The Russian government will allocate more than 160 billion rubles for the development of road infrastructure. According to Russian Prime Minister Mikhail Mishustin, opening a government meeting on Wednesday, more than 757 km of federal roads and more than 290 km of regional highways will be updated and built with this money.
"High-quality road infrastructure is needed for economic development in all regions of the country. We will additionally allocate more than 160 billion rubles from the federal budget for its creation," he said.
According to Mishustin, the funds will be directed to specific facilities on federal and regional roads in Tatarstan, Primorsky Krai, Belgorod, Kemerovo, Moscow and Yaroslavl regions, as well as in the Nenets Autonomous Okrug. It is planned, among other things, to reconstruct highways, build bypasses of cities.
"As a result, more than 750 km of federal highways will be updated and built, and more than 290 regional ones," the prime minister said. According to him, additional funding will accelerate the implementation of major infrastructure projects that will support related industries. In addition, the new roads will improve the transport connectivity of the regions.

It is noted that the project of the eighth section of the Southeastern Chord also includes the construction of four underpasses in the area of Bekhtereva Street. Their design provides for a new GOST, the project of which was developed by order of Rosavtodor. The geometry of turbo-ring intersections of carriageways, unlike classic rings, allows drivers to enter and leave such intersections, practically without reducing speed due to the strict line of traffic. Moreover, similar principles of traffic management, they say in Rosavtodor, can be applied on high-speed highways.
Kommersant got acquainted with the draft standard "Public automobile roads. Ring intersections. Design rules". Rosavtodor ordered its development from Geo-Project under a contract for 11.9 million rubles. back in 2020. Rings allow you to organize a safe intersection of roads without traffic lights, it is said in the materials to the standard. Such intersections do not require the device of acceleration and braking lanes, as well as separate lanes for left and right turns. A well-thought-out geometry, the authors of the standard are sure, reduces accidents among road users, reduces fuel consumption and harmful emissions. There is no single standard for the design of rings – there are only methodological recommendations of Rosavtodor (which are not a normative act) and a preliminary GOST of 2018 (is of a recommendatory nature). Only certain paragraphs of the 2012 code of rules regarding the construction of rings are mandatory.
In the draft standard, Rosavtodor told Kommersant, "special attention is paid to the design of modern circular intersections with spiral lanes and markings on the principle of a turbo ring."
The department clarified that such technological solutions "are practically not used on domestic roads." Turbo-ring intersections are familiar to motorists only in a number of cities, including Moscow, Tyumen, Cheboksary. Cars on such a ring drive strictly along the designated lanes with minimal realignments – as a result, traffic is carried out almost without slowing down and with minimal risk of an accident.
GOST provides several variants of turbo rings, including egg-shaped, cranked, spiral, rotary and star. Within the framework of such road intersections, it is recommended to separate traffic lanes, including markings with thermoplastic (creates vibration of the car when hit). The standard contains the basic principles of designing turbo rings, their geometric parameters, tables with the selection of the width of lanes, entrances, arrivals, etc. General rules for all rings are also established. For example, the central island has the shape of a circle by default, but if there is a justification, it can be formed as an oval, an ellipse or an eight. "Speed control" is installed at the entrance to the circle: the maximum limit should not exceed 50 km/h in two lanes. The draft standard includes ring crossings with a radius of up to 120 m, which are used on roads of "high categories", Rosavtodor stressed. Thus, it can be assumed that the rings will begin to be introduced on high-speed highways.
Andrey Mukhortikov, a member of the public council under the Ministry of Transport of the Moscow Region, supported the concept, noting that it would need to be made mandatory. Ring intersections, he noted, are good only in certain conditions, when the roads adjacent to the intersection are not heavily loaded, there are no problems at the exit from the circle.In the text of GOST, we are talking about the organization of rings only on "highways", said Mikhail Yakimov, director of the Institute of Transport Planning of the Russian Academy of Transport, however, in Russia and abroad, ring intersections are also being actively arranged on city streets and squares.
The expert believes that the authors of the standard need to study the experience of the Netherlands. In Amsterdam, he says, there used to be several turbo stations, but after the development of the road network and the appearance of a bypass road connecting the airport with the city center, they were abandoned, replaced by classic roundabouts.
Rosavtodor says that they studied the experience of the USA, Germany, Canada and other countries. It should be noted that when the first turbo-ring intersection was organized in the capital's Chertanovo district in 2019, the drivers' reviews at first were contradictory: many were confused, not understanding where to go. This system is a federal state information system that provides collection, processing, analysis, storage, provision, placement in the information and telecommunications network "Internet" and the use of information on public roads of federal, regional, inter-municipal and local significance, on private public roads, road activity, data on the volume and the use of funds of the Federal Road Fund, road funds of the subjects of the Russian Federation, municipal road funds, as well as the results of the assessment of the technical condition of public roads.
The Government of the Russian Federation is vested with the authority to determine the operator of the specified system, as well as to approve the procedure for its operation, the composition of the information placed in it, the procedure, timing and methods of their presentation.

The projected section of the Moscow-Saint Petersburg expressway is located in the Kalininsky district of the Tver Region and is considered as a Northern bypass of Tver. It will significantly improve the road transport and environmental situation, as well as increase the transport accessibility of tourist facilities in the gravity zone of the new M-11 section. By the end of 2023, the builders intend to ensure the movement of cars along the main course of the highway.
The project documentation, which, taking into account the changes, received a positive conclusion of the Glavgosexpertiza of Russia, provides for the construction of a section of the M-11 Neva expressway at km 149 – km 208. The length of the I-A technical category road will be 63.77 km.
The Tver bypass will be four–lane - two lanes in each direction. During the work, it is planned to build 28 artificial structures, including a bridge crossing over the Volga River with a total length of about 740 m, as well as the construction of transport interchanges at different levels. Overpasses will be erected at the intersection with the M-10 highway "Russia", the highways "Tver–Kimry", "Tver–Bezhetsk–Vesyegonsk–Ustyuzhna", "Mednoye–Kulitskoye". Toll collection points will be located at pickets km 159+400 and km 177+000.
When an expressway under construction intersects with overhead power lines, their reconstruction with a change in the trace is provided. And at the points of intersection with high-pressure gas pipelines, their underground re-laying will be carried out.

In 2021, Rosavtodor was allocated federal budget funds in the amount of 815.7 billion rubles, which is 10.5% more than in 2020. 341.2 billion rubles (41.8% of funds) were allocated for road maintenance, 142.5 billion rubles (17.5%) for the construction and reconstruction of roads, and 300.7 billion rubles (36.9%) for the provision of transfers to the subjects of the Russian Federation.By the end of 2021, after construction and reconstruction, 152.8 km of federal highways with artificial structures on them with a total length of 2,941.7 km. m. were put into operation. 6,067 km of roads with artificial structures on them with a total length of 14.8 thousand km. m. were also repaired with all types of repairs .

Marat Khusnullin also recalled that in 2021, despite the pandemic, historical high indicators were achieved in the field of road construction – 162 million square meters of asphalt were laid – this is more than 12% higher than in 2020. This is the highest figure in the entire history of road repair and construction in Russia.

The Forum is a dialogue platform for business and federal executive authorities to support initiatives that contribute to the development of the country's industrial potential. In 2022, the Forum will be devoted to import substitution and state support of industrial companies' projects under new economic constraints, creating conditions for the production of domestic high-tech and competitive products in all segments of the industrial sector, as well as stimulating and maintaining demand for finished products from large consumers.Within the framework of the plenary session, business proposals for comprehensive support of the domestic industry in conditions of economic constraints will be consolidated. The proposals will be sent to the Government of the Russian Federation for further study.
In addition to the business program, leading Russian companies will present projects on import substitution of products in key industries at the Forum within the framework of presentation stands-exhibitions. Also, the expert session "Single Window: Support measures for industrial companies (financial/non-financial support measures) will work throughout the day. Import substitution", where the companies participating in the Forum will be able to get all the relevant information on the support of industrial companies from the state under sanctions.
Every year, the National Industrial Forum gathers up to a thousand participants, including representatives of the Government of the Russian Federation, heads of the Ministry of Industry and Trade of the Russian Federation, industry unions and associations, federal and regional development institutions, owners and top managers of leading industrial companies.

The M-12 Moscow–Kazan highway is planned to be built around the clock

The construction of the M-12 Moscow–Kazan expressway can be switched to a round-the-clock operation mode. This was stated by Deputy Prime Minister of Russia Marat Khusnullin on the air of the TV channel "Russia-1" in the program "Moscow. Kremlin. Putin," RIA Novosti reports.
According to the Deputy Prime Minister, the construction dates of the M-12 highway will not be shifted due to problems with imported equipment, since its share is about 7%. Earlier, the head of Avtodor Vyacheslav Petushenko reported that the sanctions of foreign countries against Russia could cause problems with imports for the construction of the highway. In addition, sanctions may affect the cost of the project.
Marat Khusnullin said that he is now holding headquarters, meetings in order to speed up the construction of the M-12. "... Inflation is a risk for us, because the slower we build, the more expensive we will have to pay for it. Therefore, I set the task to organize, where possible, work around the clock, to mobilize additional resources. Speed is money in this situation, we will work on speed," the deputy chairman said.
Recall that the construction of the M-12 Moscow–Kazan highway is being carried out on the territory of five regions: Moscow, Vladimir, Nizhny Novgorod regions, the republics of Chuvashia and Tatarstan. The total length of the highway is more than 800 km. The implementation of the project will reduce the journey from Moscow to Kazan in two hours – up to 6.5 hours. Traffic on the highway is planned to open in 2024. It should be noted that the M-12 highway will be extended to Yekaterinburg. For this purpose, a high-speed section will be built from Kazan to the capital of the Sverdlovsk region, it is planned to open for traffic in 2024.
We should add that in early March, Marat Khusnullin said that plans for road construction in Russia remain, existing programs will not be reviewed. According to him, the Russian component in road construction is 95%.
