120 billion rubles will be allocated for the development of roads in Russian regions

The Government of the Russian Federation will allocate an additional 120 billion rubles for the advanced development of road infrastructure. This was announced on April 25 by Russian Prime Minister Mikhail Mishustin during an operational meeting with deputy Prime ministers. The corresponding order is published on the website of the Government of the Russian Federation.
Thanks to additional funding, it will be possible to accelerate the construction, reconstruction and repair, including capital repairs, of road facilities in Russian regions. The works will be carried out on federal, regional and local highways.
"In order for us to achieve the stated indicators for the modernization of the road network faster, the President of Russia a month ago instructed to allocate an additional 120 billion rubles. We have carried out operational work with the regions, identified priority projects in order to distribute these funds most effectively, so that the money starts working immediately, and does not lie on the accounts for a long time," Deputy Prime Minister Marat Khusnullin said. — 86 billion rubles will be allocated to 63 regions to bring more than 2.5 thousand km of regional roads into a standard state, and 34 billion rubles will be spent on the construction, reconstruction and overhaul of major highways, including the Golden Ring and the Europe –Western China route. Thus, in total, almost 70 regions will receive additional financial support. Work is also planned to repair and expand existing sections, and the construction of new road infrastructure, including bridges and interchanges. "
In particular, additional funding will be allocated for the construction of the third launch complex of a bridge crossing over the Volga River in Volgograd. 2.2 billion rubles have been allocated for these purposes. The facility will link bridges across the Volga and Akhtuba in the Volgograd region. Thanks to it, it will be possible to bring the transit traffic flow outside the settlements of the Sredneakhtuba district, increase the safety of residents and reduce the burden on the environment.
"This is a strategic object not only for the region, but also for the whole country: it connects our Volga region, Kazakhstan, Astrakhan with all major transport arteries, the North-South corridor. It provides opportunities for additional development for Volgograd, the Volga region, is an important component for the development of all municipalities, — said the Governor of the Volgograd region Andrey Bocharov. — It is important that transport accessibility and safety of people, both those traveling on the road and those who live in this territory, will increase. Unfortunately, accidents are not uncommon here now. And we understand that the transit flow is growing every year, and in summer it is almost impossible to drive here at all — the existing road is two-lane. But the construction of a powerful infrastructure facility will solve a complex of these problems."
Construction and installation activities at the facility are carried out around the clock, 230 people and 150 pieces of equipment are involved in them. The completion of the contract is scheduled for 2023.
Additional funding will also be directed to the continuation of the construction of an overpass on the Ivanovo – Rodniki highway in the Ivanovo region. 598 million rubles have been allocated for these purposes. The new facility will solve the problem of congestion in the area of the railway crossing near Gorino.
"The total construction length of the structure with approaches will be 1.3 km. Reconstruction of the road section adjacent to the overpass, reconstruction of communications, lighting on the overpass and approaches to it are also planned at the facility," said Dmitry Vavrinchuk, head of the Department of Road Management and Transport of the Ivanovo region.
The appearance of a new road infrastructure facility will improve transport links between the regional center and the cities of Kineshma, Vichuga, and Rodniki, as well as ensure uninterrupted communication on the territory of the Ivanovo special economic zone. The new facility is planned to be commissioned in 2023.
More than 1 billion rubles have been allocated for the construction of a highway along Stroitelnaya Street from Pobedy Street to Gorzhuvskaya with an overpass through the railway and the Insar River in Saransk. The facility will connect two residential districts of the city — Himmash and Svetotekhstroy, and also relieve traffic in the center of the capital of the republic. The commissioning of the facility is scheduled for 2024.
No less large-scale work will be carried out on the federal road network thanks to additional funding. For example, the most significant and large—scale project being implemented in the Moscow region is the reconstruction of the federal highway M-5 "Ural". In particular, we are talking about the completion of the reconstruction of the section from the 19th to the 28th km. The work is being carried out within the framework of the federal project "Development of the federal highway network" of the national project "Safe high-quality roads". More than 295 million rubles will be additionally allocated from the federal budget to continue the activities.
The reconstruction started in 2019 and allowed to increase the number of traffic lanes from six to ten on the section from the 22nd to the 26th km in the Lyuberets area, to divide traffic flows by building side passages for local transport, to erect an aboveground and 5 underground pedestrian crossings, to install lighting. Road workers will have to complete the work on the arrangement of underground pedestrian crossings, local sewage treatment plants, rebuild engineering communications and carry out demolition work on buildings falling into the right-of-way lane, as well as carry out landscaping and landscaping. 1 billion rubles will be allocated for the repair of roads in Crimea and the construction of a bridge in Cherepovets

The government will allocate about 1 billion rubles for the restoration of Crimean roads damaged by floods in 2021 and the construction of a bridge across the Sheksna River in Cherepovets. The corresponding order was signed by the Chairman of the Government of the Russian Federation Mikhail Mishustin.
Additional funding will allow the construction of the bridge in Cherepovets to be completed on time, 727 million rubles will be allocated for these purposes. The readiness of the facility today is 87%. Specialists equip the roadway of the bridge for laying asphalt concrete, perform work on closing the navigable superstructure, after which a section of the slab with a length of 13 m is concreted. In addition, road workers prepare the surface of the pylons for painting and carry out the device of sprayed waterproofing of the bridge bed, as well as install lighting supports, barrier and railing fences.
"In addition, specialists have started work on the installation of architectural lighting and air alarms for the safety of aircraft flying over the bridge. All activities are carried out in strict accordance with the schedule in order to ensure the commissioning of the facility in August 2022," said Andrey Nakroshaev, Head of the Department of Road Management and Transport of the Vologda Region.
It will be the longest bridge structure in the region, its length will be 1.1 km, and together with the approaches – 8.9 km.
The bridge over the Sheksna in Cherepovets will allow to realize the industrial potential of the city, strengthen transport and economic ties within the Vologda region, as well as complete the creation of the urban transport ring and withdraw traffic flows from the center.
The Government of the Russian Federation will send more than 206 million rubles to the Crimea – for the implementation of measures to restore highways of regional and intermunicipal significance of Kerch and Yalta in emergency situations.

When implementing the national project "Safe high-quality roads", special importance is attached to the arrangement of road transport infrastructure accessible to people with disabilities and people with limited mobility. Pedestrian crossings with traffic lights will also be equipped.
In Bryansk this year, according to the national project, 28 public transport stops are planned to be adapted for people with disabilities. Also, exits at pedestrian crossings will be brought into a normative state, and tactile tiles will be laid at the junctions with the carriageway and at the approaches to pedestrian crossings. In addition, during the overhaul of roads in Bryansk, sidewalks will be built where they have never been before.
"We see that over the past few years in the Bryansk region, the pace of road construction has increased significantly. It is very important that specialists not only repair roads, but also equip infrastructure accessible to people with disabilities. Safe, high―quality roads are one of the indicators of the well—being of our region, they make life more comfortable, reduce the time and distances between settlements," said Irina Lavrushina, director of the autonomous non-profit organization Rehabilitation Center for the Disabled, member of the regional headquarters of the All-Russian Popular Front.
In Ulan-Ude this year, according to the national project "Safe high-quality roads", 29 sections with a total length of 30 km will be brought into standard condition. The work will take place in all districts of the city.
The designers paid special attention to measures to ensure an accessible environment: during repairs at pedestrian crossings at intersections with the carriageway, the level of the side stone is lowered so that wheelchair users can freely pass from the sidewalk to the crossing.

At the Sphere International Congress dedicated to the launch and development of the Roscosmos project of the same name, government and business representatives discussed the directions of the project development, opportunities for international cooperation and partnership, and outlined priority goals and objectives for the near future.
According to Dmitry Rogozin, Director General of the State Corporation for Space Activities of Roscosmos, our country needs modern means of communication, space communications, broadband Internet access for various industries.
"Russia should rely on its own infrastructure projects. Communication, surveillance from space, control of ground infrastructure is a space infrastructure project. In addition, the Executive Director of Roscosmos spoke about the implementation of tasks for monitoring and prevention of emergencies within the framework of the Sphere project.

The Russian government is creating a headquarters for transport and logistics corridors

"This is a technology that we plan to switch to in the future from a standard conventional photo-video camera. In old complexes, space is limited, the board can only be short, the hard disk is small. In the new complexes, there is a possibility of variability in the placement of equipment. Road works under the national project have started in 59 regions of the country

The road season in many regions of the country started with the onset of favorable weather conditions. An announcement has been published in the Procurement EIS on holding an open competition to select a contractor who will design an intelligent transport system (ITS) of the Kaliningrad Region. It is assumed that ITS will allow automating a number of processes of managing the transport system of the region, in particular, it is planned to create a system of adaptive traffic light objects that will regulate the intensity of traffic flows and, if necessary, create priorities for certain categories of vehicles (the so-called "green wave"), a traffic flow monitoring system, a video surveillance system and accident detection and Emergency situations, a system for ensuring the work of road services and special vehicles with dispatcher support.
The deadline for accepting applications is May 13, 2022. The initial amount of the contract is 13368905 rubles. In the framework of ITS, along with traffic management systems, it is necessary to provide weather monitoring and parking space management systems. In the Kaliningrad Region, it is expected that the introduction of an intelligent transport system will automate the management of a number of functions of the regional road complex, minimize traffic congestion, reduce emissions of harmful substances, and improve road safety.
