputy head of the Department for the development of human resources of the road sector of the FAA "ROSDORNII"Irina Novozhilova, today about 264 thousand people are employed in the Russian road industry, each of whom must undergo professional retraining at least once every five years. Thus, it is necessary to train about 30 thousand specialists annually. For this purpose, with direct participation The Institute has created a system of continuous professional development, which has already been appreciated by thousands of trained road workers from all regions of the country.

Among the most important applied issues raised at the seminar was the issue of the organization of weight and dimensional control of vehicles. So, according to Polish experts, which the IBDiM expert cited in his reportMichal Karkowski, overloading large-tonnage transport by only 13% leads to a reduction in the service life of the pavement by half, and exceeding the loading rate by 26% reduces the resource of the roadway by four times. The specialist spoke about modern technical solutions being implemented on Polish roads to automate weight and size control in order to make it ubiquitous and mandatory, as well as completely eliminate the human factor from this process.

From the Russian side, a report on this topic was prepared by the head of the department for calculating the structures of road clothes for the movement of heavy vehicles of the FAA "ROSDORNII"Alexander Konorev. According to the expert, by 2030, Russian highways of federal and regional significance will have 598 automated weight and size control points (APVGC) have been placed, which will reduce the number of violations of the loading rate of vehicles from 35% of the total number of driveways (2017 indicator) to 8%. To date, 192 APVGCS have already been put into operation. The new points allow you to control the weight of vehicles on the move, with the help of power-receiving modules integrated into the roadbed with piezoelectric or load cells. In case of overload, the camera automatically records the number of the vehicle, in respect of the owner of which penalties are applied. In addition to performing their direct functions, APVGCS allow analyzing the traffic flow by collecting a variety of statistical data.

Among other issues discussed were: the use of industrial waste in the construction of roads and bridges, the introduction of modern diagnostic systems for road infrastructure, the use of various measuring systems, etc.

- Deputy Director of the Institute for Expert and Analytical ActivitiesOlga Karaseva, who spoke about the specifics of pricing and estimated rationing in road construction and about investment control tools at different stages of the life cycle of construction projects;
- Head of the Acceleration Department of the FAA "ROSDORNIA"Yulia Oganova with a report on the results of the activities of the Accelerator of the road industry created on the basis of the Institute and on the first innovative projects that became winners of the program in 2020;
- Deputy Director General of the FAA "ROSDORNII"Kamenskikh, Alexander Nikolaevich.

In addition to the specialists of the FAA "ROSDORNIA" and IBDiM, representatives of the Ministry of Transport of Russia, the Federal Road Agency and Avtodor Group of Companies took part in the webinar.
