Every year, the Federal Road Agency holds a Council of Chief Engineers of Road Management Bodies. This year, the first Council of Chief Engineers was held in Kovrov (Vladimir region) from July 09 to July 13, 2018.
Deputy General Director Bukhtoyarov A.V. took part in it on behalf of the ROSDORNIA FAA. The topic of the Council meeting was "The life cycle of investment projects – from conception to commissioning". Within the framework of the event, reports of chief engineers of federal state institutions subordinate to Rosavtodor were presented on issues of unified technical solutions, the procedure for implementing projects for the construction and reconstruction of highways, regulatory aspects, development and approval of project documentation, problems and solutions at the construction stage and linking the work of different design organizations at the facilities.
Reports were also heard on topical issues of improving the regulatory framework in the road industry, problems encountered by the customer and design organizations during the development of project and working documentation, justifications for the cost of PIR and SMR and obtaining conclusions in Glavgosexpertize Of Russia.
A report was presented on the creation of a comprehensive road test site of Rosavtodor on the territory of the Kaluga region.
During the event, the meeting participants discussed the possibility of implementing the life cycle chain of an investment project: from conception to commissioning. The steps for interaction with Glavgosexpertiza and Rostechnadzor in the implementation of the life cycle of an investment project are proposed.
