Work continues to reduce excessive requirements in construction
TC 465, 03/21/2022
Since March, an exhaustive and universal list of 989 documents, information, materials and approvals for the implementation of construction projects has come into force. In addition, the subjects of the Russian Federation can no longer establish additional procedures that are not contained in it. The FAS will monitor the implementation of this requirement .
"Work on reducing bureaucratic costs in construction has been going on for a long time. But it is in recent years that approaches to dealing with redundant and outdated requirements have begun to change. Previously, we eliminated "surpluses" gradually, "bit by bit", but now they are being cut off more radically. At the same time, such "guillotining", the need for which has been overdue for a long time, does not harm security at all.
The main result of the entry into force of the new list will be that it will be easier to build in Russia – inefficient financial costs will be reduced and the terms of implementation of construction projects will be reduced. This is especially important to support the country's construction complex in the current economic situation. I would like to note that this measure is just another stage in the implementation of the instructions of the President of the Russian Federation to improve the regulation of our industry, which will be actively continued, " said Sergey Muzychenko, Deputy Minister of Construction and Housing of the Russian Federation.
As part of additional measures to support the construction industry in the current economic situation, prepared reduction of another 350 conciliation procedures.
Work to eliminate excessive regulation in construction is carried out on behalf of President and Government of the Russian Federation Federation. By 2024, the total number of requirements should be reduced by at least 2 times, which will ultimately reduce the construction and investment cycle by 30%.

Igor Kostyuchenko: the contracting of the objects of the national project of 2022 should be completed by April 1
ROSAVTODOR, 22.03.2022
In March, Rosavtodor held a number of meetings on the implementation of road activity programs of subjects using federal support funds. In particular, it was about preparing for the start of road works under the national project "Safe high-quality roads".
The events, held in videoconference mode under the chairmanship of Deputy Head of the Federal Road Agency Igor Kostyuchenko, were attended by heads of regional project offices, representatives of federal state institutions subordinate to Rosavtodor, as well as LLC Siberian Integration Systems is the developer of the Etalon operational management system.
Contracting of the current year's facilities is one of the key topics on the eve of the new road construction season. Igor Kostyuchenko focused the attention of the heads of road departments on the need to intensify work in this direction.
"All contracting activities should be completed before April 1, otherwise there is a possibility that budget allocations may be sequestered. I also remind you that by December 1, 2022, the cash execution under federal support must be 100% completed," said the deputy head of Rosavtodor.
To date, the share of concluded state contracts for the performance of works under the federal project "Regional and Local Road Network" is more than 80% of the total planned volume. Contracts have been signed for the construction, reconstruction, and repair, including capital, of more than 3,7 thousand objects. In total , about 4.7 thousand sections of the road network are planned to be brought to the standard, the area of laying the upper layers of the coating will be more than 88 million square meters. m.
The topic was also touched upon during the discussion elimination of violations and comments that were identified based on the results of inspections of the targeted use of budget funds and the achievement of set results established by agreements between the Federal Road Agency and the subjects of the country.
Igor Kostyuchenko reminded the meeting participants that 2022 has been declared the year of quality, and therefore special attention should be paid to quality control of the work performed, as well as the road construction materials, structures and products used. During the implementation of the national project "Safe high-quality roads", it is recommended to use a multi-stage system for monitoring road works: starting with the conclusion of a contract, analysis of project documentation, checking the readiness of asphalt concrete plants for the beginning of the season and operational control of road works, ending with commission acceptance of a ready-made object, in which not only professional road workers, but also media representatives can take part and the public, including people with limited mobility.
In addition , the meeting participants discussed issues of improving performance discipline. Igor Kostyuchenko reminded the regions that the Etalon system, an element of project management that has become a single digital space for interaction of all links at the federal, regional and municipal levels, is important for building a clear system work .
"I draw the attention of managers to pay maximum attention to the work in this system and check the correctness of the information entered into the "Standard" ," said the deputy head of Rosavtodor.
Recall that the early holding of auctions for the selection of contractors made it possible for many regions to start road works ahead of schedule in 2021 – at the beginning of March. In addition to the main facilities, additional ones were implemented, as a result, thanks to the national project "Safe Quality Roads" , 16.5 thousand km of the road network were repaired in Russia last year .

More than a thousand asphalt concrete plants of the country are involved in the implementation of the national road project
ROSAVTODOR, 23.03.2022
The resource security of road works and the quality of materials used is one of the key points of the implementation of the national project "Safe High–quality Roads". Therefore, the inspection of asphalt concrete plants is the most important stage of preparation for the construction season. Specialists evaluate the equipment of laboratories of contracting organizations, check both the general readiness of enterprises for the production of mixtures, as well as regulatory documentation and staffing.
"In three years, thanks to the national project, more than 48 thousand km of roads. The total area of paving was more than 400 million square meters. m. This figure is commensurate with the area 56 thousand football fields, – said the deputy head of the Federal Road Agency Igor Kostyuchenko. – To date , about a thousand asphalt concrete plants are operating in the regions, producing materials for the objects of the national project "Safe High-quality Roads". Of these, about 200 were built or upgraded specifically for the implementation of its tasks."
The transition to new asphalt concrete mixes allows you to obtain high-quality material that meets modern transport loads and requirements for the roadway. It is important to note that materials of domestic production are used in their manufacture. Asphalt concrete mixtures may consist of a set of mineral materials (crushed stone, gravel or sand), a binder (bitumen or its modifications), as well as special additives (mineral powder, etc.). At the same time, the set of components and their characteristics may vary depending on the type of asphalt mixture being manufactured.
So, new GOST standards have been developed for asphalt concrete. They worked on them last year. Including in the Belgorod region.
"Enterprises use innovative materials: adhesive additives, Unirem composite material, Nanobit stabilizing additive. Now there are 35 operating asphalt concrete plants in 14 organizations in the region. All of them are ready to produce mixtures according to new standards, " said the deputy head of the Laboratory Control Department of the Department of Road Management and Transport Belgorod region Svetlana Navolokina.
Another important condition for smooth operation in the new season is the preparation of inert materials: crushed stone, sand, organic binders. Their volumes are also checked by inspectors of the regional Uprdora.
In the Samara region in 2022 , about 250 thousand tons of asphalt concrete pavement are planned to be laid at the facilities of the national project. The supply of material corresponding to the new GOST will be provided by 12 installations located in the region. Now all enterprises are preparing for operation: repair activities are underway, it is planned to procure materials necessary for the manufacture of the mixture.
The production of asphalt concrete will begin at the onset of favorable weather conditions, simultaneously with the start of the road season. According to the contracts, work on the objects of the national project in the Samara region is scheduled to begin on April 1, however , contractors are already checking equipment, equipment of asphalt concrete plants, accredited laboratories.
It should be noted that this year in the region, at all objects of the national project, the road surface will be laid using crushed-mastic asphalt concrete SCHMA 16, SCHMA 20, asphalt concrete of grades A 16 VN and A 16 W. By the end of 2021 , the share of facilities where modern materials were used in the Samara region was 56%, with a planned indicator of 10%.
Public inspectors are also involved in inspections of equipment for the manufacture of materials and mixtures . So, in the Chechen Republic, members of the regional project group and the All-Russian Popular Front visited the factories of two enterprises providing asphalt concrete mix to the objects of the national project. There are two installations operating at one of the production facilities, which are characterized by high productivity and quality of products: they produce 160 tons of asphalt concrete per hour.
One installation is running at another enterprise . Here , a continuous technological cycle is provided, consisting of feeding the source material, heating it, drying, sieving and mixing. The production capacity is 140 tons per hour.
According to representatives of the enterprises, specialists are developing recipes for asphalt concrete mixtures to work at the facilities of the national project. The delivery of the necessary inert materials is also continuing, so that the plants can start working in March . They will produce asphalt concrete in accordance with the new GOST R 58406.2-2020.
According to the Deputy Minister of Highways of the Chechen Republic Ruslan Khusenova, there are about 10 plants of different capacities on the territory of the subject, and they fully meet the republic's need for asphalt concrete mix. A considerable amount of work is to be done in the region this year . Only for the objects of the national project with a total length of 70.9 km , about 200 thousand tons of asphalt concrete will be required.
Recall that in total, thanks to the implementation of the national project "Safe high-quality roads" in 84 regions of the country , more than 4.7 thousand objects will lead to the standard. It is planned to lay about 96 million square meters of the upper layers of the pavement.

The neural network will search for pits on the capital's roads
Rossiyskaya Gazeta, 03/24/2022
In the spring , pits and potholes can often be found on Moscow roads. If earlier the situation was monitored by road laboratories, inspectors, and Muscovites themselves who wrote complaints about the portal "Our City", now an artificial neural network has been connected to the search for irregularities. This was told to "RG" in the press service of the State Institution "New Management Technologies".
The seasonality of the appearance of irregularities is not accidental. This is due to frequent night transitions through 0 degrees: if there was a small crack in the asphalt, water gets into it during the day due to snow melting, and at night the water freezes, destroying the asphalt pavement. This often causes accidents and increases the risk of injury to pedestrians on sidewalks and courtyards. Finding such irregularities helps the neural network used in the metropolitan monitoring system of TSAFAP (Center for Automated fixation of Administrative Offenses). The capital's video cameras track thousands of urban areas, the neural network reveals all the irregularities of the coverage in the pictures. The data is viewed by operators TSAFAP.
"The error in detecting violations using artificial intelligence is no more than 2%. A large number of identified pits occur in the spring and autumn periods. It is during these seasons that the digital controller helps to quickly identify shortcomings and avoid emergencies on the roads," Alexander Pishchelko, head of the State Institution "New Management Technologies", responsible for the development of the project, told RG TSAFAP.
So, since the beginning of the year, artificial intelligence has helped to identify more than 20 percent of cases of pavement damage or 277 pits out of 1.3 thousand. Information about the detected violations is promptly transmitted to the responsible organization for patching. Specialists go to the site, cut out a "map" – a regular polygon in the asphalt surface – clean and dry the surface, and then seal it with a special mixture. The operating organization has one day to repair the ABP of Moscow roads and streets , and three days on the yard territory. At the onset of the control period, the operator of the Center with the help of a camera performs a recheck, if the violation is not eliminated or the repair is carried out with a violation of technology – such a violation is sent to the OIV of the next level.
Recall that last winter, artificial intelligence also monitored the condition of the capital's roofs.

In the Republic of Ingushetia, road builders have not only started work on the national project, but have already completed two objects this year: the third stage of the overhaul of the entrance section to the Sleptsovskaya railway station from the Caucasus highway in the city of Sunzha and the first stage of the overhaul of the Caucasus highway–Karabulak–Sr. Achaluki–Gayrbek-yurt.
"This is the second object implemented as part of the national project this year. We had no doubt that we would fulfill the promise made to the residents. Motorists can be confident in the quality of the updated road. The reliability and durability of roads are monitored by the authorities, public figures, and the residents of our region themselves. As a result of the overhaul, the smoothness of the road surface has been ensured and road safety has been improved," the Minister of Highways of Ingushetia stressed Batyr Hamatkhanov.
During the implementation of the national project, much attention is paid not only to the timely implementation, but also to the quality of work. This topic is especially relevant, since 2022 has been declared the year of quality. First of all, the durability of the road surface depends on the material used. So, to date , about a thousand asphalt concrete plants are operating in the subjects of the country, producing asphalt concrete mixtures for the objects of the national project "Safe High-quality Roads". Of these , the order of 200 were built or upgraded specifically for the implementation of its tasks. In the manufacture of asphalt concrete mixtures, materials of domestic production are used.
