Topical issues of achieving the targets of the road national project were discussed at the webinar of the FAA "ROSDORNII"

The topics of the reports of the web seminar were issues of interaction with the federal center, the specifics of the regulatory framework of the KZHC and the training of road workers

The seminar, which took place on May 21, was attended by about 150 people. Most of them are representatives of regional services of road works customers. This is the second event in a series of webinars of the FAA "ROSDORNII" dedicated to the implementation of the national project "Safe and high-quality highways". Its main topic was ensuring the achievement of the national project targets.

Regions and implementing agencies of NP "BCAD" are carrying out a large amount of work, not visible in the literal sense of the word, but aimed at ensuring the repair, overhaul, construction and reconstruction of highways; the use of modern technologies; improving the quality of roads; professional development of specialists. Within the framework of the webinar, the speakers drew the attention of the participants to a number of aspects of interaction between regional and federal performers that affect the quality of joint work, and, accordingly, the achievement of results.

The first report was devoted to operational activities in the implementation of the national project. The updating of the data of the regional projects ("Road Network" and "System-wide measures for the development of road facilities") of 2019 is currently underway, it is necessary in order to bring the data currently available in line with the work actually carried out in the first year of the national project implementation. In addition, the formation and coordination of regional projects and supporting materials for 2020 is being carried out. Specialists of the FAA "ROSDORNIA" as an Industry-wide competence center analyze documents and, if necessary, send comments to the regions in order to adjust regional documents in accordance with existing standards. Andrey Mukhortov, Director of Information Technology at ROSDORNII FAU, gave a number of recommendations to the audience on how to make this process efficient and fast. He also asked to send documentation in electronic form, because due to the pandemic of coronavirus infection, work with paper media is not currently underway. However, interaction with the regions in electronic format has been conducted for more than a year. We are talking about the Etalon operational management system, in which tasks are being set and data is being exchanged.

So, in connection with the epidemic, the situation is monitored daily on the state of affairs at the control objects – the objects of the national project. "A huge request is not to interrupt the execution of the task, to send objective, real information; as well as information about what difficulties arise, for example, if enterprises suspend their activities. We ask you to be sure to reflect this in the reports so that the industry management can take appropriate measures aimed at eliminating these difficulties," Andrei Mukhortov said.

In addition, the speaker spoke about a number of updates in the tasks and new features of the operational management system.


Features of the formation and coordination of regional projects

The second speaker, Acting Head of the Department for Improving the Efficiency of Road Activities of the FAA "ROSDORNIA" Alexander Perfilov, told about what needs to be paid special attention to when clarifying the program of road works of NP "BCAD". In particular, it is not only about ensuring the achievement of the indicators of NP "BCAD" (on bringing roads into regulatory status, the use of new and best technologies and contracts based on the principles of the life cycle and other indicators), but also on public discussions. And also about the harmonization of work programs with the activities of other projects (for example, the federal project "Formation of a comfortable and urban environment"), with municipal services and resource-supplying organizations of cities. Otherwise, it may turn out as in the example given by the speaker - when, after laying paving slabs under one of the programs, an asphalt concrete pavement was installed according to another project.



For the effective implementation of the national project, it is important to exclude or minimize risks when, as a result of the imposition of measures for previously carried out works with valid warranty obligations, work provided for by municipal services of the city or resource-supplying organizations begins to be carried out. The topic caused discussion among the participants, who said that resource-supplying organizations do not always meet halfway and plan their work (excluding work in case of utility accidents), focusing on the plans of the agglomeration for repair the road network. The specialists of the Institute drew attention to the recommendations previously sent to the agglomeration on the creation of regional working groups for the implementation of the national road project. And they advised to include representatives of resource-supplying organizations in these working groups for more effective and operational interaction.

The protracted procedure for approving programs with resource–supplying organizations and utilities is one of the reasons why some regions lag behind in terms of contracting facilities. Also among the main reasons were announced: delays in the execution of design work, obtaining expert opinions, cancellation of the auction results by the decision of the Federal Antimonopoly Service, change of the previously approved work program, as well as the protracted procedure for concluding agreements with municipalities of the subjects of the Russian Federation on the provision of subsidies from the budget of the subjects of the Russian Federation to the local budget of municipalities for co-financing budget expenditures cities. At the same time, Alexander Perfilov stressed the importance of timely contracting of objects of regional projects: "Preparation for contracting it is possible and necessary to carry out in advance in order to ensure 100% contracting within the deadline set by the action plan. Late contracting directly affects not only quantitative, but also qualitative indicators of project implementation. About 10% of the participants of the national project carry out all the necessary measures for contracting facilities so far in advance that in July-August they conclude all the necessary contracts for the next year."

The speaker drew attention to the need for timely updating of the status of work at the facility in the Etalon system. It is connected with the application "Public Services. Roads". If you do not enter detailed information, then the result may be a situation where the application has the status "underway", while in fact work on the object has not yet begun. It was also noted the importance of careful drawing of objects in order to exclude the possibility of hitting road sections on which work will not be carried out.



Provision of resources and cost of work

Another area of interaction between the FAA "ROSDORNIA" and the regions in the "Etalon" system concerns the monitoring of the resource provision of the subjects of the Russian Federation with construction resources, storage facilities, road construction equipment. The Institute's specialists analyze the production and consumption of the main price-forming construction resources, predict the needs for such resources in the context of each subject of the Russian Federation. Experts identify scarce and surplus regions for bitumen, sand and crushed stone; collect information on the availability of storage facilities, determine the main vectors of delivery of construction materials.

"Having information on the production and consumption of resources by the subjects of the Russian Federation, it is possible to build effective logistics schemes, chains convenient for the delivery of materials. As a result, the logistics component in the cost of resources is significantly reduced, so the region receives a resource according to the most convenient scheme and a favorable price," explained Alexander Grekhov, head of the Regional Resource Monitoring Department.

In addition, the specialists of the FAA "ROSDORNIA" carry out quarterly monitoring of the cost of price-forming resources associated with the implementation of road activities. These are 23 names of building materials and 18 names of machines and mechanisms. "It's not just collection, processing and analysis of course, this is also the basis for pricing. If earlier in the road industry an index was used for the line "other objects", then starting from the third quarter of 2019, the Ministry of Construction of Russia began to issue indexes for the lines "Highways" and "Artificial road structures". Based on the data collected by the forces of the FAA "ROSDORNIA" in 2019 and in the first quarter of 2020, the Ministry of Construction of Russia issued indexes for 81 subjects of the Russian Federation," said Victoria Panayetova, head of the Monitoring Department. Within the framework of the report, the topic "Formation and application of indices of changes in the estimated cost of construction and installation works to the Federal budget and regulatory framework" was announced. "It is the indices that determine the amount of real money that is planned for the performance of work. With their help, the current estimated cost is formed when forming the initial maximum price of a contract for the construction, reconstruction or overhaul of road infrastructure facilities," Ruslan Ismagulov, Deputy head of the Data processing and Analysis Department of the FAA ROSDORNIA, emphasized.

As part of the webinar, participants were able to talk about the difficulties with which they encounter each other while performing the task, make suggestions for further interaction. In particular, the issue of the possibility of adjusting the list of construction resources subject to cost monitoring, depending on their use by a specific region, will be considered.

"Only by joint efforts we will be able to solve the problems that arise. We are interested in ensuring that all regions can fulfill the tasks of the National Project "Safe and High–quality Highways" as efficiently as possible," Ekaterina Popova, Director of Expert and Analytical Activities of the FAA "ROSDORNII" summed up.



Life cycle contracts: a legal issue

One of the targets of NP "BCAD" is the share of state contracts concluded on the principles of life cycle contracts. In road construction, such contracts can be considered "transitional", allowing for the approval of contracts that combine several types of work and go beyond budget planning. The experience of concluding contracts based on the principles of a life cycle contract will make it easier to switch to concluding life cycle contracts, to transition to which the industry is being prepared, and the legal framework for the implementation of which is currently under development. Vasily Bokan, Head of the Department for the Implementation of the Life Cycle Contract System of the FAA "ROSDORNIA", told about what standards are being developed and which ones need to be guided by now, fulfilling the task of achieving the national project targets.

Contracts based on the principles of life cycle contracts (KPCC) provide for the unification of various types of road works and have a validity period of more than three years. The Institute updated the methodological recommendations on the conclusion of the KPCC, the updated document was sent to the Etalon SOW on May 7. The recommendations take into account the latest legislative changes, they take into account and reflect both the judicial and law enforcement practice of the FAS. The document is also provided with an example of a contract.

As for the life cycle contracts, it is planned to amend a number of Resolutions of the Government of the Russian Federation, which will fix in the legislation all the components of the LCC in the road industry, a new calculation of the initial (maximum) contract price. In order to eliminate gaps in legislation, the Ministry of Transport of Russia and the FAA "ROSDORNII" currently the Procedure and rules for the conclusion and execution of life cycle contracts in the field of road activity are being formed.



Purpose: professional development of road users

The regional executors of the national project will be able to learn detailed information about how to work with contracts based on the principles of life cycle contracts from one of the additional professional programs of the Advanced Training System for Road workers, aimed at training in the use of new and best technologies, materials and technological solutions for reuse. The creation of the System was the topic of the final report of the webinar.

"The SEC is expected to provide scientific and technical support for the implementation of the national project, federal projects and programs in the field of road management. That is, the formation of the personnel potential of the road sector and the formation of professional competencies among employees (the triad "to know-to be able-to own")," said Irina Novozhilova, Deputy head of the Department for the Development of the Personnel potential of the road industry.

In 2019, the program "National Project" was implemented "BKAD". Introductory course", 1440 people were trained. Most of them have mastered the program remotely, 574 people have completed full-time training. The course allowed students to get acquainted with the structure, tasks and mechanisms of implementation of the national project and the federal projects included in it. This year, the introductory program will be expanded and updated.

In 2019, 14 more programs were developed. This year it is planned to update 5 already developed programs and develop 9. Basically, the programs are based on a Register of new and best technologies, materials and technological solutions for reuse. But the reason for the development of several courses, such as the program about the KPC, was the proposals of graduates of the "Introductory Course". The webinar participants were invited to express their wishes on the development of new programs.

The start of training in additional professional programs is scheduled for September-October 2020, after the developed training materials have been publicly discussed in the Scientific and Technical Council of the FAU "ROSDORNII" and in the Expert Council of the BCC. The training will be conducted full-time in various cities In Russia, if the epidemiological situation allows, and in correspondence with the use of distance educational technologies and (or) e-learning.



We add that the topic of achieving the targets will also be discussed next week with the second group of listeners – representatives of the regions. Also, from May 25 to May 29, as part of subsequent webinars, issues of transport planning and the introduction of new technologies in road construction will be considered.
