Employees of the federal institution note the high level of training of road workers and updating of equipment
From the beginning of March to the end of June, specialists of the Department of quality audit and introduction of new technologies of the Volgograd branch of the FAA "ROSDORNIA" visited the facilities of the Astrakhan, Volgograd, Saratov, Penza, Samara, Orenburg, Nizhny Novgorod regions, as well as the Republic of Mordovia. Selective quality control of road works was carried out on roads, as well as bridge crossings that are being repaired, overhauled or built within the framework of the national project "Safe and High-quality Highways". The experts summed up the interim results of the audit, but it will continue – quality monitoring, we recall, is carried out at all stages of road works.
In total, the audit of the quality and preparation of road organizations for construction was carried out at 36 sites. Samples of used road-building materials were taken at 21 asphalt-concrete plants in order to confirm their compliance with passport data and regulatory requirements.
The auditors also checked the initial documentation for the facilities, the staffing of services, how laboratory quality control of the work performed is carried out, timely inspection and certification of measuring instruments. In addition, at a number of facilities where work had begun by the time of departure, samples were taken from the road structure for further testing in the laboratory, and compliance with the declared technology was checked.
Special attention was paid to the use of new technologies. For example, in the Orenburg Region, a 16-kilometer section of the Sekretarka-Dymka highway in the Northern district of the region (major repairs) and an almost 10-kilometer section of the Orenburg-Belyaevka road in the Belyaevsky district (repairs) were included in the list of inspected objects. The works are carried out using asphalt concrete mixtures designed according to the system of volumetric and functional design. It significantly increases the service life of the road. The mixture is designed taking into account the intensity of traffic on the road, as well as taking into account climatic features.
In Volgogradskaya (a/d section "Mikhaylovka (km 29,4) – Danilovka – Kotovo"), Nizhny Novgorod (section a/d "Ryazhsk-Kasimov-Murom-N.Novgorod" in Bogorodsky district) and Penza (the section of the a / d "Penza- R.P.Lunino- the border of the region" of the Bessonovsky district and the section of the a / d "P. Akhuny- S.Zolotarevka" in the Penza district) regions are used crushed-mastic asphalt concrete, characterized by high strength.
It is worth noting that at all facilities where new technologies are used, the auditors at the monitoring stages did not reveal any comments related to the materials used, the qualifications of personnel or compliance with the declared technology.
However, at other monitoring facilities, the recommendations received from the inspectors concerned comments on documentation: establishing warranty periods in contracts, specifying requirements for filling in and maintaining documentation, traffic management schemes and fencing work, bringing documentation in line with the type of work. Only in one of the cases, the recommendation was issued after laboratory tests of the material used – crushed stone. The discrepancy between the strength grade and the crushing capacity was revealed passport data. At another facility, the temperature of the asphalt concrete mixture in the paver bunker did not meet the requirements.
"In general, there is a high readiness of road workers for the construction season, the presence of high–performance asphalt mixing plants, modern laboratories, new road special equipment," the Volgograd branch of the FAA "ROSDORNIA" told.
The results of the inspections were sent to the participants of road activities. As part of the performance of the functions of the Industry-wide Competence Center, the Volgograd branch, as well as in general, the FAA "ROSDORNII" acts not as a controller, but as an expert helping the regions to identify and eliminate inaccuracies in the performance of road works under the national project in a timely manner.
We should add that mainly at the time of the audit, preparatory work and work on the device of leveling coating layers were carried out at the facilities. Monitoring of the quality of road works will be carried out at subsequent stages. In the Orenburg and Samara regions, the audit will be continued by the newly created new Orenburg branch.
