Kazan hosted the International Economic Forum «Russia – Islamic World: KAZANFORUM». More than 7 thousand people from 85 countries and 84 regions of the Russian Federation plan to attend the event.

FAI ROSDORNII Deputy Head of ITS Department Nikolay Toropov delivered his presentation at the session dedicated to unmanned technologies. He focused on the development of intelligent transport systems (ITS) for enabling traffic of highly automated vehicles.

He noted that modern ITS in urban agglomerations aims to develop a kind of transport, logistics and information services ecosystem based on cutting-edge digital technologies and platform solutions which in turn enable the balance between private and public transport. This will ensure the transport environment security and improve citizens’ quality of life.

Most elements of ITS have multiple applications. For example, traffic monitoring detector data are used for transportation planning, adaptive traffic light management and indirect traffic accident detection. Surveillance camera has even more usages: live image it provides augmented by machine vision technology and analytics tools can be used by other ITS systems for road infrastructure condition monitoring, gathering traffic data and parking space management. Wireless broadband access technologies were widely implemented for communication between vehicles, pedestrians and traffic management devices. What’s most commonly used is specialized data transfer protocol based on DSRC short-range radio connection or C-V2X protocols which comply with either 4G LTE or 5G mobile communication network standards.

Following ITS-related measures are being implemented within the framework of Federal Project “System-Wide Measures for Road Industry Development”: deploying automated weight and dimensional control stations and increasing the number of stationary traffic violation record cameras.

In addition, Nikolay Toropov said that as of March 2023, 383 automated weight and dimensional control stations (more than 430 units are to be deployed by the end of 2023) and 20 369 traffic violation record cameras were installed on regional, intermunicipal or local roads in the period from 2018 to 2023. Meanwhile more than 81% of ITS hardware and software was manufactured in Russia. Imported equipment is primarily represented by manufacturers from China (13.5%), Finland (1.7%) and Israel (1%).

“ROSDORNII currently develops a concept of a national ITS network. In particular, the Institution is working on implementing ITS pilot zones: at M-11 “Neva” federal road, in Republic of Tatarstan Special Economic Zone “Alabuga” and the adjacent section of Yelabuga–Gari–Abalach road”. Nikolay Toropov also added that there they’ll test services to improve safety and traffic management efficiency.

More than 7 thousand people from 85 countries and 84 regions of the Russian Federation are anticipated to attend. Azerbaijan, Iran, Malaysia, Tajikistan, Turkey and Uzbekistan are coming with the largest delegations with more than 100 participants. Moscow, St. Petersburg, the Republic of Bashkortostan, the Republic of Mordovia, the Chechen Republic, the Samara Region, the Orenburg Region and the Perm Region will forward the largest delegations among the Russian regions.
