ROSDORNII at the last St. Petersburg International Economic Forum (SPIEF-2021), represented by the head of the pricing Department Olga Karaseva, raised problematic issues of industry pricing and the use of information modeling technology (TIM). In her speech, the representative of the Road Institute noted that the changes in the pricing system, which are currently being carried out by the Ministry of Construction, are aimed at targeted spending of budget funds, increasing the investment efficiency of financing capital construction projects, reducing the time of work.
During her speech, the expert noted that one of the mechanisms for regulating the cost of construction is the use of information modeling technology. The transition to TIM will ensure a reduction in the construction time of the facility and optimization of its cost, and, importantly, will reduce the costs of subsequent operation of the construction facility. Considering that ROSDORNII is an industry competence center for all conceptual areas of work in the road industry, the participants of the round table we discussed the possibility of uniting organizations and specialists in the field of development and implementation of TIM on the site of the institution.
The use of TIM without immersion in the information model of cost indicators and automated formation of estimates at any stage of the project, with the receipt of the nomenclature of the resources used, will not meet the functional purpose of the TIM itself. The activities of the pricing department of ROSDORNIA are directly related to the formation of methodological approaches and the practice of calculating cost indicators for TIM elements.
Separately, intentions were announced to apply to the Ministry of Construction and GLAVGOSEXPERTIZA on behalf of the professional community with proposals for introducing industry-specific features into methodological documents on estimated rationing.
