In the first quarter of 2022, the number of accidents related to the condition of the road surface of federal highways decreased by a third.

As a result of the work of federal road workers, the number of accidents in places where road surface deficiencies were noted decreased by 33.3%. The number of fatal accidents on these road sections decreased by 16%, and accidents that caused injuries to people decreased by more than 37%. These results were recorded on the federal highway network subordinated to Rosavtodor at the end of the first quarter of 2022 in comparison with the same period last year, according to the agency's website.

In total, 3,147 road accidents were recorded on federal highways in the first quarter, compared to the same period in 2021, the number of accidents decreased by 8.3%, the number of dead - by 10.6% and injured – by 9.4%.

The activities carried out by subordinate agencies of Rosavtodor are mainly aimed at preventing accidents associated with driving into oncoming traffic, hitting pedestrians, as well as exceeding the established speed limit.

As part of the road works program in 2022, specialists will perform an artificial electric lighting device with a total length of 194 km on federal highways, install 86 complexes of photo-video recording of traffic violations and 163 traffic lights.

In addition, this year road builders will install 84 km of axial barrier fencing, 18 km of barrier fencing on the side of the axis of the roadway. It is planned to install 23 pedestrian crossings at different levels, as well as a comprehensive arrangement of 35 pedestrian crossings, which includes a lighting device, signs with internal illumination, pulse indicators, including autonomous L-shaped supports.

Also, as part of improving road safety this year, specialists will install more than 3,000 road signs and 640 L-shaped supports of duplicate road signs 5.19.1 and 5.19.2 "Pedestrian crossing" on federal highways.

It is worth noting that the discipline of drivers also has a decisive influence on the level of safety on highways – the lives of others depend on their responsible behavior on the road. Driving under the influence of alcohol remains the most dangerous offense. Statistics show that the main causes of accidents include drivers' non-compliance with traffic rules, in particular the speed limit, this is recorded in more than 80% of cases of road accidents.

One of the priority tasks of Rosavtodor is to ensure road safety on federal highways. Specialists of Rosavtodor analyze in detail the causes of accidents on subordinate routes in order to determine the list of measures to eliminate hazardous areas, and also carry out a set of measures to prevent accidents. A significant role in this process is played by the coordinated work of federal state institutions subordinate to Rosavtodor, territorial divisions of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia and representatives of the governments of the subjects within the framework of regional road safety commissions.

Construction of the M-12 highway in Tatarstan will cost 101 billion rubles in 2022

More than 100 billion rubles will be allocated for the construction of the M-12 Moscow – Kazan highway in Tatarstan in 2022. This was announced by the Minister of Transport and Road Facilities of the republic Farit Khanifov at a briefing on Wednesday.

"According to the plan, about 80 billion rubles were calculated for the M-12 highway this year. Today the plan has been revised, and the figure is <...> 101 billion rubles," said the head of the Ministry of Transport of the Republic.

Hanifov noted: at the seventh and eighth stages of the Moscow – Kazan expressway, which are held in Tatarstan, work is on schedule. "If at the seventh stage more work was done on the construction of the roadway – more than 90%, then the eighth stage is famous for our Volga Bridge. The length of the bridge, I remind you, is more than 3.6 km. Today, the metal structures are being pushed. By the way, the bridge construction technology implies the construction of a temporary bridge, an assembly one," he noted, adding that work on the main bridge has already begun today.

The Minister stressed that the main emphasis in autumn and winter was placed on artificial structures. "So that all culverts, there are more than 80 of them, are mounted qualitatively so that there are no washouts," he said.

According to Hanifov, about 300 km of regional and local roads are involved in the construction of the M-12 motorway, along which the equipment involved in the work moves. "Contractors maintain the condition of these roads in working order. By agreement with customers in 2024, we will overhaul all these roads. And we will simultaneously complete the construction of the M-12 and bring our regional roads into a standard condition," the minister added.

In total, over 46 billion rubles will be allocated to the road works program in Tatarstan in 2022. Of these, 1.25 billion are allocated from the municipal road fund. With these funds, 52.5 km of roads are planned to be built in the republic, another 610.3 km are going to be repaired. It is noted that taking into account the construction of new highways, including the M-12 high-speed highway, the M-7 section and a number of others, the volume of investments in the road complex of the republic will amount to about 170 billion rubles per year. According to the Minister, this is a historical record.

About the M-12 project

The M-12 highway project provides for the construction of a high-speed highway with a length of about 800 km, which will connect the Moscow, Vladimir, Nizhny Novgorod regions, the Republics of Chuvashia and Tatarstan with the network of high-speed highways of the European part of Russia (M-11 "Neva", Central Ring Road, M-3 "Ukraine", M-1 "Belarus", M-4 "Don"). The highway will become part of the international transport route "Europe – Western China". Commissioning is scheduled for 2024. The cost of construction of the M-12 is tentatively estimated at 622 billion rubles. The final cost will be determined after receiving the conclusion of the Glavgosexpertiza for all sub-stages.

Volgograd Region will allocate 5 billion rubles for road construction

Due to the importance of measures to support the implementation of technical regulations and related standards, participants were invited to consider the possibility of financing work to assess the scientific and technical level of technical regulations and related standards. According to Anton Shalaev, the creation of a single mechanism for the organization and financing of these works would contribute to the timely provision of modern standards to meet the requirements of regulations.

More than 80 km of the federal highway "Lena" Nevers - Yakutsk will be repaired in two regions of the Far Eastern Federal District

We are talking about the plans of the FKU Upddor "Lena", which in 2022 will lead to the standards of about 55 km of the specified road in Yakutia and over 26 km in the Amur region. Work on the facilities will begin during May.

In the Republic of Sakha (Yakutia), six gravel-crushed stone breaks are being eliminated. So, in sections from 569 to 576 km and from 803 to 807 km, road workers will arrange a two-layer asphalt concrete coating as part of the repair. The other four will be overhauled using the cold recycling method, which involves the installation of a bottom coating of a crushed stone-sand mixture treated with a complex binder. The road clothes themselves will be made of three-layer asphalt concrete. The surface drainage system will be provided by installing side trays, as well as by installing spillways along the slopes of embankments. On the 736th km, a recreation area for drivers with two gazebos and a toilet will be equipped.

Three sections with a total length of 26 km will be repaired in the Amur region. Thus, a new two-layer asphalt concrete coating will be laid on sections 118 to 133 km and 258 to 268 km, representing gravel-crushed stone breaks. In summer, driving through them is often difficult due to increased dust formation, which limits visibility. In addition, the section from 217 to 225 km will be repaired, where two layers of asphalt concrete will also be laid.

In order to ensure road safety in both regions, a complex of works on the arrangement will be carried out: signs are installed, barrier fencing is updated, markings are applied.

To date, federal road workers have to replace the transitional type of coating with a capital one on 175 kilometers of the Lena highway in two regions. The works will be completed in 2024, after which the Nevers - Yakutsk highway with a length of 1,157 km will become asphalt-concrete throughout its entire length.

Transport planning of territories in Bashkiria will be developed by RosdorNII

The contract for the development of transport planning documents of Bashkiria, as well as Ufa and Sterlitamak agglomerations was awarded to the FAA "Russian Road Research Institute" (RosdorNII). The customer of the works was the regional Ministry of Transport. The winner reduced the initial contract price by 1 million rubles to 79 million rubles. Three more companies applied for the work, all of them offered to perform the work at a lower price – from 63 million to 77.1 million rubles. However, the institute scored a higher number of points taking into account qualifications.

The works will be financed from the regional budget and should be completed in 14 months from the date of conclusion of the contract.

The contractor's responsibilities will include the development of a program for the integrated development of transport infrastructure and a scheme for organizing public transport services. A comprehensive traffic management scheme should also be created for Ufa and Sterlitamak.

RosdorNII will conduct a survey of the parameters of the transport system of the republic and two agglomerations, develop its mathematical model, set targets for its development and prepare forecast scenarios. The Institute should also plan measures for the construction and reconstruction of road infrastructure and for the organization of comprehensive public transport services.

In February, the Ministry of Transport of Bashkiria announced the start of the introduction of an intelligent transport system (ITS). Up to 1 billion rubles will be required to finance the project, including 850 million rubles planned to be raised from the federal budget. Such a system will allow automating traffic management in the city and optimizing traffic flows using a single digital platform.

In Yakut Vilyuysk, 6 km of the A-331 Vilyuy highway will lead to standards

On May 5, 2022, the Federal State Budgetary Institution Upddor "Vilyu", subordinate to Rosavtodor, concluded a state contract for the overhaul of the km 572 – km 578 section, which is currently in an abnormal state.

The works include the replacement of the road base with the installation of asphalt concrete pavement, the installation of an outdoor lighting line with a length of 5.4 km, five traffic lights and pedestrian fencing. In addition, the drainage system will be put in order, 10 bus stops and sidewalks will be equipped.

The Viluy highway became federal in 2007. However, the specified site until recently remained in the ownership of the Ministry of Defense "The City of Vilyuysk". Thanks to the joint work of FKU Upddor "Vilyu" and the Government of the Republic of Sakha (Yakutia) in January 2020, the facility received federal status. In a short time, road workers prepared design and estimate documentation and passed state expertise.

In October 2023 – upon completion of all works – a section of the federal highway A-331 in the city of Vilyuysk with a length of 6.2 km will meet all modern requirements, which will ensure safe and comfortable travel within the boundaries of the administrative center of Vilyuysky ulus.

There are two federal highways in the operational management of the FKU Upddor "Vilyu": A-331 "Vilyu" (Verkhnemarkovo – Taas-Yuryakh – Mirny – Yakutsk) and R-504 "Kolyma" from Yakutsk to the border with the Magadan region. Their total length is 3302 km.

At the second stage of the bypass of Nizhnekamsk and Naberezhnye Chelny, the installation of an asphalt concrete plant was started

A modern six-fraction asphalt concrete plant is being built on the basis of a construction town near the village of Shingalchi, Nizhnekamsk district in Tatarstan. ABZ with a capacity of up to 240 tons per hour will produce asphalt concrete according to the new GOST, which regulates the design of mixtures for roads with heavy traffic and extreme loads. The plant's installation and commissioning are scheduled to be completed in early June this year.

More than 50 thousand tons of inert materials have already been prepared in the temporary storage warehouse for the production of asphalt concrete mixtures. A laboratory equipped with modern equipment has been installed on the territory of the construction town. It will be used for incoming control of all materials used in the construction of the highway. The quality control of the asphalt concrete mix produced by the plant will also be checked here.

The asphalt concrete plant near the village of Shingalchi will fully ensure the supply of asphalt concrete mix for laying at the first and second stages of the bypass of Nizhnekamsk and Naberezhnye Chelny. For the construction of the third stage of the bypass, another plant has been installed near the village of Kuzembetevo, commissioning has already begun on it, which will be completed in early May.

The new bypass will allow to withdraw all transit transport from Nizhnekamsk and Naberezhnye Chelny, which will have a positive impact on the ecology of these cities. In addition, the construction of a new highway will significantly reduce the travel time from Nizhnekamsk to the capital of the republic. Now Nizhnekamsk does not have access to the M-7 highway, therefore, in order to go to it in the direction of Kazan, drivers are forced to go around through Naberezhnye Chelny, making about 100 km of the run.

The bypass of Nizhnekamsk and Naberezhnye Chelny is part of the Kazan– Yekaterinburg high-speed route, which is being implemented on behalf of Russian President Vladimir Putin. It will be a continuation of the M-12 highway, the total length of the route from Moscow to Yekaterinburg will be about 1600 km, of which about 305 km will pass through the territory of Tatarstan.

The construction of the bypass is divided into three stages. The contract for construction and installation work on the second stage was concluded in December last year, excavation works are being carried out around the clock at the facility, construction of seven bridges out of eight provided for by the project has begun.

The project documentation for the first stage was submitted for approval to the FAA "Glavgosexpertiza of Russia", for the third stage a positive expert opinion was received on March 31, preparations are underway to conclude a construction contract. The total length of the bypass will be 81.4 km.

In Yakutia, preparations for the construction of a bridge across the Lena River are continuing. Now the project of the first stage of work is under consideration in the Glavgosexpertize of Russia. Initially, when designing, it was assumed that mainly domestic materials would be used at the facility. The future bridge crossing will unite the federal highway "Vilyu" with the highways "Lena" and "Kolyma". The shortest route – through the transport corridor from Irkutsk to Magadan – will connect Eastern Siberia with the ports of the Sea of Okhotsk, forming the Northern latitudinal economic Belt of Russia. At the same time, the growth of cargo transportation in the region should grow three times.

The first stage of work, the design and estimate documentation of which is now being reviewed by experts of the Glavgosexpertiza of Russia, includes the preparation of the territory for the construction of a bridge crossing. It is planned to rebuild and remove overhead lines, gas supply and communication networks, and place temporary infrastructure that will be required for the construction of the bridge. In addition, work will be carried out on the engineering protection of the territory, the installation of temporary floating bridges or ice crossings on the left and right banks of the Lena River – with a view to winter time.

"Consideration of the project documentation and the results of engineering surveys for the 1st stage of construction is proceeding in accordance with the regulations within the specified time frame," said Vladimir Vlasov, a leading expert on the facility, chief specialist of the Department of Transport Complex Facilities of the Department of Transport and Hydraulic Engineering of the Glavgosexpertiza of Russia.

Meanwhile, the authorities of Yakutia reported that the cost of the bridge may change due to the rise in the cost of building materials, but at the same time, despite the current economic situation, there should not be a shortage of materials. Even when designing the facility, it was assumed that the number of imported components should be minimized. "This is a project for which the entire Tver region thanks you. Because this is a very large project, it includes three bridges. If you remember, this is the main bridge over the Volga – here are its parameters: this is almost 3 km, six lanes, – these are, respectively, two additional automobile overpasses through the Oktyabrskaya Railway and the reconstruction of the railway bridge, along which the main course of the Oktyabrskaya Railway. Accordingly, another bridge has been added, the fourth one already, in order not to create a collapse at the exit on the St. Petersburg highway," Igor Rudenya said.

"A lot of work," the President replied.

According to the press service of the government of the Tver Region, 11.2 billion rubles from the federal budget were allocated to the region in 2021-2024 for the implementation of the project. It will be a structure with a length of almost 3 km with six lanes for traffic on the bridge. Currently, work is underway at the facility on the installation of a tongue-and-groove fence of the third support, the arrangement of a temporary road.

Over 200 km of federal highways will be built and reconstructed in 2022

Work is planned at 24 sites in 18 constituent entities of the Russian Federation as part of the implementation of the national project "Safe high-quality Roads".

In November of this year, the reconstruction of the section of the highway R-257 "Yenisei" from the 389th to the 397th km within the borders of the Republic of Khakassia will be completed.

The commissioning of this facility will increase the capacity of the segment of the highway to 20 thousand cars per day, which is twice as high as the existing indicators.

The project provides for an increase in the category of the road to the first by expanding the carriageway from two to four lanes. The construction of an overpass over the Ust-Abakan–Chernogorsk regional road instead of roundabouts will allow to share traffic flows with the federal highway at different levels. Work on the construction of an artificial structure has already been completed: the leveling and protective layers of the bridge bed have been laid.

The overall readiness of the facility is currently 90%.

Half of the planned amount of work was carried out reconstruction of a 7-kilometer section of the M-5 Ural highway in the Tuymazinsky district of the Republic of Bashkortostan (km 1336 – km 1344).

Specialists are completing the reconstruction of engineering communications, the construction of the roadbed and the layers of pavement of the main course of the highway. Currently, an overpass is being built as part of a transport interchange at 1338 km.

In addition, experts will expand the section from 1336 to 1344 km from two to six traffic lanes (three in both directions) with bringing the road parameters to the standards of the IB category. Also, road builders will build one transport interchange.

The implementation of this project will increase the capacity of the federal road. Traffic flows will be separated into different levels and continuous communication will be provided between the settlements of Kandra and Sairanovo, as well as the possibility of exit and entry to the federal highway.

Throughout the site, road workers will perform a lighting device, equip bus stops, install a barrier fence and road signs. The commissioning of the facility is scheduled for October this year.

Another object that will be put into operation in 2022 is the construction site of the highway R–255 "Siberia" Novosibirsk - Kemerovo – Krasnoyarsk – Irkutsk km 1524 – km 1537.

The construction of a section of the II technical category with a total length of more than 14 km will eliminate the level crossing, bypass the settlements of Traktovoye and Tulyushka, increase capacity, improve transport and operational indicators of the road section.

As part of the implementation of the project, it is planned to build an overpass over the Moscow – Vladivostok railway, a bridge over the Ili River, a roundabout near the exit to the village of Ukhovsky, as well as five bus stops and a parking lot.

The current technical readiness of this facility is 55%.
