Representatives of ROSDORNIA Alexander Kulizhnikov, Head of the Design Methods Department, Ekaterina Popova, Head of the Expert and Analytical Department, and Advisor to the General Director Stanislav Mamulat took part in a workshop at the Department of State Policy in the Field of Road Management of the Ministry of Transport of the Russian Federation, dedicated to the main problematic issues in the field of road management.
The agenda discussed insufficient justification of the cost of construction of facilities included in federal and regional investment programs, the problems of the lack of a single Customer implementing the project at all stages of the life cycle, the shortcomings of the contract system used in construction at state-ordered facilities.
Experts representing state-owned companies, public and scientific organizations suggested ways to optimize the current system of multiple adjustments of project documentation, which received a positive conclusion of the state expert examination, followed by its repeated passage, as well as amendments to the technical specifications issued for development project documentation, during construction.
In addition, the meeting discussed the issues of reducing the time required for documentation when transferring an object to an operating organization, as well as the need to finalize new regulations.
