The issues of using photovideofixation systems as one of the tools for implementing the goals of the national project were discussed at the all-Russian seminar.

The first session of the All-Russian information and practical seminar "Photovideofixation and control of traffic flows: experience, problems, technologies" was held on March 11. The FAA "ROSDORNII" took part.

The seminar was organized by the interregional public organization "Coordinating Council for Traffic Management" with the support of the Ministry of Transport of the Russian Federation and the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia.

On March 11, two sessions were held on the importance of photovideofixation systems as a tool for implementing the goals of the national project, applied aspects of the introduction of innovative technologies for the organization and safety of road traffic.

Among the key speakers: representatives of the Ministry of Transport of Russia, the Ministry of Internal Affairs of Russia, the Moscow Government Traffic Management Center, and business. Oleg Kuzmin, Head of the Department of Engineering Arrangement of Highways of the FAA "ROSDORNIA", made a report on the "Methodology for determining the locations of technical means of automatic photo-video recording of violations of traffic rules".

Recall That The Methodology It was developed within the framework of the national project "Safe and high-quality highways" by the FAA "ROSDORNIA", it was approved in November 2019. The basic principle: technical means of automatic recording of traffic violations should become a tool for reducing the number of accidents, and not collecting fines from drivers. First of all, it is proposed to place photovideofixation complexes in places of concentration of accidents and potentially hazardous areas.

Road signs with the plate 8.23 "Photovideofixation" should be installed in front of stationary devices and appropriate road markings should be applied. In front of the mobile means of automatic fixation, special shields should be used to inform drivers about their work – with an image of the plate 8.23 "Photo-video fixation" and information about controlled conditions and driving modes.

The Methodology specifies at what distance from the control zone the shields should be installed.

The places of installation of automatic fixation complexes are determined by the owners of roads and are coordinated with the departments of the State Traffic Inspectorate at the regional level, while the places installations of stationary complexes are included in traffic management projects.

Information about the installation sites of photo-video recording complexes of traffic violations with their geographical coordinates is posted on the websites of the owners of highways.
