FAA "ROSDORNII" signed a series of agreements at the international exhibition "Road 2019"

From October 16 to 18, Yekaterinburg hosted the international specialized exhibition "Road 2019", organized with the support of the Ministry of Transport of the Russian Federation and the Federal Road Agency.


More than 250 companies from Russia, China, the Czech Republic and Switzerland took part in the exhibition.  The FAA "ROSDORNII" presented at the exposition – including to the Prime Minister of the country Dmitry Medvedev - a stand demonstrating the activities of the Industry–Wide Competence Center (BCC). The latest technologies for diagnostics of highways were presented. The Institute's staff also spoke at round tables dedicated to innovations in the field of road construction, the introduction of new technologies and materials, regulatory and regulatory documents. In addition, a series of agreements were signed with the regions of the country and with industry companies

The stand of the FAA "ROSDORNIA"

The models of the mobile universal laboratory "Eskandor" and the cyclic installation "Cyclos" were presented at the stand of ROSDORNIA. 700;">"Escandor" is able to diagnose the road without stopping, at the speed of the flow, and according to several parameters. Thanks to the 3D laser scanner, the spatial scanning system provides up–to-date three-dimensional information about the surrounding space and the creation of a road passport. The laboratory has a built-in system for determining the strength of the road surface, including 14 2D scanners. There is a georadar sounding system, with which you can determine the thickness of the layers of pavement. In addition, "Escandor" measures longitudinal and transverse evenness, roughness. The Cyclos installation simulates the impact of design loads to assess the strength and wear resistance of the pavement. The load is set by specialists, the system analyzes and systematizes the data obtained. The installation itself is equipped with a conveyor metal structure, load wheels are installed in 4 of the 12 carriage frames.

Such installations are being developed in Russia for the first time. For example, only three companies in the world produce installations similar to "Eskandor". The models of "Exandor" and "Cyclos" on the first day of the exhibition were presented to the Prime Minister of the Russian Federation Dmitry Medvedev, Deputy Prime MinisterMaxim Akimov, Minister of TransportEugene Dietrich.

In addition, ROSDORNII presented the possibilities of georadar scanning: visitors to the stand could try it in action themselves and see how the radarograms of externally identical zones of the road surface differ.  The importance of such diagnostics is also in the economic effect: if the road is built with violations, it will need repair ahead of schedule. Modern technologies allow you to notice "invisible" defects immediately upon delivery of objects.

        

A separate place is given to the methods of volumetric design of asphalt concrete mixtures. Equipment for laboratory tests was presented at the ROSDORNIA stand. This is a gyrator – for compacting laboratory samples. Another installation is a track–forming machine, which. simulates the passage of the wheel on the roadbed. You can also set temperature conditions and see how fast and at what load a track is formed on the samples.

Seminars and round tables

The activity of the FAA "ROSDORNIA" was noted at the All-Russian seminar-meeting "Safe and high-quality highways": the horizon of tasks". The Minister of Transport of the Russian Federation Evgeny Dietrich presented to the heads of the constituent entities of the Russian Federation the Industry-wide Competence Center created on the basis of ROSDORNIA as an executor of the national project. Later, under the chairmanship of Prime Minister Dmitry Medvedev, a meeting was held on the implementation of the national project "Safe and high-quality highways".

ROSDORNIA employees also took part in the round table program. The Institute together with the NGO "Coordinating Council for Traffic Management" initiated the round table "Transport planning documents as the basis of regional projects within the framework of the national project "Safe and high-quality highways". The moderator of the round table was the Director for the development of intelligent transport systems of the FAA "ROSDORONIA" style="font-weight: 700;">Ekaterina Bryazgina. There were many representatives of the regions among the audience, so the discussion after the speakers' speech was active. Transport planning documents are mandatory for adoption in the subjects of the Federation and in urban agglomerations – to ensure the validity of regional projects, the efficiency of budget spending. «Naturally, all documents should be based on modeling. This is not an empty phrase. Modeling is a tool for justifying events," Ekaterina Bryazgina emphasized. Answering a question from the audience, the speakers noted that the implementation of transport planning documents will be monitored. The monitoring will be carried out by the Industry-wide Competence Center. It is planned to take into account the availability and quality of the PCRTI, CSODD and CSOT when allocating federal funds as part of the implementation of the national project. For example, when allocating subsidies in the framework of solving the problem: "Updating the rolling stock of ground public passenger transport in the 20 largest urban agglomerations." The report was presented by the Head of the Transport Department planningVladimir Pashchenko.  The Ministry of Transport has sent a draft procedure for selecting recipients of federal support to the regions. The response from the subjects of the Russian Federation was received. The comments are going to be considered, and ROSDORNIA has already formed its proposals on them.

At the round table "Implementation of federal projects in the field of road activity, their impact on the state of road safety", the head of the Department of Engineering arrangement of highways presented his reportOleg Kuzmin. The presentation was devoted to updating the regulatory, technical and methodological framework in the field of road safety as part of the implementation of the national project. One of the questions concerned the means of photo-video recording of traffic violations. A draft methodology for determining the installation locations of such facilities has been developed. The project has been previously approved and is under approval. «Taking into account the words of the President and the goals of the national project to reduce mortality from road accidents, the basic principle has been developed for the provisions of the Methodology: "The choice of the installation location of the technical means of automatic photo-video recording should be determined by the purpose of increasing road safety, and not ensuring the receipt of funds to the budget from the fines collected," Oleg Kuzmin said. Two of the places indicated by the methodology are determined by accident analysis: places of concentration of accidents and potentially hazardous areas. We are talking about stationary complexes. The use of mobile is considered as a temporary measure to prevent the occurrence of an accident.

Deputy Director for Innovative Development told about one of the strategically important areas of ROSDORNIA's work within the framework of the national projectAlexey Domnitsky. At the round table "Integration of innovation and investment: multiplicative effects in road activities" He presented a report on the Register of New and Best Technologies, Materials and Technological Solutions. This is an interactive database formed within the framework of the federal project "System-wide measures for the development of road facilities". A target indicator has been set – the share of contracts using new technologies and materials included in the Register. In 2024, it should reach 80%. It is now in effect the layout is a prototype of the Registry. Previously, about 470 state contracts in the country this year will be implemented using technologies and materials included in the prototype layout. The forecast indicator is 37%, the target is 10%.

Cooperation and Cooperation agreements

The exhibition was not only an opportunity to present their developments, talk about their activities and give explanations, but also to establish contacts for joint work to achieve the goals of the national project. ROSDORNII will conduct scientific research, interlaboratory tests, test new technologies, improve the regulatory framework for the introduction of modern materials together with RN-Bitumen and the Srednevolzhsky Research Institute for Oil Refining. A trilateral agreement was signed with one of the largest manufacturers of bitumen materials and the institute. ROSDORNII concluded three more agreements at the exhibition with the regions. The documents were signed by the Governor of the Ulyanovsk Region Sergey Morozov, the Minister of Transport and Road Management, together with the Director General of the FAA "ROSDORNIA" Alexey Varyatchenko. Anatoly Kostylevsky of the Novosibirsk Region and Konstantin Grebeshok, Director of the Department of Road Management and Transport of the Khanty-Mansi Autonomous Okrug - Yugra.
