Minister of Territorial Administration and Infrastructure Gnel Sanosyan told the Cabinet about the progress of construction of important roads in the south of Armenia

The construction of two important road sections in the south of Armenia continues. This was stated by the Minister of Territorial Administration and Infrastructure Gnel Sanosyan at a meeting of the Armenian government.
As the minister noted, one section leads from the village of Tatev to the village of Ltsen, where it connects to the interstate highway M-2. An earthen embankment for 15.2 km is already ready on this 20 km section, asphalting should begin soon. This road will speed up travel from Yerevan to the south of Armenia – to Kapan and Meghri.
The second road is an 11–kilometer bypass section around the village of Verin Khotanan, next to Tatev. The new route will reduce turns on the site near the village from 16 to 6. In addition, the new route will be located on a sunny slope, which will facilitate its maintenance in winter. "Based on the results of the work, we will determine whether it is necessary to lay a third layer of asphalt on this site and on the entire Tatev-Aghvani road," Sanosyan added.
According to the minister, construction work on six roads in Syunik went on all winter, and only because of heavy snowfall were stopped for 10 days, but will resume soon.
Speaking about other districts, he noted that a contractor has already been selected to repair the 35-kilometer section of Itsakar-Gandzakar on the Ijevan-Berd highway. Funding for this construction will be allocated soon. Funds have already been provided for the repair of several other sections, in particular, for the repair of the road from the Vanadzor-Alaverdi highway (M-6) to the village of Atan (turn from the village of Dseh). The repaired road will facilitate communication with 6-7 villages at once.
In addition, the repair of the road interchange at the Yerevan-Sevan highway will continue (the overpass connecting Abovyan on the one hand, Byuregavan and Arzni on the other).
During the meeting on March 31, the government decided to allocate 3.1 billion drams (slightly more than $ 6 million) for these and other works.

A Government meeting was held under the chairmanship of the Prime Minister of the Republic of Armenia, during which it was decided to allocate 3,114 billion drams for the repair of one road section and two bridges. The funds will be allocated for the construction, technical and author's control services for the repair of a section of roads in the communities of Tumanyan Karinj, Martz, Akhnidzor, Lorut, Shamut and Atan; the Ptgni-Abovyan bridge and the bridge near Teghut, the press service of the Prime Minister reports.
In addition, the Head of Government discussed the topic of capital expenditures and noted the importance of their implementation with proper discipline to ensure high economic activity.

A bridge across the river of the same name is being reconstructed in Zhabinka, Deputy chairman of the district executive committee Alexander Stepanyuk told BelTA.
We are talking about an overpass on Mira Street, which is located near the Zhabinkovsky feed mill. Experts examined the bridge and came to the conclusion that it needs reconstruction. The design and estimate documentation is already ready, and auctions have been held. It is planned that work on the facility will begin in mid-April.
"There is a lot of traffic there, so the load on the bridge is large. Experts have identified defects in the design. To reduce the load on the bridge, traffic was restricted. Now the bridge builders will replace the structures, and in fact we will have a new bridge," said Alexander Stepanyuk. The reconstruction will be financed by the regional budget. According to the work plan, it is planned to be completed within three months.

KazdorNII conducts research to improve the binding properties of road bitumen

The quality and durability of paved roads depend both on compliance with construction technologies and on the materials used from which road surfaces are made. In particular, one of the main reasons for premature destruction of asphalt concrete pavement is poor adhesion of bitumen with mineral filler from acidic rocks.
The experience of road operation in Kazakhstan and abroad indicates that when in contact with mineral material, water easily wets the crushed stone grains and peels off the bitumen film from their surface. At the same time, the detachment of the binder is always due to insufficient adhesion strength.
In July 2021, at an expanded meeting of the Government, the Head of State focused on ensuring high quality roads. In this regard, KazdorNII is implementing a program aimed at studying new technologies for the manufacture of roadway. Within its framework, tests are carried out to assess the adhesion of bitumen binder with mineral materials at various temperatures, by determining the dielectric constant. Also in the laboratories of the Institute, including the Superpave system on BBR, DSR and PAV devices, the influence of various adhesive additives on the aging processes of bitumen is determined.
A comparative analysis of the methods used will allow us to estimate the amount of adhesion of binders to stone materials in a wide temperature range with the receipt of new data. These data can be used to develop binders with increased adhesive properties and more durable asphalt concrete mixtures.
In addition, during the research, work was carried out to establish chemical and structural analysis of mineral materials of various rocks. Patterns will be derived on the influence of the morphology of the stone material used on the degree of their adhesion to the bitumen binder.
Also, based on the data of the chemical component of mineral materials, an assessment of their applicability for certain road technologies is given. The results of the research work will make it possible to select the optimal components of asphalt concrete pavement (binder, adhesive additives and stone material) for different climatic conditions and, due to this, increase the service life of road surfaces by 3 years, as well as reduce operating costs for road maintenance by 15%.

For example, the national operator is working on mechanisms to reduce the "superprofits" of general contractors when transferring work to subcontracting, as well as generally reducing the proportion of work transferred to subcontracting.
In addition, proposals were made to increase the transparency of the procurement process in the road industry and expand the range of potential suppliers in the construction and repair of roads of national significance. The goal is to limit the activities of "oligopolies", to ensure access to the road industry of small and medium-sized businesses. As part of the execution of the President's order, the procurement system in the quasi-public sector will be revised in terms of the procedures for selecting winners (the use of objective arithmetic mean dumping, the rejection of conditional discounts on work experience, etc.).
It is also proposed to introduce a criterion to prevent the company from participating in tenders until the work on previous projects is completed. In addition, proposals have been developed and made on the coefficient of territoriality. This is done so that mainly local companies work on the sites.

The issues of implementing the transit and logistics potential of the EAEU were discussed by EEC Minister Temirbek Asanbekov and Minister of Transport and Communications of the Kyrgyz Republic Erkinbek Osoev at a meeting that took place during the visit of the EEC delegation to Kyrgyzstan from March 24 to 25.
The EEC Minister noted that "the realities of the current time increase the importance of a comprehensive discussion of topical issues of Eurasian integration." The parties agreed to hold a panel session in the field of transport, which will be held within the framework of the Eurasian Economic Forum, scheduled for May 26-27 in Bishkek simultaneously with the meeting of the Supreme Eurasian Economic Council and the Council of Heads of Authorized Bodies in the Field of transport of the EAEU member states.
The session will be devoted to the implementation of the EAEU transport policy, its key goals and priorities for the development of Euro-Asian ties and mobility. "Following the results of the session, it is planned to adopt a resolution of the heads of transport departments. This will be a confirmation of our intentions to join the efforts of international organizations and announced initiatives for the development of transport, transportation and logistics in a global format," the EEC Minister summed up.
In this regard, Temirbek Asanbekov invited the Minister of Transport and Communications of Kyrgyzstan Erkinbek Osoev to take part in upcoming events. The Kyrgyz colleague confirmed his participation.
The participants of the meeting paid special attention to issues that have a direct impact on the development of transport complexes of the EAEU countries: the development of Eurasian transport corridors, the expansion of air traffic, coastal road transport of goods, the creation of conditions for increasing transit volumes, in particular, the use of navigation seals in road and rail transport, the transition to the use of electronic documents, border crossing issues..

The funds of the Road Fund will be used for the design, construction, reconstruction, repair and maintenance of public roads, the press service of the Ministry of Transport and Communications of the Kyrgyz Republic reports.
In order to effectively implement the tasks assigned to the Ministry of Transport and Communications of the Kyrgyz Republic dated December 24, 2021, No. 346 by the Resolution of the Cabinet of Ministers of the Kyrgyz Republic "On measures to transform the road industry", a Road Fund was established at the Ministry of Transport and Communications of the Kyrgyz Republic.
The Foundation was created for the purposes of:
- strengthening the financial basis for the functioning of the road industry for the preservation and development of the road network of the Kyrgyz Republic;
- orientation of the road industry financing system to internal reserves;
- ensuring the effective use of funds allocated for the development of the road industry.
This resolution of the Government of the Kyrgyz Republic approved the provision of the Road Fund. The supreme governing body of the Fund is the Supervisory Board of the Fund, the executive body is the secretariat of the Fund.
The Board of the Foundation considers, determines and approves the main directions, priorities of the Fund's activities, prospective and current tasks. Also approves the spending plan of the Fund, distributes the funds of the republican budget allocated for the design, construction, reconstruction, repair and maintenance of public roads and road facilities. Annually hears an audit report on the use of the Fund's funds.
On February 1, 2022, Parliamentary hearings were held in the Jogorku Kenesh with the participation of wide circles of the public, in particular the association of cargo carriers and state bodies to discuss the Law "On the Road Fund" where, as a result, everyone supported the creation of the Road Fund.
Also, on February 18, 2022, the Supervisory Board of the Road Fund was formed and the first meeting was held, where organizational issues of the Fund were considered and approved.
The Fund's budget is formed in accordance with the provisions of the Budget Code of the Kyrgyz Republic. The Fund's income is generated by:
- funds provided for the design, construction, reconstruction, repair and maintenance of public roads and road structures;
- fifty percent excise tax on gasoline, light and medium distillates and other gasoline, diesel fuel, engine oils for diesel and (or) carburetor (injection) engines;
- fees for registration of motor vehicles;
- fees for weighing and measuring the maximum dimensions and other linear parameters of vehicles and fees for passing vehicles with special and indivisible cargo on public roads;
- tolls for driving on artificial structures on public roads;
- fees for the lease of land plots located in the right-of-way and roadside lane of public highways, etc.
It should be noted that the Fund's funds are used for:
- financing of design, construction, reconstruction, repair and maintenance, as well as for the development of public roads;
- purchase of machines, mechanisms and equipment for maintenance, repair and construction, public roads;
- development of road and roadside service facilities, provision of technical assistance to vehicles on public roads, etc.
The Road Fund carries out its activities on the principles of legality, openness, transparency, publicity, as well as rational and effective management of the Fund's funds.
I would like to note that half of the members of the supervisory board consist of representatives of public organizations in the field of transport and road industry.

On April 1, the Head of the Government of Kyrgyzstan Akylbek Zhaparov held a meeting with the Prime Minister of the Republic of Uzbekistan Abdullah Aripov, who arrived in Osh on a working visit.
