On November 29, the forum "Business Infrastructure Initiatives" was held in Moscow, organized with the support of the Russian Union of Industrialists and Entrepreneurs (RSPP).

The impressive list of speakers and participants of the forum initially assumed a dialogue between market regulators and its leading participants. Obviously, the format of such events is aimed at creating a space for networking, the opportunity to talk about their successful projects and achievements.

But this time the result exceeded the wildest expectations.

The Forum began not with a general plenary session (it was left for the final), but with the work of three specialized sections: "Investments in urban transport projects", "Ensuring the implementation of transport infrastructure projects" and "Development of railway and port infrastructure".

The discussions within each section were not just intense, but in some cases turned into sharp debates. It turned out that the questions and complaints accumulated by builders and designers are understandable and close to transport workers, investors, representatives of state corporations and small businesses. Problems of resource provision and pricing, the need for a regulatory guillotine mechanism as an opportunity to reduce the pressure of the bureaucratic machine, the real difficulties faced by local participants in the implementation of national projects are just some of the topics raised during the forum.

The questions addressed to the state authorities were answered on this day: Innokenty Alafinov, First Deputy Minister of Transport of the Russian Federation, Andrey Ivanov, Deputy Minister of Finance of the Russian Federation, Mikhail Rasstrigin, Deputy Minister of Economic Development of the Russian Federation.

Representatives of state-owned companies and federal institutions (GC "Rosavtodor", JSC "Stroytransgaz", JSC "Stroyproekt Institute", SUE "Mosgortrans", JSC "Russian Railways Logistics" and many others) together with experts from the banking and investment sector (Gazprombank, VEB.RF, RDIF, "VTB. Infrastructure Holding", "Asia-Pacific Bank", etc.) discussed the economic realities and prospects for investment in transport projects.

Representatives of the FAA "ROSDORNIA" took part in two working sessions.

Stanislav Mamulat, Advisor to the General Director of the FAA "ROSDORNII" noted that within the framework of the working group "Ensuring the implementation of transport infrastructure projects" the most discussed topic was the tasks and role of concession and PPP projects in the implementation of national projects and the approach of government agencies to stimulating private initiative in this matter. Representatives of the real sector and financial institutions actively joined the discussion, telling about the most common problems that hinder business participation in PPP projects: shortcomings of the pricing system, distribution of responsibilities and powers of participants in the process, inconsistency of the regulatory and legislative framework with the realities of the market.

Vladimir Pashchenko, Head of the Transport Planning Department, participated in the work of the section "Investments in urban Transport projects": "During the discussion, the participants of the section agreed that in the coming years the number of PPP projects in the field of public transport will increase significantly. However, to do this, it is necessary to accelerate the improvement of the regulatory framework, which today creates a number of difficulties on the way to expanding the practice of PPP. Particular attention was paid to the recently published VEB initiative. The Russian Federation and the Ministry of Finance of the Russian Federation on the launch of the project reforming public transport with the involvement of the National Welfare Fund".

At the end of the day, at the plenary session (Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs, joined the speakers), a number of decisions were made aimed at including the RSPP in pricing and creating a single digital platform that facilitates the coordination of efforts of participants in the process of "digitalization" of the industry.
