The third webinar of the FAA "ROSDORNIA" on the implementation of the national project "Safe and high-quality Highways" continued with reports on transport planning documents and on the reform of public transport. Representatives of regional project teams took part. For the most targeted communication of information, the listeners were divided into 4 groups, including depending on the stage at which the development of transport planning documents is. For each of the groups, the speakers spoke separately. In total, the number of participants was about 150 people.
The report on the reform of public transport in urban agglomerations, as well as on the preparation for the new federal project "Transport of urban agglomerations" was presented by Vladimir Pashchenko, Head of the Department of Transport planning of the FAA "ROSDORNIA". At the beginning of the report, he announced the results of the competition for updating the rolling stock of ground passenger transport, which was held by the Ministry of Transport of the Russian Federation. Recall that the event is being implemented within the framework of the national project "Safe and high-quality highways". It is planned that by the end of 2024, 20 urban agglomerations will receive subsidies for the purchase of public transport on preferential leasing terms. In 2020, the federal budget provides 4 billion rubles for this event. Another 2.6 billion is sent by the leasing company. The procedure for determining the winners in the competition was developed with the active participation of the FAA "ROSDORNIA". As a result, 12 agglomerations were selected: Belgorod, Yekaterinburg, Voronezh, Omsk, Kazan, Nizhny Novgorod, Cherepovets, Ivanovo, Kemerovo, Lipetsk, Samara-Togliatti, Perm.
In total , in 2020 , the fleets of these agglomerations should be replenished with 511 buses and trolleybuses that will run on 28 routes, and the main ones – this is one of the conditions for granting subsidies.
The possibility of expanding the task of updating the rolling stock to the level of a federal project within the framework of the BCAD national project is being discussed now. The Speaker drew attention to the fact that no matter what decision was made on this issue, it is already possible to identify the basic principles of choosing recipients of federal support.
"The renewal of rolling stock itself is not an end in itself. Most of our cities need not just the purchase of new buses and trolleybuses, but reform. We are talking about building qualitatively new models of public transport management. And the few points that I will list, they should be in every reform program of every city that wants to develop with the help of federal support," said Vladimir Pashchenko, head of the Transport Planning Department.
The speaker noted that agglomerations should give political and budgetary priority to public transport development projects. It is necessary to change the approach in which public transport is financed by the residual principle. The FAA "ROSDORNIA" is convinced that in this way it is impossible to create public transport, which would be no less comfortable to use than personal.
Also among the aspects voiced by the speaker: an agglomeration approach to the transport system (when the borders of municipalities do not become an obstacle to building an efficient transport system), a 100% regulated tariff and the transition to cashless payment, the introduction of gross contracts, the adoption and implementation of the social standard of public transport services, the development of electric transport, support for public transport infrastructure, and of course, the availability of an optimal, scientifically based route network and transport planning documents.
Most of the seminar was devoted to transport planning documents. An introductory report was presented to the regions that have not yet started tenders for their development.
At the level of the subjects of the Russian Federation, the PCRTI and CSOT are being developed.
PKRTI (Integrated Transport Infrastructure Development Program) is a document that includes all measures for the development of transport infrastructure as a whole (thus, when developing a PCRTI by a subject of the Russian Federation, the activities and agglomerations in its composition should be taken into account. This was said in response to one of the questions from the audience);
CSOT (Integrated Public Transport Service Scheme) is being developed to ensure the coordinated development of all types of public passenger transport, and to improve the quality of public transport services, i.e. all measures for the development of all types of transport are included.
Urban agglomerations develop, in addition to the above–mentioned documents, CSODD - integrated traffic management schemes.
"The main goals and objectives of transport planning and the development of transport planning documents, respectively, are to create a full–fledged unified transport system of the region or agglomeration, which will work in a single complex, connecting all types of transport with each other," said Sergey Mokrousov, Deputy Head of the Transport Planning Department.
Competent transport planning should also lead to an increase in the efficiency of capital investments in transport infrastructure, reducing the loss of time due to congestion, improving road safety, reducing transport discrimination of the territory – improving transport accessibility for the population. Transport planning helps to determine measures for the development of transport infrastructure, transport planning documents should be the justification for investments in transport infrastructure facilities.
The speaker presented the regulatory framework on which transport planning documents are based, plans to improve regulatory support – this is one of the tasks performed by the FAA "ROSDORNII".
Sergey Mokrousov also spoke about the stages of documentation development, among them – the construction of a mathematical model of the transport system, which allows you to predict the development of the system, identify possible problem areas and plan measures to eliminate them.
Details about the stages of preparation and approval of transport planning documents – for those who have already started competitive procedures (or just completed them) to choose a contractor – the deputy head of the department of methodological support of transport planning Ivan Kozelsky told.
So, the speaker drew attention to the fact that it is not necessary to set a tight development time, this can lead to errors. It is also necessary to constantly interact with the contractor, provide him with a complete list of current source data. And when conducting transport and sociological surveys, it is necessary to maintain a balance: the sample should be sufficient and representative, but not too large when the volume begins to affect the profitability of the entire project (as a result of savings at other stages).
The speaker spoke about what needs to be paid attention to when building a transport model, making a forecast of socio-economic development, developing measures and assessing their cost.
"Well, and most importantly, the documents must be implemented. In my practice, there are several examples of how documents were put on the table, and the transport policy of cities continued to be implemented in the wrong direction. And at the same time, there are several examples of how documents transport planning was taken into account and conditions for the city's population began to improve. The implementation of the documents is an indispensable step towards the sustainable development of transport systems, as well as the solution of urgent problems in this area," Ivan Kozelsky said.
The speakers also discussed the legality of postponing and extending deadlines in connection with the coronavirus pandemic and expressed their readiness to give consultations on all emerging issues.
