Public supervisors are preparing for the start of the road season

In the multi-stage system of control over the implementation of the national project "Safe high-quality Roads" , public control occupies a special place. Therefore, on the eve of the new road season , courses and training seminars for public supervisors are held in the regions.
So, in the Ministry of Highways In the Chechen Republic, a training seminar for public supervisors was held at the end of January. Everyone can attend a theoretical course on the basics of road construction, and then, having successfully passed the exam, go to repair facilities together with specialists. Plans to improve regulatory documentation in the road industry

The design, construction, repair and maintenance of highways is a complex technological process that is impossible without following certain rules. There are more than 400 regulatory documents in the road industry, which describe in detail the rules for performing a certain type of work. Compliance with these standards ensures the required quality of roads. As the road industry is actively developing, there is a need to change some of these documents − this issue was discussed at the conference "Asphalt Concrete 2022", which was held in St. Petersburg on March 3 and 4 . At it, industry experts spoke about plans to improve regulatory documentation in the road industry.
The level of requirements for the quality of roads is assessed by the Federal Road Agency as one of the important and serious tasks in the work, the deputy head noted during his speech Rosavtodor Oleg Stupnikov. "Complex measures aimed at expanding modern technologies, technologies of modern design of asphalt concrete mixtures and materials in general, in general, find a serious response in the activities of the Federal Road Agency. Large-scale work began a long time ago, it has been going on for years . You all know that the Technical Regulations of the Customs Union "Road Safety " were adopted in 2011, and a set of interstate standards regulating all our road activities was also developed. In the development of this, we have been harmonized, and the harmonization of our national standards continues. In particular, I would like to note those standards that relate to asphalt concrete mixtures: updated and harmonized regulatory and technical base for asphalt concrete mixtures, including inert and bitumen materials. Two main sets of approaches have also been formed: according to the system of volumetric and functional design and according to the methodology Marshall," Oleg Stupnikov said.
These standards have found a response in the database of the Ministry of Construction and Housing and Communal Services of the Russian Federation. Not so long ago, a set of rules was adopted, where there are direct references to national standards developed by Rosavtodor, including systems for designing asphalt concrete mixtures. This allowed expanding the scope of application of modern types of asphalt concrete: from federal and regional highways , technologies "descended" to the street and road network.
Monitoring of the use of modern technologies
Oleg Stupnikov noted that any work cannot be fully effective without an analysis of performance, therefore Rosavtodor monitors the use of new and effective technologies. Subordinates take part in this Rosavtodor FKU, "Tsentrdorrazvitiya" and "Rosdortehnologiya".
" What is the essence of monitoring? We have identified a list of those materials and technologies that we consider new, modern, the best and resonant. We have defined the methodology of recommendations, established the procedure of actions. <...> At the moment , a cut has been made from 2016 to 2021 on those sections of highways where one or another technology included in the designated list was used. Colleagues from the FKU looked at their condition, performed the appropriate measurements. The data processed by Tsentrdorrazvitiem suggests that , in general, all those areas where new technologies and materials were used, and there are about 200 names of them, are in a regulatory state at the moment. This is important for our work in terms of adjusting both our tasks and areas of work, including research work, and for the external contour − these are answers and interactions and relationships with the Accounting Chamber and with other public authorities that evaluate and verify our activities in one way or another," the deputy head of Rosavtodor believes.
Improving the principles of designing non-rigid road clothes
Another area of the FDA's work is improving the principles of designing non−rigid road clothes. This direction is designated by the "Strategy for the development of innovative activities in the field of road management for the period 2021-2025 years." This document provides for updating the design characteristics of road-building materials and soils used in the design of road surfaces with monitoring of roads under construction and operated to obtain actual characteristics and their validation with the design parameters determined in laboratory conditions.
"You know that the outdated ONE has been canceled at the moment (approx. ODN 218.046-01 "Designing non-rigid road clothes"), a new PNST came in his place (approx. PNST 542-2021), he introduces certain novels. So, Rosavtodor has started a multi-stage work, the results of which will form the basis of the evidence base for improving the principles of designing non-rigid road clothes. And these principles will form the basis of a new national standard subsequently for the design of non-rigid road clothes. The results of such multi −stage work will significantly improve the design methodology and move on to the calculation of road clothes, the use of multilayer models that are now used in the world's leading design practices," he stressed Oleg Stupnikov.
Research and Development Plan (R&D) Rosavtodor provides for a number of scientific studies: experimental studies of the calculated parameters of static and dynamic loading of vehicles on road clothes; complex computational and experimental studies of the operational condition of roads; studies to determine the physical and mechanical characteristics of soils, crushed stone-sand mixtures and soils reinforced with binders; development work on the creation of experimental stations for monitoring the stress-strain state of non-rigid road clothes.
"For almost half a century, this kind of research and such immersion has not been carried out, that is, we are almost now launching such fundamental work. This will make it possible to calibrate the calculation models taking into account the operation of real roads. The developed methodology will make it possible to reasonably and effectively choose road construction materials and ensure durability and repair periods, which we have for 12 and 24 years," Oleg said. Stupnikov.
Separately , he emphasized the work carried out by the FDA to study the condition of roads passing in the zone of distribution of perennial permafrost soils within the cryolithozone with the development of methodological recommendations. "The work is exploratory, fundamentally practical in nature. <...> It will allow us, firstly, to form de jure methodological recommendations that will determine the requirements for the stations and the list of research parameters, as well as those sensors that will record these parameters, in order to eventually come to the development of new requirements, a new the state standard for the design and construction of highways in the permafrost zone," Oleg Stupnikov said.
There are many standards − which one should I use?
As of March 1, 2022 , there are 416 national documents on standardization in the field of road management in Russia − Evgeny Simchuk, Deputy Chairman of TC 418 "Road Management", shared this information during his speech . Moreover, more than 95% are fresh documents that are less than 10 years old. If we distribute all the existing standards by directions, then 64% are standards for road—building materials and products, 14% - for research and design, 10% − organization and safety of road traffic, 6% − operation of highways, another 6% - construction.
"Do I need to use all these documents? No, you don't have to. Standardization makes it possible to close all the gaps that currently exist in any regulatory field. Your right is to choose the documents you need. And you don't have to learn everything. You need to take the set of documents that you need for your daily activities," Yevgeny Simchuk said.
The speaker drew the attention of the conference participants to the fact that from September 1, 2025 Serious changes are planned for the year provided for by Federal Law 162, Article 35: it will be prohibited to include regulatory documents in the project documentation that do not comply with this law.
"Let me remind you that we comply with this law GOST, GOST R, PNST and standards of organizations. And our entire layer, which we still use in contracts − VSN, OST, RSN, SN, ODN and ODM − from 2025 we no longer have the right to include them. Therefore , the task which one: to decide in the near future, what really outdated regulatory documents need to be processed and transferred to a different status, because they will not be able to be applied already," he said.
Improvement of regulatory documents
During his speech, Evgeny Simchuk spoke about plans to improve the fund of regulatory documents of the road industry. According to him , the first edition of the GOST for cold asphalt concrete mixtures and cold asphalt concrete is currently being developed , and the development of a set of national standards for cold organomineral mixtures is also underway. The research part on warm asphalt concrete mixtures is being completed and the first edition of the standards is being developed.
In more detail, the Deputy Chairman of TC 418 "Road Management" dwelt on the planned amendments to the system of volumetric and functional design (GOST R 58401-2019 series).
"Firstly, the simplest is the requirement for crushed sand in the system of volumetric and functional design. A note was introduced that it is no longer necessary to normalize the content of pulverized particles for crushed sands , that is, you can buy ordinary sand and at the stage of preparing the asphalt concrete mixture, the dusting system will already remove these particles, thereby reducing the risk when penalties come for using sand that does not meet the requirements of this standard. The second point, which was actively discussed earlier, is that it is necessary to bring the acceptance rules in accordance with the general rules in the two systems. This has already been done, everything has been brought into uniformity here, according to your requests," Yevgeny Simchuk noted.
Changes are being prepared for GOST R 59401.1 and GOST R 58401.2. According to the speaker, one of the important indicators for the upper layers of asphalt concrete mixtures that needs to be introduced is the impact of studded tires. In this regard, it is proposed to add a methodology for assessing attrition to the system of volumetric and functional design (OFP). Also, now there is no separation of requirements for the depth of the track and the number of fluidity in the OFP system, depending on the design purpose of the layer − this is also proposed to be included in the document. "We know that with a decrease in the layer, the temperature drops, the pressure decreases, so it is not economically feasible to maintain a high value for track formation there, in this regard, separation is now proposed: for coating layers and for base layers", − Evgeny Simchuk noted.
In GOST R 58406.1-2020 and GOST R 58406.2-2020 are scheduled to change the set of sieves. In the existing edition, sieves with certain nominal cell sizes according to GOST are used R 51568 "Laboratory sieves made of metal wire mesh. Technical conditions". The new edition plans to make changes that will allow the use of perforated sieves.
" Unfortunately, our industry, which produces equipment, was unable to technologically produce such laboratory sieves from mesh, and it is easier for them to produce perforated sieves, which are now used everywhere. Therefore, we needed to make changes to the standard, allowing such sieves for sieving. But we know that even though the cell size is the same, the result is different: on braided and on perforated. Therefore, we have added that it is possible to use such sieves, but there is a mandatory note that those sieves that were carried out during the design are used as reference sieves," Evgeny Simchuk stressed.
Another change is an increase in the time of core sampling from the coating for acceptance. The practice of applying the new standards has shown that customers who have a large total length of subordinate roads and the remoteness of controlled facilities do not always have time to meet the required term (14 days) to carry out core sampling (deforestation). In this regard, for such cases , it will be provided to extend the timing of core sampling to 30 days. Representative TC 418 "Road Management" noted that there is an important note: in the case of core sampling to assess compliance with the requirements of regulatory documents after the acceptance of asphalt concrete in the structural layer , possible changes in the thickness of the layer and physical parameters of asphalt concrete, including the volume and maximum density of asphalt concrete and the content of air voids, should be taken into account.
"What other changes? According to the types of asphalt A5Nl and A5Vl. The range of application of sand from crushing screening has been expanded. In accordance with GOST 32730 , the content of grains larger than 8 mm is allowed in the sand from the crushing screening, depending on the sand class , while for mixtures A5Vl and A5Nl, the passage on the 8 mm sieve should be 100%. The existing requirements of GOST R 58406.2 do not allow the use of such sands without additional sieving, which leads to economic costs. <...> We conducted tests not only at home, but also in the laboratories of ABZ, and confirmed that even if we leave these values, which are in GOST 32730, it does not affect the quality of the material. Therefore , the range has now been expanded: these sands can be used without additional screening, thereby increasing the economic effect," Evgeny Simchuk said.
It was also proposed to expand the indicators for air voids in the coating layers on sidewalks and other areas where there is no traffic. As a rule, compaction of such places is performed using manual means of ramming or small rollers of limited mass, as a result of which it is very difficult to achieve the content of air voids in cores up to 6% , therefore it was decided to increase the indicator to 8% for such cases.
"Now there are a few changes for SCHMA-22 and SCHMA-16. This means that the range of passage through the sieve has been expanded here: the changes affected a 16 mm sieve (for SCHMA-22) and an 11.2 mm sieve (for SCHMA-16). This is done in order to increase the variability of the design of mixtures. Because at first there were enlarged mixtures, not everyone can work with them, and not everyone can lay it, so this decision was made. We have conducted a number of studies, including field − in Moscow at the experimental site on the MKAD − and expanded the range on control sieves, this will reduce the price of the issue and significantly increase the variability of compositions," the speaker said.
Planned changes in national standards for road asphalt concrete
One of the important parameters is the adhesion between the layers of the road structure. This indicator shows how the construction of the highway as a whole will work.
"If there is no coupling, then the structure will be weak between the layers, respectively, it will not work as a self-construction and the load distribution will change significantly, which means it is not what was designed at the initial stage. Because when we design road clothes, we believe that the layers are absolutely soldered together, and in some cases this is not the case. Therefore, in order not to be "by eye", we took a method that is actually simple − this is a Leitner test device that measures the force at which the rupture of these two layers occurs," Evgeny said Simchuk.
PNST 395 is currently in effect, after processing it in GOST R, the test using the Leitner device is planned to be included in the regulatory documents for asphalt concrete and work related to the laying of asphalt concrete. It will also be possible in the laboratory to predict the adhesion strength of layers when using various reinforcing materials.
The following change concerns the method for determining creep and strength under indirect tension (IDT) according to GOST R 58401.7-2019 (used only for volumetric and functional design). According to Eugene Simchuk, a lot of domestic equipment is produced to measure high-temperature track formations, and specialists in the road industry use imported expensive equipment to determine low-temperature properties.
"This is an expensive installation, only highly qualified engineers can work on it, because tests are carried out there at different temperatures, with different frequencies. The system works great, shows good results, but the complexity and high cost of this approach overrides all its positive qualities. And now, of course, all licenses are gradually ceasing to be valid, so even if we just leave this device, we still will not be able to calculate the results obtained. Therefore, we believe that it is necessary to leave this method and switch to something simpler and more understandable," the specialist noted.
Since Soviet times , the method of strength and relative strain of stretching when bending beams at -18 degrees has been used in road activities, it is used only in GOST R 58406.1 and GOST R 58406.2. Advantages of this method: there are requirements for indicators; the test itself can be carried out on existing domestic presses; thermostating is performed in a conventional household freezer. The disadvantages include the low information content of the method and the low convergence of the results even in one mixture. "This method is good for the first time, but now there is an opportunity to switch to new modern methods that actually model something and show something," said Evgeny Simchuk.
Another method is the thermal cracking temperature of asphalt concrete (TSRST) by ODM 218.3.047-2015. It is noted that it is not taken into account in any of the asphalt concrete design systems. "We did not immediately introduce it into the national standards, because there was an ODM back in 2015. This is a good method, in fact, indicative, but again an expensive installation, expensive auxiliary equipment," the speaker said.
Promising methods that can be included in national standards
During his speech, Yevgeny Simchuk named the most promising methods for today, which are planned to be included in the national standards concerning asphalt concrete mixtures. The first is the thermal cracking temperature of asphalt concrete (ACCD).
"This is essentially a more simplified analogue of TSRST. That is, when a sample is taken, a corresponding hole is drilled in it, a special invar device is inserted and placed in the freezer. A temperature is created, and over time critical stresses are formed inside the asphalt concrete sample , which it cannot withstand, and cracks are formed," Evgeny Simchuk said.
Positive this technique: the real temperature of cracking is obtained by thermal compression of the image around the incompressible ring; samples are prepared on a rotary sealer; the principle of operation is similar to the method of determining the cracking temperature of the bitumen binder ABCD; the equipment is manufactured by domestic manufacturers. Among the disadvantages − the need for a low-temperature chamber (up to minus 60 degrees) and complex sample preparation.
Another IDEAL method is Ct ( Asphalt Concrete Crack Resistance Index). Its big plus is that the tests can be carried out both on Marshall samples and on samples Gyrator. Moreover, any domestic presses, including Lintel, Ivanovo, etc., can be used for this installation. The advantages of this method also include the possibility of operational control during the production of the mixture − the test is carried out no more than 2 minutes. One of the disadvantages is the lack of established requirements for the indicator; low sensitivity and low information content at temperatures below 0, low convergence of results (requires three to five samples).
Evgeniy Simchuk noted that both A-CCD techniques and IDEAL-Ct − are considered by experts of the road industry as the most promising in Russia, now they are being tested.
Almost 16 billion rubles will be required for the construction of the first stage of the bypass of Simferopol in Crimea

A highway will be built in the Republic of Crimea bypassing Simferopol. Implementation of the first stage of construction of the highway (with 0th to 15th km) will be handled by JSC "VAD". The corresponding order of the head of the republic Sergey Aksenov is published on the official portal of the government Crimea.
"Define JSC "VAD" is the only contractor under the state contract, the subject of which is the execution of construction and installation works on the object: "Construction of a highway bypassing the city of Simferopol on the Donskoye - Perevalnoye section. Stage 1," the text of the order says.
The contract value is more than 15.9 billion rubles. The deadline for which the contract is concluded is December 30 , 2024.
Recall that the project of the first stage of construction of the bypass of Simferopol was approved by the state expertise at the beginning of this year. It is planned to build a four-lane road, two multi-level interchanges and seven overpasses on the segment from the 0th to the 15th km .
We will also add that the new highway will run along the Ayan reservoir through the village of Zarechnoye of the Dobrovskoye rural settlement. The highway will allow the withdrawal of about 30 thousand cars per day from Simferopol, which transited from the Tavrida highway towards the city Alushty.

"More 60% of the territories of our country is a zone of permafrost distribution. It is extremely important for the road industry now to update the regulatory framework, which is directly related to carrying out work in difficult climatic conditions. Among the main tasks facing all of us is the development of a set of such national standards in the field of design, construction, repair and operation of roads in the permafrost zone, which would take into account the modern requirements of the regulatory framework in the road sector, taking into account all the experience accumulated recently. What, for example, federal state institutions have done over the years of work in the permafrost zone – they formulated practical information about various ways of regulating processes in the earth bed and foundation – this deserves great respect and must be taken into account in regulations," Nikolai Bystrov emphasized.
In 2021, the Federal Road Agency approved a roadmap for the organization of monitoring the condition of sections of federal highways passing through the territory of the distribution of permafrost soils. Sergey Goshovets, Deputy Head of the Department of Scientific and Technical Research, Information Technology and Economic Support of the department, told about the progress of its implementation : "The Rosavtodor roadmap has become part of the sectoral plan for adaptation to climate change in the field of transport, approved by the order of the Ministry of Transport of Russia in 2022. This map provides, in particular, for the creation of a system for monitoring engineering geocryological conditions, which should include monitoring stationary posts and devices placed at key sites in various engineering geocryological conditions. Rosavtodor together with FKU three measuring complexes were identified and agreed upon – these are the complexes "Highway and roadside lane", "Meteorological parameters", "System for monitoring the stress-strain state and deformations in layers of pavement and roadbed from a known load" – for the equipment of stationary posts, including 30 controlled parameters."
According to Sergey Goshovets, this work is necessary to create a modern monitoring system and to accumulate an array of data, the analysis of which will allow us to move to a new level of design, construction and operation of transport facilities in the cryolithozone. In addition, in the future, the received developments will be taken into account in the development of the Arctic zone of the Russian Federation.
The report of Andrey Romanov, Chief Engineer of the FKU Uprdor "Transbaikalia", was devoted to the organization of the monitoring system of the state of the federal highway R-297 "Amur" . In particular, they talked about measures to prevent the processes of deformation of the roadbed – ensuring uninterrupted integrated drainage to artificial structures, the construction of extraction berms and heat-diode prisms and cold layers, waterproofing with modern synthetic materials.
Also at the meeting-seminar, the development of permafrost degradation processes in the highway passage zone and the implementation of research works devoted to the analysis of the state of federal highways within the cryolithozone were discussed.
As noted by the Deputy Director for Scientific Work of the Institute of Geoecology named after E.M. Sergeeva RAS Peter Miklyaev, since 2021, with the help of pilot automatic monitoring posts, a large-scale study of sections of federal highways R-297 "Amur", R-504 "Kolyma", A-331 has begun "Vilyu" and A-360 "Lena". At the moment , the collected data is being analyzed in the permafrost development zone, by the end of May this year, scientists plan to complete the zoning of the studied sites, and by September , the first recommendations on the organization of engineering and geocryological monitoring of highways will be developed.
Within the framework of the meeting-seminar, the head Rosavtodor Roman Novikov presented departmental awards of the Ministry of Transport of the Russian Federation and awards of the Federal Road Agency. The Government of the Russian Federation adopted a resolution on the establishment of an experimental legal regime (EPR) and approval of the program of the experimental legal regime in the field of digital innovations for the operation of highly automated vehicles. "The introduction of unmanned vehicles using AI technologies is part of the program digital transformation of the Russian economy. The first experimental legal regime adopted by the Government made it possible to speed up this process and remove regulatory barriers to launching the project. If the tests are successfully passed, self–driving cars can become an organic part of the urban infrastructure by 2025...", the Deputy Prime Minister said. Dmitry Chernyshenko.
In addition , according to the deputy chairman, the experimental legal regime allows domestic developers to implement advanced solutions, which in the current situation is especially important for ensuring the technological development of the country. In the near future , the developer company will be able to use unmanned vehicles in Moscow, Innopolis in the Republic of Tatarstan and the federal territory of Sirius. According to the program EPR, unmanned vehicles will be able to be operated with a test driver in the cabin, and without his presence in the cabin - on the territories of Innopolis and the Skolkovo Innovation Center.

According to the Cabinet of Ministers, the unmanned vehicles participating in the experiment were developed by Yandex. After 20 days from the date of the decree, it will be possible to operate unmanned vehicles in two modes: with a test driver in the cabin (in the passenger seat, to the right of the driver's seat) and without a test driver in the cabin, if necessary , an operator can connect for remote support.
"The experiment will make it possible to use self-driving cars as taxis in Moscow. The Yasenevo district was chosen as the first zone for launching unmanned taxis – between the Yasenevo, Novoyasenevskaya and Bitsevsky Park metro stations, " the press service of the Government of the Russian Federation reports.
As noted in Yandex, it will be possible to call an unmanned taxi in the Yandex Go application. The cost of the trip will not differ from the price for a trip in a regular taxi.

To begin work, specialists arrange a special armogrunt platform, which will allow special equipment to drive in for the device of the textile-sand piles themselves. The rods will transfer the load from the roadway to a solid foundation lying under weak soils. This will prevent the continuous replacement of the base under the road, which consists of peat soils to a depth of up to 12 meters.
Two techniques are used for sinking piles – vibration immersion and drilling. The first one is a device of a steel displacing leader pipe with a two-stop valve using a high-frequency vibrator through weak soils with further laying in the leader pipe of the geo-shell and filling with sand. The reverse lifting of the leader pipe occurs with the valve open in vibration mode. This makes it possible to compact the sand in the pile, expand the geo-shell and transfer the compacting horizontal stress to the weak soils of the pile space.
The drilling technique involves pressing the casing sectional pipe into weak soil, followed by drilling out of the casing of excess soil and laying geofill into the pipe and filling with sand. The reverse lift is also performed in vibration mode.
Recall that the M-12 expressway construction project provides for nine stages with a total length of more than 800 km. The road will pass through the territory Moscow, Vladimir, Nizhny Novgorod regions, the republics of Chuvashia and Tatarstan. Traffic on the highway is planned open in 2024.
