Reforms in the road industry: The BCC presented the first results of its work

On November 21, an industry conference "Industry-wide Competence Center: First results" was held in Moscow as part of the XIII International Forum "Transport of Russia".

The discussion was moderated by Alexey Kovrov, Director of Organizational Activities of the OCC, who stressed that the main goal of the Center is to be a free consultant for the regions. Representatives of the FAA "ROSDORNIA", on the basis of which the BCC was created, told how the work on reforming the industry is being supported in order to achieve the main indicators of the national project "Safe and High-quality Highways", what support the regions in the competence center can receive and have already received. A representative of SIMETRA also spoke, the report was an illustration of the integration of business into the implementation of the national project.

Among the tasks of the BCC is work in terms of the introduction of new technologies. Traditionally, it takes place on the initiative of contracting organizations. Extremely rarely – on the initiative of customers, told Olga Vorobyova – Deputy Director for Science of the FAU "ROSDORNII". The main reasons were identified by the specialists of the BCC two: the lack of regulatory and legal acts that allow the introduction of a particular technology; as well as the lack of awareness of customers. At the same time, the use of new technologies is one of the main indicators of NP BCAD. The activities of the BCC are aimed at solving these problems. Work is underway on the formation of Register of new and best technologies, materials and Technological solutions for Reuse (RNNT), where references will be made to the current regulations. As the Registry system will be launched from next year, the Deputy Director for Science of the FAU "ROSDORNII" outlined the deadlines Vitaly Mironyuk. This year, the procedure for forming the Register was approved by the minutes of the meeting of the project committee for the national project "BCAD". The very formation and management of the RNNT is entrusted to the FAA "ROSDORNII". Now the subjects of the Russian Federation use a prototype layout of the Registry. The conference also presented a plan, adhering to which the subject of the Federation will be able to use almost any technology. It is based on the interaction of the region and the BCC, including the provision of methodological, consulting support, information support, seminars, quality audit, monitoring by the center results – that is, support at almost all stages of the introduction of a new technology. Framework agreements have already been signed with 51 entities.

BCC specialists are also developing regulatory legal acts aimed at expanding the practice of applying life cycle contracts.  At the moment, the BCC has developed methodological recommendations that allow regions to conclude contracts on the principles of the life cycle in 2019 without making changes to regulatory legal acts. KPKZHTS – contracts providing for the unification of various types of road works into one contract, they are concluded for a period of 3 years. Deputy Head of the Department for Expert and Analytical Activities of the FAA "ROSDORNII" Vasily Bokan said that 130 KPC's have already been concluded, the share is 9.95%. Recall that the target of NP BCAD in 2019 is 10% of the total number of new government contracts.

ROSDORNIA specialists operate with a large volume of road management data. We are constantly monitoring not only the performance of the indicators of the national project, but also the data that are important for the successful achievement of the goals of the NP BCAD. So, the BCC is creating a system monitoring the resource provision of regions. This is the collection and analysis of data on the volumes of consumed construction resources, monitoring of prices for building materials to develop changes in the estimated cost. The subjects of the Federation were identified as surplus and deficient in one or another type of resources. An interactive map of the resource provision of the road infrastructure of the regions is being created. As a result, this will make it possible to determine optimal transport and logistics routes, optimize the costs of the subjects of the Russian Federation when purchasing construction materials, - said Anton Zykov, head of the Department for monitoring the resource provision of the regions of the FAA "ROSDORNIA". Promising locations for the placement of bitumen terminals have already been identified.

In order for the technological revolution in the industry to take place, qualified personnel are needed, prepared for the use of new technologies, materials, systems and oriented in the updated regulatory framework. This is also one of the tasks of the NP BCAD. The BCC is creating a System of professional development. Just a few days ago – on November 15 – the first course started: "The National project of the BCAD. Introductory course", created jointly with RUTH (MIIT), told Head of the Department of Personnel Potential of the road economy of the FAA "ROSDORNII" Vitaly Borsch. The free course is aimed at representatives of the customer service at the regional and local levels, employees of the road management bodies of the subjects of the Russian Federation and municipalities, managers and specialists of road construction organizations, engineers and managers working in the road industry. The thematic plan consists of 10 items, this is basic knowledge about the federal projects included in the national project, including what life cycle contracts are, the Control System of road funds and RNNT.  In less than a week, almost 100 people have been trained with the help of video lectures, reference notes, simulations of work in automated systems, and about 1000 have registered. In the future, programs of a narrower focus will be implemented, formed on the basis of technologies included in the Register of New and best technologies.

At the end of the conference, Director of Solutions in the field of public transport SIMETRA Vladimir Valdin spoke about the business's view of the opportunities and issues that arise during implementation the national project – in particular in terms of the development of transport planning documents. And also presented technologies that allow us to predict transport demand qualitatively.
