In The Southern Federal District discussed the development of road infrastructure
ROSAVTODOR, 18.04.2022
Today , as part of a visit to the Southern Federal District, the head of the Federal Road Agency Roman Novikov held working meetings with the head of the city Sochi by Alexey Kopaygorodsky and the head of the Republic of Adygea Murat Kumpilov, and also introduced the new head to the staff of the FKU Upddor "Chernomorye" Institutions.
At a working meeting with the head of the city of Sochi , the parties discussed cooperation during emergencies, and also paid special attention to road safety issues. Novel Novikov noted the peculiarities of the operation of the Sochi street and road network. The main load on the roads falls on the summer months, when many come to the resort town.
"Over the past year in Sochi and in the Krasnodar Territory as a whole , the number of accidents has significantly decreased, now the region is in the so-called green zone for accidents. Of course, this is also influenced by the implementation of the national project "Safe high-quality roads". We will continue to work on reducing the accident rate so that the death rates on the roads are kept to a minimum," the head of the Federal Road Agency stressed.
"Thank you Rosavtodor for the attention to our city, for the large-scale projects that have been implemented here and that are only planned to be implemented. We are working in constant cooperation to ensure comfort for motorists and passengers on the resort's roads," Alexey Kopaygorodsky said.
The next point of the working trip was a meeting with the staff of the FKU Uprdor "Chernomorye", at which Roman Novikov introduced the new chief ‒ Viktor Vovka. In addition, the head of Rosavtodor thanked everyone for their work and the results achieved, and also presented departmental awards to distinguished employees.
Then the head of Rosavtodor held a meeting with the head of the Republic of Adygea Murat Kumpilov in Maykop. The main theme of the event was the development of the transport infrastructure of the subject.
Last year, federal road builders overhauled a 15-kilometer section of the A-146 Krasnodar road – Verkhnebakansky. To ensure the safety of drivers , stationary artificial lighting was installed throughout the segment , barrier fencing, road signs and markings were updated, a traffic light object and noise barriers were installed.
On the access road from Maykop to the Caucasian State Biosphere Reserve , workers have updated about 12 km of the top layer of pavement.
Construction of a transport interchange on the 19th km of the road will begin this year A-146 Krasnodar – Verkhnebakansky. Until 2024, three sections of the A-160 Maikop – Brzhedughabl – Adygeysk – Ust-Labinsk – Korenovsk road with a total length of 38 km will be overhauled.
Separately , we discussed the implementation of the national project "Safe high-quality roads" in the region. "We pay serious attention to solving infrastructure issues. Last year, the indicators of the national project were exceeded. The advancing pace makes it possible to fulfill the planned indicators, increase the volume of work on the development of the transport infrastructure of the republic," Murat Kumpilov said.
Novel Novikov noted the high performance of the implementation of the national project last year. "The project office under the leadership of the head of Adygea has carried out a lot of work within the framework of the national project "Safe high-quality roads". We need to continue working in this direction. Today , the main task is to carry out contracting in a timely manner and start disbursing funds. As for federal roads, their length in the republic is small and is about 223 km. At the same time, they have a significant transit value. We are ready for further joint work to improve the road network of both federal and regional significance in order to increase the comfort of motorists and reduce accidents on the roads," Roman Novikov said.
This year, according to the national project in the region , work is planned on 34 objects with a total length of almost 33 km. In particular, in Maykop, the standard will lead to 4 km of the highway along Pushkin Street, which is one of the business cards of the city. This site is the longest object of the national project in the capital of the republic.
Street Pushkin is a landmark tourist destination: the squares of the city park of culture and recreation begin here, and the building of the national theater, also named after the great Russian poet, which was overhauled last year, is also located . This street provides access to several children's educational institutions, as well as buildings of the Maikop State Technological University and the Faculty of Philology Adygea State University.
Almost 2.3 billion rubles are provided for the implementation of the national project in the Republic of Adygea in 2022 , of which over 850 million are from the federal budget, more than 1.4 billion are from the regional budget.

In Russia will develop its own software for BIM modeling in construction
ano "Security Industry", 04/19/2022
This will be handled by a working group with the participation of representatives of relevant departments, developers and large customers.
In The Ministry of Construction of Russia held a meeting attended by representatives of large customer companies, developers and designers of transport infrastructure facilities. It discussed the problem of import substitution of software products that are necessary for the introduction of information modeling technologies (BIM technologies) at all stages of the design and construction of such facilities. It was decided to create a working group, the work of which will be coordinated by JSC "Russian Railways". This was reported by the press service of the Ministry of Construction and Housing and Communal Services of the Russian Federation.
Earlier The Ministry of Construction of Russia approved Change No. 1 to SP 48.13330.2019 "SNiP 12-01-2004 Organization of construction", which allows you to use almost without restrictions BIM technologies in the construction industry. However, from the point of view of information security in the conditions of sanctions imposed against the Russian Federation by a number of countries, it would be preferable for Russian developers and designers to use domestic software products in the field of BIM modeling.
The task set for the working group is to form a standard package of solutions that will allow all construction participants to work quickly and efficiently on linear objects. For example, the design of the linear part of railways and highways is proposed to be carried out in domestic automation systems of design work (CAD), but with a certain refinement that allows you to use the features BIM technologies.
Experts also believe that when creating a Russian BIM modeling software needs to use machine-readable formats that take into account the terrain features, as well as providing long-term storage of information about network transfers and connection points. This will facilitate access to information about engineering-geological and geodetic surveys on cadastral plots.

The introduction of an adaptive traffic light control system in Moscow has accelerated the passage of urban transport four times
Intelligent transport systems of Russia, 04/19/2022
The introduction of the Smart Crossroads system in Moscow has accelerated the passage of urban transport four times, the press service reported Rostec. Thanks to the Rostec project and Traffic Management Center (Data center) for the introduction of "smart traffic lights" transport in the city began to pass intersections 20% faster. As noted in Rostec, earlier in 2 minutes through the intersections of Moscow on average passed one unit of urban transport, now - at least four.
The Smart Intersection adaptive traffic light control system allows real -time monitoring of traffic congestion of streets adjacent to the intersection and adjusting the operation of traffic lights depending on the traffic situation. Technically, the system works using inductive loop detectors sewn into the roadbed. It is worth noting that at the same time priority is given to public ground transport.
As the executive director emphasized Rostec State Corporation Oleg Yevtushenko, even on specific sections of highways The efficiency of the intelligent transport system is noticeable in Moscow.
"We managed to unload one of the largest transport hubs of the city – the square Tverskoy Zastava. Thanks to this , the capacity of the square increased by 20-35%, the time for pedestrians to pass through the square decreased by 20%, the waiting time for transport to travel along Gruzinsky Val and 1st Brestskaya Streets decreased by 50%, and by 30% - along Lesnaya Street," Oleg Yevtushenko said.
ITS shows in practice how new technologies help to improve the traffic situation and make roads safer. According to the head of the data center Mikhail Kizlyka in Moscow, almost half a thousand intersections are already equipped with an adaptive control system for traffic light objects.
" Almost 500 intersections have been equipped with new technology in the capital. The practice of using "smart intersections" in Moscow has brought results that can be confidently called significant. Firstly, the waiting time for pedestrians has been reduced by an average of 16-20%. Secondly, ground urban transport began to pass intersections on average 20% faster," said Mikhail Kizlyk.
Recall that the contract for the maintenance of the capital 's intelligent transport system in 2018 was signed by Shvabe Holding. As part of the holding , the company "Shvabe-Moscow" is engaged in the maintenance of ITS, the modernization of outdoor lighting of urban infrastructure and the introduction of weight and size control systems.
"It is very important to understand that the intelligent transport system in agglomerations and megacities is a complex engineering multifunctional complex. It is important to maintain all systems 24/7. Under the contract, we service more than 10 thousand pieces of equipment, the efficiency of which was about 99%, which makes ITS Moscow as efficient as possible," commented the Deputy Director of Shvabe-Moscow for Construction, Operation and Development ITS Ivan Mordanov.

Thanks to the national project "Safe High-quality Roads", large-scale works on the renewal of highways and highways are taking place not only in cities and on busy regional highways, but also in small settlements: villages, villages, villages.
The well-being of rural residents directly depends on the state of the road transport network. It is important for people that the road by which they get to polyclinics and other social institutions of the district center or the city is safe. So that they can not worry about the children who are being taken by the school bus to study in another village. In addition, it is important to continue measures to ensure the connectivity of rural areas with roads with hard, high-quality pavement. This makes it possible to create conditions for comfortable movement of residents and sustainable development of local farms and subsidiary farms.
Over the three years of the national project implementation in 84 more than 48 thousand km of highways and highways have been brought to the standard in the subjects of the country. According to the results of a study conducted in December 2021 by the All-Russian Center for the Study of Public Opinion, 49% of residents of the regions note improvements in road transport infrastructure. Work in this direction will continue, because the main goal is to improve the quality of people's lives.
In The Amur region will continue the repair of regional highways that began last year, passing through settlements. The total length of the facilities will be 13 km. Thanks to the funds of the national project , all problem areas that require complex solutions during repair will be maximally covered. The goal is not just to repair the roadway, but also to carry out a number of modernization measures: install lighting, new stops, signs, equip pedestrian zones, apply markings.
For example, this year they will lead to the standard of 2 km of the highway passing through the village of Pokrovka. There are two school routes here, regular municipal and intercity passenger transportation is carried out, and in Pokrovka itself there is a paramedic and obstetric center, an off-site polyclinic works.
Last year, we received a lot of positive feedback from residents of villages where repairs were carried out under the national project. Interaction with the population is one of the important components of this work, therefore, when forming the road campaign plan, emphasis was placed on social priorities.
Similar tasks are set by road builders Tomsk region. Here, since the beginning of the implementation of the priority, and then the national project, the sites leading to more than 35 rural settlements have been brought to the standard.
When planning road works, attention is paid not only to the support network, but also to the entrances to settlements. Therefore , every year the fourth part of the general list consists of sections connecting the main road network with settlements, villages, villages.
In 2022, the region plans to repair roads leading to villages and villages in Tomsk, Shegarsky and Kozhevnikovsky districts. In particular, work is planned at the entrance to the villages of Zorkaltsevo and Kornilovo, as well as to the village of Arkashevo. In the Shegarsky district, a section of the Ob – Melnikovo River highway will be updated, as well as the Pobeda highway will be repaired – Kireevsk, passing through the territory Shegarsky and Kozhevnikovsky districts.
In The Kabardino-Balkaria road season is in full swing: full-scale work has already been deployed at 17 sites. Moreover, in the Urvan municipal district , a three-kilometer section in the village of Kahun is being completed. The top layer of asphalt concrete pavement has already been laid here , it remains for contractors to install signs, equip artificial road irregularities. In the villages of Hermechnik, Old Cherek, Svetolovodskoye, Oktyabrskoye, Shordakovo and Belokamenskoye have already laid more than 20 km of asphalt concrete pavement. Work is in full swing in the villages Anzorei, Zhemtala, Psynshoko, Altud.
These repairs are very important for the villagers. Schools, kindergartens, hospitals, cultural centers are located here. All the activities of the national project "Safe high-quality roads" are ahead of schedule, but the quality of the work performed remains a priority.

In Vologda hosts the Council of Chief Engineers of Structural Divisions of the Federal Road Agency
ROSAVTODOR, 20.04.2022
The first meeting of this format in 2022 takes place from April 18 to 22 at the FKU site Uprdor "Kholmogory". The main topics of the meeting were the specifics of the design, construction and reconstruction of artificial structures on public highways of federal significance, as well as the organization of traffic during the implementation of capital construction projects.
The event is attended by the chief Department of Road Construction of Rosavtodor Kairat Tursunbekov, Deputy Governor of the Vologda Region Anton Strizhov, President Association of Producers and Consumers of asphalt concrete mixtures "R.O.S.ASPHALT", Chairman of the Technical Committee for Standardization No. 418 "Road management" Nikolay Bystrov, specialized specialists of the state company Avtodor, heads and chief engineers of institutions subordinate to the Federal Road Agency (FKU), as well as representatives of large industry companies and research institutes.
In his welcome speech to the participants Council of Chief Engineers of Rosavtodor Kairat Tursunbekov focused on the measures to support the road industry that he is currently providing Government of the Russian Federation: "In accordance with the order The Government of the Russian Federation No. 292-r of 18.03.2022 has already allocated 26.9 billion rubles (including 7.5 billion rubles for 2022) to compensate for a significant increase in the cost of construction resources. Also , work is currently underway to allocate additional funds for these purposes in the amount of 9.6 billion rubles. In addition, by the order of March 10, 2022 No. 471-r allocated 55.3 billion rubles for newly started facilities: 9.4 billion rubles for this year, 18.9 billion for 2023 and 27 billion for 2024. This indicates a great confidence in our work. The road industry has been and remains an important driver of the domestic economy."
The software package was mentioned separately "Etalon", which is designed to monitor and control the timing of work on the construction and reconstruction of federal highways. At the moment, the modernization of this electronic platform is underway. It is planned to complete the work on updating the data in the near future.
In turn, the president of the Association of producers and consumers of asphalt mixtures "R.O.S.ASPHALT" Nikolay Bystrov drew the attention of the seminar participants to the need for a consolidated search for optimal technical solutions related to work on artificial structures: "This applies, for example, to the replacement of pavement and waterproofing devices. We have a huge number of developments, but quite scattered. I am sure that we all need to approach this issue more systematically. Then we will really be able to work out the most effective solutions, including for different types of structures and for different climatic conditions."
Deputy Governor of the Vologda Region Anton Strizhov noted that this subject was not randomly chosen as the venue for the Council of Chief Engineers, since the region has one of the most developed and extensive road networks: "In terms of the total length of highways, we occupy the first place in the North-Western Federal District and the seventeenth – throughout Russia. This is a total of more than 28,500 km of federal, regional and local roads. Six federal highways pass through the territory of the Vologda Region, which makes it an important transport hub for our country. I must say that in recent years Vologda road workers have managed to make a serious breakthrough in bringing highways to a normative state. So, over the past three years , more than 1,100 km of roads have been put in order within the framework of the national project "Safe high-quality Roads" . In addition, in 2020 we completed the construction of the Vologda bypass, one of the largest infrastructure projects. Now work is planned on federal highways A-215, A-122 and A-123. All this is thanks to the support of the Ministry of Transport of Russia and the Federal Road Agency."
On the first day of the scientific and practical seminar, the participants discussed the design features of artificial road structures. So, the chief engineer of the FKU Uprdor "Chernomorye" Andrey Sec told about the preparatory work that was carried out as part of the construction The third stage of the Sochi bypass on the A-147 Dzhubga – Sochi highway – the border with the Republic of Abkhazia. "In accordance with the terms of reference for development "Justification of investments" specialists carried out the design of the facility taking into account several important restrictions – for example, the complete exclusion of the passage of the highway through the territory of the Sochi National Park, taking into account the location of other specially protected natural areas and sanitary protection zones. In addition, the design area was located in a mountainous area – in a zone of increased tectonic activity. As a result, the object was designed as a main urban road of class I – high-speed traffic. The site of the new construction has a length of 13.7 km, while only 3 km is located on the roadbed, and everything else is artificial structures: tunnels, overpasses or near–port areas that are protected by retaining and retaining structures."
Specialists of the FKU Upddor "Baikal Region" also shared their practical knowledge in this area . "In the operational management of our Institution there are 1,560 km of federal highways with 141 an artificial structure on them. From 2020 to 2021, we had 17 facilities in the design, of which 10 were capital repair facilities. Now it is extremely important to work out the possibility of increasing the design time for capital repairs and repairs. In addition , it is necessary to resume the institute of standard projects and series by analogy with the previously existing ones with reference to the current conditions and to give legal force to these standard projects," said Alexey Prigornev, Deputy head of the FKU Uprdor "Baikal Region".
It is worth adding that the current program of work on the construction and reconstruction of capital construction facilities The Federal Road Agency provides for the implementation of 97 contracts, of which 9 are the reconstruction of artificial structures. At the same time, almost every existing contract provides for work on such structures as bridges and overpasses (as part of interchanges or through railways and highways), including with a span of more than 100 meters. Among the key objects being implemented are bridges over the Volga and Kama rivers, Sviyaga, Sura, Vilyu, Sim, and also through Volga-Don shipping channel.
Another important topic of the seminar was the search for constructive solutions that are aimed at improving reliability, durability and reducing the construction time of bridge structures. So, in his report, the deputy head of the technical department of the Department of Construction and Reconstruction Avtodor Group of Companies Pavel Guidov spoke about the practice of fastening barrier and railing fences, as well as racks of noise-proof screens using chemical anchors. In addition, they talked about modern mastic expansion joints of a closed type and the use of composite materials in covering the steps of staircases of bridge structures, drainage elements and spillways.
The seminar participants also discussed the experience of using monolithic structures, the design features of the interface of integral abutments, the advantages and disadvantages of frame bridges in comparison with girder bridges.
An active discussion was caused by the issues of expert evaluation of the estimated (marginal) cost of construction and control of artificial structures. "I would like to emphasize that the consideration of calculating the cost of work is not aimed at minimizing costs as much as possible. The main goal is to reliably determine the required amount of funding. And for this , of course, an impressive amount of pre–project preparation and a proper level of qualification of specialists are necessary," the deputy chief commented FKU "Center for Development" Alexey Pchelin.
Also at the end of the first day of the seminar , the participants discussed the dynamics of changes in the average selling prices of indicative material resources (reinforcing steel, bitumen BND, sand, asphalt concrete mixes and heavy concrete) and, in this regard, the implementation of the Government Decree The Russian Federation No. 1315 (dated 09.08.2021). Recall that on March 23 of this year , changes were made to this document. The adopted amendments consolidated additional measures to support construction organizations in connection with the rise in the cost of materials and services.
The second day of the Council of Chief Engineers was devoted to the organization of traffic during the implementation of capital construction projects. In particular, Associate Professor of the Department of Structural Mechanics MADI Beka Tavshavadze presented new regulatory requirements for road barriers based on virtual tests. In particular , the current situation with analysis systems was analyzed, with the help of which digital models of fence elements are validated (with a step of 3 m racks, barrier fences of the bridge group).
The event also discussed the application of information modeling technologies in the road industry. The specialists studied the experience of various industry companies in implementing these technologies in the context of import substitution and discussed the prospects for the introduction of the domestic multi-vendor digital platform Infra-Tim / InfraBiM, which will be aimed at supporting the life cycle of highways.
During the final days of the seminar during the production tour, the chief engineers of the subordinate Rosavtodor FKU will visit the site reconstruction facility km 14 – km 35 of the A-114 highway Vologda – Tikhvin. It provides for a change in the longitudinal profile, the expansion of the carriageway to four lanes and the construction of a transport interchange. Participants will get acquainted with the technologies used and discuss the specifics of their use. In addition, they will visit a multifunctional road service zone organized on the 78th km of the highway A-114.
The Council of Chief Engineers of the structural divisions of Rosavtodor is held twice a year. At each meeting, its participants exchange modern practices in the road sector in the format of a broad discussion. The topics of the meetings change every year – the most relevant industry issues are put on the agenda of the Council by the organizers.

The bill on highly automated vehicles was supplemented with new restrictions.
Unmanned buses, taxis and heavy trucks will be held every six months, unmanned passenger cars – annually. This is provided for by the new version of the draft law "On Highly Automated Vehicles" (VATS) from the Ministry of Transport. It is necessary, experts say, for the transition from pilot projects to industrial production and mass use of drones on public roads. The authors supplemented the document with norms that will guarantee the safety of such vehicles for others. We are talking, for example, about the "minimum risk state" – the mode into which the VATS goes if it cannot continue driving without violating the rules or when going outside the "normal operation environment". Insurers, in turn, will have access to black boxes – this will be a condition for paying compensation in the event of an accident with a drone.
The Ministry of Transport has published a revised version of the draft bill "On highly automated vehicles" on regulation.gov.ru . Unmanned cars, we recall, have already been tested in a number of Russian cities since 2019 with a test engineer controlling the process in the driver's seat. On the streets of Moscow, you can meet similar cars of Yandex and SberAvtoTech, an unmanned taxi runs in Kazan Innopolis. In 2021, the White House decided that it was time to allow cars on the roads without human participation at all as a stand-in for automatic systems. Such a step requires the adoption of an appropriate law. Its first version was presented in June last year and was supplemented following the results of public discussion .
The vehicle, according to the text of the document, is equipped with an on-board event recorder (black box), continuously recording the main parameters, as well as the ERA-GLONASS system. Remotely WATTS is controlled by a dispatcher, drones must be registered with the traffic police and have a CTP policy. Investigation procedure Accidents with VATS and the rules of their movement on the roads will be approved by the government. It is assumed that the provisions of the law will come into force in stages in 2023-2024.
In the revised version of the bill The Ministry of Transport introduces the concept of a " minimum risk state" – the mode into which the VATS goes if it cannot continue driving without violating the rules or when going outside the "normal operation environment" (when weather conditions, lighting, time of day, etc. change, in which automation does not know how to work).
In this case, the vehicle stops in a "safe position" (it is not specified where exactly), turns off the control software and turns on the alarm.
Clarifications were also required regarding the requirements for insurance of a new type of transport. It was clarified, in particular, that the Bank of Russia will set the maximum amount of the insurance premium under the VATS insurance contract. "This will allow avoiding the appointment of unreasonable amounts of premiums at the initial stage due to the lack of proven risk assessment methods and experience in their operation," the Ministry of Transport explained to Kommersant. The insurer will accept an application for compensation for damage in the event of an accident involving the VATS only after receiving information from the black box. The Russian Union of Motor Insurers supported the idea, noting that it is necessary to describe more precisely what specific information and in what form the company will receive to settle the loss.
The Ministry of Transport also recorded the frequency of inspection for the VATS. Unmanned buses, taxis and heavy trucks should be checked every six months, unmanned passenger cars – annually. "To carry out maintenance, it will require the development of a list and methods of inspections, additional equipment of inspection points, " the department explained. Another innovation is the ability to revoke the permission of an unmanned taxi in case the taxi driver commits an accident with injured or deceased due to "improper functioning of the vehicle" (in automatic control mode).
The press service of Yandex assured Kommersant that they are working on the draft law as part of a working group together with other companies and the regulator. "Some of its provisions are being clarified," Yandex said. "We support the initiative to create a unified legal framework for the operation of unmanned vehicles for personal and commercial purposes," the press service of SberAvtoTech told Kommersant. – This edition was developed with the direct participation of the company."
"The law is needed, because we are talking about the transition from pilot projects to industrial production and mass use of drones," says Olga, CEO of Cognitive Pilot Uskova. – There are a lot of legal issues in the field of traffic, judicial support of accidents, insurance. The document submitted by the Ministry of Transport is rather crude, it requires additional study."
In the NTI "Autonet", in turn, drew attention to the fact that situations when a traffic police inspector needs to stop a drone are not regulated, "relations related to information interaction are not described VATS with road infrastructure", there are not enough standards on ensuring traffic safety when driving VATS. The Ministry of Transport promises to specify the details later at the level of by-laws.
Due to the sanctions imposed on the Russian Federation, there is a risk of supplying software and components for drones, believes the coordinator of the Blue Buckets movement, Peter Shkumatov. "From the point of view of software and hardware, I do not see any risks," Olga Uskova believes. – We have been actively engaged in import substitution since 2014 , as a result, radars, for example, are manufactured in Tomsk, cameras are also localized. Our programmers write the code, there are Russian chips."

Monitoring and support will be carried out through institutions subordinate to Rosavtodor, and administration will be carried out through the Etalon operational management system, which has been working with the national project and other road programs for a long time.
To date, the program has been launched in three Russian regions: Saratov and Volgograd regions, as well as in The Republic of Kalmykia. According to experts, the first results can be seen by June of this year.
Director Federal Road Agency Roman Novikov emphasized that the complex of measures carried out does not lead to an increase in inspections in the constituent entities of the Russian Federation, as this, according to him, will allow achieving only local results at individual facilities, but not getting a long-term effect for customers, contractors in the future.
"Our the goal is the formation of effective management in the road economy of the subjects The Russian Federation at all levels of the budget system, in administrative-territorial entities," the head stressed Rosavtodor.
