The President signed a law on the creation of the SKDF - a publicly available information system for monitoring the use of road funds

On March 6, 2022, President of the Russian Federation Vladimir Putin signed Federal Law No. 39-FZ "On Amendments to Certain Legislative Acts of the Russian Federation". Among other things, the law contains a provision on the creation of a publicly accessible information system for monitoring the formation and use of road funds (SKDF), discloses its functions and regulates its use. The task of implementing the SKDF was set by Decree of the President of the Russian Federation No. 204 dated May 7, 2018 "On National goals and strategic objectives of the development of the Russian Federation for the period up to 2024". The development of the SKDF in accordance with the state task was carried out by the FAA "ROSDORNII".

SKDF is an information system that contains an up—to-date database of highways of federal, regional and local significance on the territory of the Russian Federation, summarizes data on road works, purchases, accidents (including statistical and analytical tools for calculating the most emergency sites), as well as on the expenditure of road funds. The system implements functionality for maintaining plans of road activity of subjects, including measures for the development of the Backbone Network. In the future, the SKDF should become a single universal tool for planning road works.

The main goal of the creation of the SKDF is to make the movement and spending of funds in the road industry as transparent as possible and accessible for control not only by the state, but also by business, public organizations and individual citizens. The system assumes the possibility of obtaining detailed information about the status and sources of the formation of road funds with details on income and expenses, on the composition of road works, their cost, terms of implementation and efficiency, on contractor companies and contracts concluded with them.

Regular updating of the data contained in the system will automatically generate reports on the state of the country's road network. This will ensure the unconditional fulfillment of the tasks of the national project "Safe high-quality roads" related to maintaining the highways of the Russian Federation in a regulatory state, improving the efficiency of road activities and interaction between its participants.

The system operator, a federal executive authority authorized by the government or a state institution subordinate to it, is responsible for the creation, operation and modernization of the SKDF, as well as for ensuring interdepartmental interaction and direct provision of information.

The adoption of Federal Law No. 39-FZ gives SKDF the status of a state information system (GIS) and ensures the formation of conditions for its creation, operation and modernization, which is necessary for the unconditional fulfillment of the goals and objectives set by the federal project "System-wide measures for the development of road facilities" of the national project "Safe quality roads".
