The construction of a highway with a length of 32 kilometers to bypass the city of Lachin should be completed in 2022. Now large-scale construction works are underway on the new highway to bypass the city of Lachin. This route is one of the links in the process of restoring the road infrastructure on the territory of the Karabakh and East Zangezur economic regions, the State Agency "Highways of Azerbaijan" reports.
The laying of roads has become one of the main priorities for the reconstruction and restoration of the territories liberated from occupation, while in the Karabakh and East Zangezur districts all roads are laid bypassing large settlements. This is done to ensure the comfort of local residents and travelers.
The length of the highway bypassing Lachin is 32 km. The width of the carriageway will be 7 meters, the roadway – 12 meters, the width of the roadsides – 2x2.5 (5 m).
Large-scale construction and arrangement of the entire route is currently underway. To expand the roadway, unsuitable soil is extracted and exported, as well as unnecessary vegetation, the road is expanded and profiled with special equipment.
In addition, according to the project, pipes and artificial structures for water transmission are being laid on the highway passing through hard-to-reach terrain. At the 22nd kilometer, the construction of a four-span bridge with a length of 139.5 meters is being completed.
The construction of the new highway is carried out in accordance with the schedule and under the supervision of management, the State Agency assured: "The necessary forces are involved to complete the work this year. "

One of the main roads to Almaty will be closed from May to September

In Almaty region from May 2, 23 km of the Almaty – Shamalgan – Uzynagash highway will be closed for several months, the press service of the regional police department reports.
According to law enforcement officers, the BAKAD (Greater Almaty Ring Road) project is being implemented in the region, designed to relieve traffic flow in Almaty by 60% and improve the environmental situation. Also, along with the construction of the highway, the BAKAD project provides for the construction of bridges, transport interchanges and overpasses.
The bypass route will run through the Karasai, Ili and Talgar districts. The length of the road will be 66 kilometers according to the I technical category with six-lane traffic. The traffic intensity will be up to 38 thousand cars per day.
"It is planned to close about 23 km of the Almaty– Shamalgan – Uzynagash highway. As a result, access to Almaty will be difficult, as the detour will take place along the narrow streets of Kokdal and Inkarbekov (Kyrgyzauyldy village), as well as Suyunbay and Nauryz streets (Rayymbek village). Previously, the restrictions will be in effect from May to September. In this regard, we ask everyone to treat these forced measures with understanding and plan their routes in advance," said Nurlan Iskakov, head of the administrative police of the DP of the Almaty region.
In the history of Kazakhstan, BAKAD is one of the largest infrastructure projects where the world's leading companies will participate. Taking into account the investment in the project of about 300 billion tenge ($ 675 million), it will give a significant boost to the economy of the region, as well as a multiplier effect for small and medium-sized businesses. The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan held a conference call chaired by Vice Minister B. Kamaliev. The meeting discussed the implementation of a Comprehensive plan to improve the quality of roads and considered problematic issues.
The discussion was attended by representatives of the Committee of Highways of the Ministry of Foreign Affairs of the Republic of Kazakhstan, JSC "NC "KazAvtoZhol", RSE "Gosexpertiza", RSE "National Center for Quality of Road Assets" and large companies providing services for the design and technical supervision of the construction and reconstruction of highways. To date, the main defects on the roads are longitudinal and transverse cracks, pits, potholes, surface deformation, subsidence, peeling. The main reasons for the formation of defects are poor–quality design solutions and weak control over the execution of work.
On individual projects, specialists are faced with poor-quality design solutions that affect the timing of project implementation and the quality of work. The design problem lies in the absence of a unified approach and uniform requirements for the climatic conditions of the regions, the amount of precipitation, the depth of soil freezing.
For example, Kazakhstan has a sharply continental climate. Thus, the freezing index of the soil in Nur-Sultan is 1850 mm. In the city of Almaty, this index is 490. Despite the climatic factors, the designers make the same decisions.
Also during the meeting, the problems of increasing traffic intensity and the number of accidents on the Atyrau-Uralsk section were touched upon. To date, a decision has been made on the reconstruction of this site. During the development of this project, the practice of foreign countries and new design solutions were proposed.
For example, during the construction of roads, the movement of vehicles will be carried out on the existing road, which, in turn, will reduce dissatisfaction on the part of users who raise questions about the condition and quality of maintenance of bypass roads.
The separation of oncoming traffic flows with a dividing strip width from 20 meters to 200 meters is provided, which is cost-effective and expedient for construction. This solution will provide service to road users of both traffic flows.
Also, the need for a dividing strip of metal fences will be eliminated. This will facilitate the work of snow removal services and reduce the costs associated with the maintenance and construction of the road.
Following the meeting, it was decided to create a working group on the basis of the existing RSE "National Center for Quality of Road Assets" and KazdorNII JSC, which will deal with issues of industry expertise before submitting the project to the RSE "Gosexpertiza". The work of the Scientific and Technical Council on the consideration of design solutions will also be reformatted.
In addition, standards will be improved, which will reflect uniform criteria for the design of highways, taking into account climatic zones and soil conditions, using world experience. The organization of scientific internships for the training of domestic designers in foreign countries is proposed.
In addition, a mandatory requirement will be introduced for the use of a non-freezing layer in road pavement structures.
According to the established norms, bitumen grades are distributed according to the Performance Grade (PG) method. Therefore, PG requirements are very important to prevent the formation of cracks at high temperature differences, since the main cause of the formation of defects depends on the bitumen used.
During the meeting, the reasons for the insufficient work of technical and author supervision services during the implementation of projects were considered. In this connection, the following measures were commissioned:
1. Within the framework of the draft law on transport, take into account the joint responsibility of the authors of projects and technical supervision services for the formation of defects during the warranty period.
2. Inclusion of project engineers and engineers for technical supervision of construction in the circle of subjects of corruption crimes.
In addition, the process of execution of executive documentation is being translated into an electronic format – the "E-Kurylys" system.
At the end of the meeting, Vice Minister of Industry and Infrastructure Development B. Kamaliev instructed to form a list of unscrupulous service providers and strengthen work on the development of design and estimate documentation.

The announcement of the state order for the reconstruction of 36 kilometers of the highway, completely riddled with potholes and pits, was published a few days ago by the West Kazakhstan branch of NC "KazAvtoZhol". Acceptance of applications from potential contractors continues.
In social networks, people express the opinion that for such money it is possible not just to reconstruct a section of road, but also to build a highway (with a concrete fence) from scratch.
The press service of NC "KazAvtoZhol" reported that all the necessary preparatory procedures have been carried out for the reconstruction project to begin the reconstruction of the highway with a total length of 144 kilometers. The road for reconstruction lots is divided into 4 sections of 36 kilometers each.
"The cost of this section includes: complete disassembly of the existing road, installation of new 100 culverts, reconstruction of 5 bridges, construction of 2 new transport interchanges, 14 cattle runs, 4 recreation areas and reconstruction of the road with the installation of new structural layers of pavement. In addition, the cost of construction is also affected by the fact that there are no stone quarries in the West Kazakhstan region as a whole. Accordingly, the entire volume of road construction materials is imported. Recall that the materials are delivered from the neighboring Aktobe region," the press service of NC "KazAvtoZhol" explained.
The department stressed that after the reconstruction, the highway will move from the III to the II technical category. The design and estimate documentation was approved by RSE "Gosexpertiza". Work on the site will begin this year, and will end in 2025.

ADB plans to allocate $50 million to Kyrgyzstan for the purchase of electric buses

The Committee on Transport, Communications, Architecture and Construction of Kyrgyzstan on April 19 considered a number of projects in the first reading. In particular, the draft law on ratification of the Grant Agreement between Kyrgyzstan and the Asian Development Bank, the project "Electrification of urban transport", the project "Electrification of urban transport" were considered. Thus, within the framework of the project, ADB plans to allocate $ 25 million to the Kyrgyz side as a soft loan and $25.65 million as a grant.
Note that the loan is granted for 32 years, including an 8-year grace period. The total cost of the project is estimated at $ 59.55 million, of which the ADB will finance 85%.
The state, in turn, will allocate $8.9 million.
The project provides for the purchase of at least 120 modern energy-efficient electric buses.
It is reported that all electric buses will include elements of a universal design to meet the needs of LOVZ and elderly passengers.

A toll road will appear in the direction of the Kyrgyz "Dordoi"

Kyrgyzstan plans to introduce toll roads after Kazakhstan. The first one will operate from the Kazakh-Kyrgyz border to the famous Kyrgyz market "Dordoi".
Toll roads in Kyrgyzstan are planned to be built this year. Currently, a feasibility study of such routes is being developed.
"The Bishkek–Kara-Balta–Chaldovar alternative road will be paid. It is planned to be built along the railway and the Bolshoy Chui Canal. This route will help to relieve tension from the main roads. It is planned that its construction will be carried out within the framework of a public-private partnership. The approximate cost of the road is 300-500 million US dollars," he quotes 24.kg Deputy Minister of Transport and Roads Bakyt Berdaliev.
It is assumed that the road will be reconstructed into a six-lane one before the "Dordoi". Among other things, the bypass of the city of Uzgen will be paid, where the tunnel and the overpass bridge are north –south roads. At the same time, we are not talking about a toll road in the direction of Issyk-Kul yet.
It is no secret that motorists, especially trucks, after the introduction of toll roads in Kazakhstan moved towards Bishkek along the Kyrgyz highway. At the same time, Dordoy is considered one of the main suppliers of budget clothing for the Kazakh market. What will be the rates of payment for the passage of Kyrgyz roads is not yet reported.

During this visit, negotiations were held with Deputy Minister of Land, Transport and Infrastructure of the Republic of Korea Jung Song Won, Executive Managing Director of the Korea Expressway Corporation Chang-bong Lee, President of the Korean Corporation for the Development of Foreign Infrastructure and Cities Kang Hong Lee, CEO of the Korean Export-Import Bank Chong Gyu Park.
During the talks, an exchange of views took place on the implementation of joint projects on the terms of public-private partnership in the field of transport and road management, the reform of the public transport system of our country using Korean experience, the introduction of intelligent transport systems in the field.
The possibilities of attracting funds from Korean financial institutions to promising investment and grant projects were also discussed in detail and specific plans for the future were identified.
Following the negotiations, memoranda were signed between the Ministry of Transport of the Republic of Uzbekistan and the Korea Expressway Corporation, the Korean Corporation for the development of foreign infrastructure and cities in the field of transport and road management.

During the meeting, the parties discussed prospects for cooperation in the field of transport, including attracting investments in infrastructure projects of the Republic of Uzbekistan.
During the conversation, the prospects of relations in the field of civil aviation, including the organization of transportation of pilgrims to the cities of Mecca and Medina, were highly appreciated.
Following the meeting, the parties agreed to continue practical steps to develop mutually beneficial cooperation in the field of transport and logistics, increase the volume of passenger and freight traffic between the two countries.
