On November 19-21, the XIII International Exhibition and Forum "Transport of Russia" took place in Moscow as part of the "Transport Week 2019".
The FAA "ROSDORNII" at the exhibition presented information visual systems that the Institute is currently developing for the implementation of the national project "Safe and High-quality Highways". These are digital databases, and, for example, the SKDF (Road Fund Control System) will be available not only to specialists, but also to users not related to the design and construction of roads.
The Road Funds Control System (SKDF) is a publicly available information system. It provides the maintenance of a digital database of road facilities, road work plans, information about their actual implementation; the formation of analytical and statistical reporting; providing information to all categories of consumers in various formats; receiving feedback from users of infrastructure facilities. At the exhibition, it was possible to see a presentation, choose a "role" and get acquainted with some of the options available to the selected category of users. For example, in the "road owner" category, a mechanism for obtaining appeals from a citizen (a complaint about a bad road), the process of choosing a site for repair, approving the selected site, bidding and receiving a report.
By the beginning of next year, the Register of New and best Technologies, Materials and Technological Solutions for Reuse (RNNT) should be launched - this is a database with a web interface that includes a complete list of information necessary for inclusion in the design and estimate documentation of a specific design (technology, material). At the exhibition, it was possible to get acquainted with the algorithm for including technology in the Registry, as well as with the mechanism for using the Registry to apply innovation.
Does the subject of the Russian Federation have resources, including for the use of new technologies, and how regions, republics and territories cope with achieving the targets of the national project, an interactive map of the resource provision of the regions will show. It presents data on each region participating in the NP "BCAD", among them: the total length of roads, the number of road equipment, the amount of available resources (bitumen, sand, crushed stone) and the forecast of demand in the years of execution of the national project. The map will allow you to determine the optimal transport and logistics routes, optimize costs when purchasing construction materials.
ROSDORNII also showed developments in the field of road diagnostics. Visitors will be able to see layouts of installations, of which there are only a few in the world. In Russia, the first of them – a universal laboratory – should appear next year. This trailer–based laboratory will be able to collect a large amount of data without stopping, at a flow rate - from strength indicators to evenness and adhesion indicators. Exandor will allow you to get up-to-date three-dimensional information about the road.
The installation of the load emulator "Cyclos" will be approximately manufactured in 2021. It will be used for accelerated evaluation of new structural layers of pavement and materials. It will be equipped with a conveyor structure with load wheels.
Industry conferences
Within the framework of the XIII International Forum "Transport of Russia" ROSDORNII organized two industry conferences. On November 19, at the conference "National Project as a driver for improving the efficiency of the transport system of the regions", topical issues of transport planning and implementation were considered intelligent transport systems. The participants were: Andrey Mukhortov, Director of Information Technologies at the Federal State Enterprise "ROSDORNIA", Vladimir Pashchenko, Head of the Transport Planning Department, Sergey Mokrousov, Deputy Head of the Transport Planning Department, Vasily Kurguzov, Head of the Intelligent Transport Systems Department, and Dmitry Kazmin, Head of the Methodological Support Department of Transport Planning. The moderator of the conference was Ekaterina Bryazgina, Director for the Development of Intelligent Transport Systems. She noted that with the launch of the national project "Safe and high-quality Highways", the approach to the formation of regional projects becomes more conscious and detailed. The measures must be justified. And transport planning documents become the basis for such justification. Vladimir Pashchenko said that changes are planned to the Urban Planning Code of the Russian Federation, the amendments will introduce the concept of the PKRTI of the region and for the first time there will be an obligation to coordinate documentation with other subjects of the Federation. Also Head of the Transport Planning Department He reminded about the control points in which the regions should submit reports to the Ministry of Transport on the achievement of certain indicators. Not all regions have passed the first such point. Sergey Mokrousov spoke about the problems faced by the subjects of the Russian Federation in matters of transport planning. In particular, this is the lack of communication between regional authorities. It is proposed to create unified regional transport planning centers. As for intelligent transport systems, Vasily Kurguzov outlined the prospect of their implementation in the coming years. If in 2019 this is the development of conceptual and methodological documents, then next year it is already planned to create a test site for elements of intelligent road infrastructure, and in 2021 – testing on pilot road sections.
On November 21, the industry conference "Industry-wide Competence Center: first results" was held. Representatives of the FAA "ROSDORNIA", on the basis of which the BCC was created, told how the work on reforming the industry is being supported in order to achieve the main indicators of the national project "Safe and High-quality Highways", which the regions in the competence center can and have already received support. The discussion was moderated by Alexey Kovrov, Director for Organizational Activities of the BCC, reports were presented by Vitaly Mironyuk, Deputy Director for Science, Olga Vorobyeva, Deputy Director for Science, Vitaly Borsch, Head of the Department for Human Resources Development of Road Facilities, Vasily Bokan, Deputy Head of the Department for Expert and Analytical Activities, Anton Zykov, Head of the Department for Monitoring Resource Provision of Regions. Representatives of ROSDORNIA told about the results of the work, in particular, on the creation of a Register of new and best technologies, materials and technological solutions for reuse (it should be operational by the beginning of next year); an interactive map of resource provision for regions; on the development of regulatory legal acts and support for regions in terms of the performance of the indicator on the conclusion of contracts on the principles of contracts of life cycle (the indicator of 9.95% has already been reached). Also, an introductory course "National Project of the BCAD" was launched under the advanced training program.
